
Ludhiana: DNA test reports on rescued child beggars expected next month
On July 20, the district administration, under project Jeevanjyot 2.0, raided various areas of the city and rescued 18 kids. While the accompanying adults of 12 kids submitted credible claim of parentage, six were suspected to be cases of child trafficking. These six kids and their accompanying adults were DNA tested on 23 July to ascertain if they shared any biological relation with the kids.
Meanwhile, five of the 12 kids for whom their accompanying adults provided a parentage claim have been handed back to their parents. The parents of the rest of the kids are still submitting the documents and once they are verified the kids will be handed over to them.
'These people hail from far away states. They are taking time to bring documents, like birth certificates, to prove parentage,' said DCPO Rashmi.
Forensic sciences laboratory (Kharar) director, Dr Rajnish, when asked about the time period in which the lab is supposed to produce the DNA reports, he said, 'We don't have any such guidelines. Rules regarding it haven't been framed yet.'
Meanwhile, the children continue to be lodged at the children's home in Doraha, waiting for the reports to find out what the future holds for them. The Jeevanjyot 2.0 project draft reads, 'If DNA tests match, the child shall be restored to the family. The authorities shall issue a warning to the family to not indulge the child into begging. The DCPO shall provide counselling to the family to enrol the children in schools and about the ill effects of keeping the child on streets.'
If parents still put kids to begging, the draft calls for the parents to be declared 'unfit guardians' and 'the child shall be sent to children home and the child shall be declared legally free for adoption.'
And if the tests turn out negative, the child welfare committee will initiate legal action by filing an FIR under the BNS, Juvenile Justice Act, Child Labour (Prohibition and Regulation) Act, Bonded Labour System (Abolition) Act, or other relevant legislation against the adults found accompanying them.
Additionally, the child's photos and details will be uploaded on the 'Track the Child' portal to trace their biological parents for rehabilitation. DC Himanshu Jain had on 21 July established a committee to ensure the seamless execution of DNA testing after the attempt at DNA testing failed on 21 July due to lack of clarity on guidelines. The committee comprises the district child protection officer, representatives from the police commissioner, and the civil surgeon, tasked with overseeing the DNA testing process under Project Jeevanjot 2.0 to combat child trafficking and exploitation.

Agency: New Delhi, Aug 20 (PTI) Narcotics worth more than Rs 11,310 crore were seized from various ports in the country between 2020 and 2024, Rajya Sabha was informed on Wednesday. Replying to a written question, Minister of State for Home Affairs, Nityanand Rai, shared data on notified substances under the Narcotic Drugs and Psychotropic Substances (NDPS) Act seized by all the drug law enforcement agencies (DLEAs) as reported to the Narcotics Control Bureau (NCB) in the last five years. The data showed the agencies seized drugs worth Rs 7,350 crore from ports in Gujarat, followed by Rs 2,367 crore from Maharashtra, Rs 1,515 crore from Tamil Nadu, and Rs 78.017 crore from West Bengal. In Gujarat, Rs 6,386 crore worth of narcotics were seized from the Adani Port SEZ, Mundra, including 3,063 kg of heroin and 52 kg of cocaine, in three separate consignments in 2021-22, the data showed., According to the figures for Gujarat, 201 kg of heroin worth Rs 402 crore was seized from the CFS (container freight system) in Gandhidham, 90 kg of heroin worth 180 crore from the Pipavav Port, 1 kg of cocaine valued at Rs 5 crore from the AV Joshi CFS in Gandhidham, and 94.19 lakh Tramadol tablets worth Rs 377 crore in two different consignments from CFS Mundra, the reply said. In Maharashtra, the authorities seized 928 kg of heroin worth Rs 1856 crore, 198 kg of Methamphetamine worth Rs 158 crore, and 59 kg of cocaine valued at Rs 295 crore in seven different operations from the Jawaharlal Nehru Port Authority, Mumbai, from 2020-24. The agencies also seized 29 kg of heroin worth Rs 58 crore from CFS Raigarh. The authorities seized 303 kg of cocaine worth Rs 1,515 crore from the VO Chidambaranar Port in Tuticorin, Tamil Nadu, 39 kg of heroin worth 78 crore from the Syama Prasad Mookerjee Port, Kolkata, and 1,000 Tramadol injections worth Rs 1,70,000 from the CFS Kolkata, it said. On arrests and FIRs, the reply said all these cases are under different stages of investigation by the respective law enforcement agencies. What Is The Punishment For Slapping A CM? Rekha Gupta's Attacker May Face Serious Charges
