State appoints IAS-headed SIT to probe teacher recruitment scam

Mumbai: The Maharashtra government on Thursday formed a special investigation team (SIT) to investigate the alleged teacher recruitment fraud in all aided and partially aided schools across the state. Pune divisional commissioner Chandrakant Pulkundwar will head the three-member team. Manoj Sharma, inspector general of police (law and order), and Harun Attar, joint director of the education directorate, are the other members.
The SIT has been tasked with investigating all teacher recruitments conducted since 2012, according to a government resolution (GR) issued by the state school education department on Thursday. The team has been asked to submit its report in the next three months, stated the order signed by the department's principal secretary, Ranjit Singh Deol.
The recruitment fraud, also known as the Shalarth ID scam, first surfaced in Nagpur, where 580 fake teachers and non-teaching staff were found to have been recruited in 12 government-aided schools by allegedly using fake signatures and documents. Senior school education department officials are allegedly involved in the fraud. After the Nagpur fraud came to light, similar complaints were filed in other parts of the state as well.
Shalarth is a centralised portal of the state government to manage payroll and service records of staff in government and government-aided schools, including teachers. Shalarth ID refers to the teacher identification number allotted to such staffers. Investigators found that fake identities were used to disburse salaries through the Shalarth portal.
The matter was discussed in the state assembly during the monsoon session of the state legislature, with state school education minister Dada Bhuse assuring that an investigation would be launched.
According to the terms of reference mentioned in the GR, the SIT will examine the transfers of teachers and non-teaching staff 'from non-grant-in-aid positions to grant-in-aid positions in all the aided and partially aided primary or secondary or higher secondary schools across all the divisional offices in the state.'
The SIT has also been asked to find out the discrepancies in the existing procedure of approving teaching and non-teaching staff, and suggest reforms. 'The special investigation team should investigate all the above-mentioned issues for the period from 2012 to the present and submit its report to the government within three months,' the GR added.
Govt officers announce strike
Meanwhile, more than 400 senior officers from the state's school education department have launched an indefinite strike starting Friday, alleging harassment and unfair treatment by investigative agencies over issues related to Shalarth IDs and other school recognition matters.
Members of the All Maharashtra Education Service Gazetted Officers Association claimed they were being unfairly targeted and that action was being taken against them in matters unrelated to their responsibilities. In some cases, they said that arrests and disciplinary actions were carried out without any prior inquiry or show-cause notice.
According to the government officers, three deputy directors and two education officers were arrested without proper procedures and later suspended, even though they were cooperating with the investigation. No criminal charges have been proven, yet suspensions have been imposed, leading to a serious drop in morale across the department, they said.
'This kind of treatment of honest officers is demoralising and is affecting day-to-day functioning. The government has a duty to protect its honest staff. Arrests without inquiry and illegal suspensions must stop,' the association said in a statement.

Although many videos circulate, there are no media reports of Jessica Radcliffe being attacked by an orca. Vocal Media also noted that there is no credible evidence, such as obituaries or marine park statements. Kenya's The Star reported that the voices in the video seem AI-generated. Additionally, the HT report stated that a marine trainer named Jessica Radcliffe was not found online; hence, it seems to be a fabricated person. Although this orca attack report is false, there have been previous cases where trainers were killed by orcas, most famously the Dawn Brancheau incident. In 2010, Tilikum, the orca, killed the senior trainer during a SeaWorld show in Orlando. Dawn's death was featured in the 2013 documentary Blackfish, which showed the ethics of confining large mammals, the HT report noted. A year prior to his accident, Alexis Martinez, a Spanish trainer, was killed after an orca named Keto bumped into him during a rehearsal. Meanwhile, in 1991, a Canadian trainer was also killed when three orcas dragged him underwater. Although the viral videos use real-world incidents to make the 'Jessica Radcliffe' death appear genuine, there is no evidence that such an attack occurred or that Jessica Radcliffe, a marine trainer, actually exists. Orcas, commonly called killer whales, are known to be highly intelligent and social predators that inhabit oceans around the world. They are reportedly not considered dangerous to humans on a large scale; however, most fatalities have been caused by captive orcas.

The FIR names Lavanya Tayal, Ravikant, and three other unidentified persons. They have been booked under sections 191(2), 115(2), 352, 351(2), and 324(4) of BNS. Tayal has been detained for questioning by the police and will soon be formally arrested, according to Srivastava. Earlier, a similar incident was reported from a high-rise in Greater Noida West, where four staff members of at Eco Village 1 society were arrested for allegedly assaulting residents during a dispute over a late power cut. Videos of the incident were shared widely on social media, showing guards and other staffers thrashing the residents with rods. 'The security guards, supervisors, and other staff of the high-rise turned violent and assaulted the residents with rods. Later, the police were alerted and the injured residents were rushed to a hospital,' Sheshmani Singh, a resident of Eco Village 1, had said.

According to a report in Hindustan Times, the victim was a Class 8 student from Paikmal block of the district. HT cited police as saying that the teenage girl had gone to her maternal uncle's house over the weekend to meet her mother and celebrate Raksha Bandhan. Police said the girl set herself on fire at a field near her house at around 7.30 am on Monday. The girl allegedly poured petrol over her body. After villagers spotted her burning, they rushed to her rescue and douse the fire but not before she suffered serious burn injuries. Thereafter, she was rushed to VIMSAR medical college in Burla where she succumbed to injuries, police added. The exact cause of the incident remains unknown, and an investigation is currently underway, police said. The girl's father works as a migrant labourer, while her mother has been living at her parental home. Earlier on July 12, a 20-year-old woman student in Balasore's FM College set herself on fire in her college campus and died at AIIMS Bhubaneswar on July 14. On July 19, a minor girl was allegedly set on fire by three miscreants in Balanga. She died at AIIMS Delhi on August 2.
