Mubadala announces reinvestment in PCI Pharma Services

Mubadala Investment Company, the Abu Dhabi-based sovereign investor, said on Monday it has entered into an agreement to make a significant reinvestment in PCI Pharma Services, a global contract development and manufacturing organisation (CDMO) focused on biotherapies.
The deal is part of a strategic transaction co-led by Bain Capital and existing lead investor Kohlberg. Partners Group will also remain involved with a minority investment, Mubadala said in a statement.

Mubadala investment reflects PCI's potential
Mina Hamoodi, head of Healthcare at Mubadala, said: 'Our reinvestment in PCI reflects our deep conviction in the company's mission, leadership, and long-term potential. At this important juncture, we are delighted to welcome Bain Capital, an industry-leading healthcare investor with deep expertise in growing pharma services businesses, as a partner.'
She added that Mubadala looks forward to partnering with Bain and Kohlberg and working closely with PCI's management as the company enters its 'next chapter of accelerated growth'.
The new investment will support both organic and inorganic expansion, including growth in sterile fill-finish injectables, high-potency drug manufacturing, and specialised therapies.
The company also plans continued investment in the United States to strengthen domestic pharmaceutical manufacturing and supply chain resilience.

The legislation, released in the Umm Al Qura official gazette on Friday, July 25, will come into effect 180 days from publication and marks a significant shift in the country's real estate and investment policy, Read- The new law grants non-Saudis, including individuals, corporations, and non-profit organisations, the right to own property or obtain other real rights within designated zones to be defined by the Council of Ministers. These rights include usufruct (beneficial use), leaseholds, and other interests, but will be subject to geographic and usage-based restrictions. Importantly, all legal property rights held by non-Saudis prior to the law's enactment will remain protected. Key restrictions remain Despite the liberalization, the law maintains a firm stance on property ownership in the holy cities. Ownership remains prohibited in Makkah and Madinah, except under specific conditions for individual Muslim owners. Foreign individuals legally residing in the country may own a single residential property outside restricted zones for personal housing purposes. A central provision mandates that the Council of Ministers, based on recommendations from the Real Estate General Authority and with approval from the Council of Economic and Development Affairs, will designate the permissible zones for foreign ownership. These zones will include limits on ownership percentages and the duration of usufruct rights. Foreign-owned non-listed companies, licensed investment funds, and special-purpose entities may acquire real estate throughout the Kingdom, including in Makkah and Madinah, provided the ownership is for operational needs or employee housing. Listed companies and investment vehicles are permitted to own property in line with Saudi financial regulations. Diplomatic missions and international organisations will also be allowed to own property for official use, subject to Foreign Ministry approval and reciprocity. Mandatory registration and oversight Non-Saudi entities must register with the relevant authorities prior to acquiring real estate. Legal ownership or rights will only be recognised following registration in the national real estate registry. To enforce compliance, the law introduces a real estate transfer fee of up to 5 per cent for transactions involving non-Saudis. Violations could incur fines of up to SAR10m, with penalties including forced sales in severe cases such as the use of falsified documents. Proceeds from such sales will be transferred to the state after necessary deductions. A committee under the Real Estate General Authority will be established to monitor violations and impose sanctions. Affected parties can appeal committee decisions to the administrative courts within 60 days. Repeal of previous rules for GCC citizens The new law also revokes a previous ban on real estate ownership by Gulf Cooperation Council (GCC) citizens in Makkah and Madinah, thereby aligning the rules for all non-Saudi individuals and entities under a single legal framework. Executive regulations, including geographic boundaries and implementation procedures, are expected to be issued within six months. The law replaces the previous foreign ownership legislation issued under Royal Decree No. M/15 in 2000.

With the theme 'Sama-samang Saya ng Iisang IECEP-UAE Kapamilya,' the event featured games and bonding activities aimed at strengthening the sense of unity among members. Engr. Mark Nhel M. Gasangue, IECEP-UAE 2025 Governor and Chairman of the Board, welcomed the attendees and highlighted the importance of building a connected community. He said that what made the celebration more special was that they were also collaborating with other groups outside the organization. 'I'm happy that new members are there joining the IECEP community and we are active also, apart from this organization… we have collaborations with other organizations as well. The Department of Municipality and Planning – Ajman has reported that the emirate's Air Quality Index (AQI) reached 96.19 per cent during the first half of 2025 According to the Emirates News Agency (WAM), which cited the environmental statistics released by the Department, the figure represents progress towards the Ajman Vision 2030 objectives to promote environmental sustainability. Dr Eng Khalid Moeen Al Hosani, Executive Director of the Public Health and Environment Sector at the Department, confirmed the index has increased compared to previous years. Ajman Reports air quality improvement as AQI climbs to 96.19 % The index has witnessed a significant increase compared to previous years, having recorded 94.40 per cent in the first half of 2024 and 93.48 per cent during the same period in 2023, Dr Eng Al Hosani said. He said the results confirm the effectiveness of the Department's environmental initiatives and the success of its plans to reduce air pollution and promote sustainability. Dr Eng Al Hosani noted the progress stems from continuous efforts and integrated planning, including the launch of several environmental projects and initiatives. The Environmental Compliance Programme represents the most notable initiative. The programme aims to enhance control over industrial facilities by requiring the submission of semi-annual reports assessing air pollution levels, thereby enhancing environmental compliance and enabling corrective actions where necessary. The Department has established a network of seven accredited air quality measurement stations in accordance with international standards and within the classification of the Ministry of Climate Change and Environment. Dr Eng Al Hosani indicated the Department seeks to increase the number of stations to 10 in the coming years to keep pace with urban growth in the emirate. All monitoring stations are connected to the Environmental Data Management Programme, a leading system locally and regionally, which enables the receipt of notifications, preparation of environmental reports and continuous air quality monitoring, Dr Eng Al Hosani stated. The stations are equipped with measuring devices to monitor environmental variables such as wind speed and direction, relative humidity and primary gases. Dr Eng Al Hosani emphasised that environmental efforts are ongoing, with the Department continuing to adopt local and international environmental practices. These initiatives contribute to enhancing the attractiveness of Ajman as a healthy and safe living environment, while supporting the UAE's broader objective of achieving carbon neutrality, he said.