Earlier, slapping or pushing led to warnings under Section 107/51 CrPC. Now, stricter sections apply, with evidence collection and court proceedings following FIR registration Delhi Chief Minister Rekha Gupta was attacked during a public hearing at her camp office on Wednesday morning, police said. The assailant was identified as Rajesh Khimji. BJP sources said that during the public hearing, the accused handed some papers to Delhi Chief Minister Rekha Gupta before attacking her. Senior BJP leader Harish Khurana told a news channel that the assailant slapped the Chief Minister and pulled her hair. Slapping someone is considered a crime under the Bharatiya Nyaya Sanhita (BNS), classified as 'voluntarily causing hurt'. Under Section 115 of the BNS, slapping someone falls under 'intentionally causing hurt,' punishable with up to one year in jail, a fine of up to Rs 10,000, or both. However, Delhi Police have registered an FIR against the attacker of Chief Minister Rekha Gupta, charging him with attempted murder. Punishment Based On Circumstances The severity of the punishment can vary based on the circumstances. If the slap prevents a government employee from performing their duties, a case can be registered under Section 152 of the Bharatiya Nyaya Sanhita (Section 353 of IPC earlier), which may result in up to two years in jail, a fine, or both. If the attack occurs during another serious crime like robbery, the punishment can be more severe. Using criminal force or symbolic attacks intended to scare, without causing physical harm, can still be punishable under the Indian law. If found guilty, the accused can face up to one year in prison and may also be fined. How CM Rekha Gupta Was Attacked During a public hearing at her camp office on Raj Niwas Marg, Delhi Chief Minister Rekha Gupta was suddenly attacked by a man while engaging with citizens and listening to their complaints. The assailant, identified as 41-year-old Rajesh Khimji Sakariya from Rajkot, handed her some papers before shouting abuses and slapping her. Security personnel quickly restrained him and took him into custody, restoring order at the venue. The Chief Minister, visibly shaken, underwent a medical examination following the incident. Initial police questioning revealed Sakariya's identity, and authorities are coordinating with Rajkot Police to verify his background. The motive behind the attack remains unclear, with investigators exploring whether it was a spontaneous act or a premeditated attempt. Some court papers were recovered from the accused, and police said he also attempted to throw stones at the Chief Minister. Delhi CM Rekha Gupta's attacker booked for ‘attempt to murder', taken into custody
Delhi Chief Minister Rekha Gupta's attacker, Rajesh Khimji has been taken into custody by the Delhi Police and booked for attempted murder. The accused 'slapped' the CM during the Jan Sunwai event at her official residence in Civil Lines on Wednesday, August 20. According to Delhi Police, Kimji has been booked under section 109(1) BNS, attempt to murder, at the Civil Lines police station. 'Accused has been taken into police custody. We are investigating it from all the possible angles,' Delhi Police said. Further investigation is going on. The Bharatiya Janata Party (BJP) sources told news wire PTI that the accused first gave Delhi CM Rekha Gupta some papers during the public hearing and then attacked her. Senior BJP leader Harish Khurana has told NDTV that the accused slapped the chief minister and also pulled her hair. The Chief Minister's office said in a statement, 'A person attacked CM Rekha Gupta during Jan Sunvai today. The accused has been nabbed by the Delhi Police and is being questioned.' People at the CMO privy to the incident told Mint that the attacker handed over a piece of paper to Rekha Gupta, 'started talking in a raised loud voice and also used expletives before slapping the CM.' Party president Virendra Sachdeva refuted claims of CM Rekha Gupta being 'slapped' , calling such reports 'fabricated.' He said doctors had examined Gupta and confirmed she was stable. 'This has caused some shock. I have met her, she is a strong woman. Jan Sunwai will continue. CM is resting right now but she has said that she will not cancel her programs,' he added. The Congress has condemned the incident but also questioned Delhi's governance, asking how ordinary citizens can feel safe if even the chief minister is not secure
