Missing teen needed to conduct ID parade, case postponed

A police officer's kidnapping case has stalled after the court heard that the missing teenager, who is needed to identify the accused in an identification parade, has not been found.
The case against 42-year-old police officer Philemon Adoon, charged with kidnapping and extortion in connection with the disappearance of 19-year-old Kamogelo Baukudi, was postponed to 24 June 2025 following Friday's brief appearance at the Bloemfontein Magistrate's Court.
The court was told that the missing Free State teenager, Baukudi, was required to participate in an ID parade to identify the suspect — a process that cannot proceed while his whereabouts remain unknown.
Details of kidnapping
Baukudi was kidnapped on Thursday, 5 June 2025 and remains missing.
According to police reports, the teen was kidnapped by two suspects impersonating police officers.
Police spokesperson Colonel Brigadier Athlenda Mathe previously revealed that a complainant, identified as Daniel Malebatso, fetched Baukudi from Marti Du Plessis School in Fitchardpark as usual.
After Malebatso and Baukudi left the school, Mathe said the complainant stated that the pair was followed and subsequently pulled over by a White Toyota Hilux GD-6 Double Cab.
Two men, one in a police uniform and one in blue tracksuits, emerged from the vehicle and approached Baukudi and Malebatso.
Mathe said the suspect, wearing a police uniform, confronted Malebatso and told him that the Suzuki Ertiga they were driving together with Baukudi was suspected of delivering drugs.
'The suspects then separated Daniel and Kamogelo and instructed Daniel to drive at the front whilst they followed from behind to Park Road Police Station.
'Both vehicles turned back and drove in a westerly direction [on] Vereeniging Drive. Daniel alleges that a truck went in between the Suzuki he was driving and the Toyota Hilux, and he never saw it again,' Mathe said.
Court's frustration with delays in Baukudi case
According to Newzroom Afrika, the magistrate expressed dissatisfaction with the unfolding situation during Friday's proceedings.
The court reportedly indicated that if police have not conducted the required identification parade by the third appearance, proceedings will continue without following that procedure.
This marks another delay in a case that has already experienced a postponement due to outstanding procedural issues.
Adoon previously appeared in court on Monday before the case was postponed to Friday for bail information and further investigation.
Police reportedly confirmed that the only person eligible to conduct the ID parade would be Baukudi himself, creating an impossible situation given his continued absence.

Baukudi family's mounting anguish
The procedural impasse has intensified the suffering of Baukudi's family, who were present in court and visibly devastated by the continued delays.
A representative from the South African Funeral Practitioners Association, where Baukudi's mother holds membership, spoke about the family's deteriorating emotional state.
'She is devastated, and the entire family is devastated. Similar [to] us, as a parent, we got into issues, and we understand how she's feeling,' the former chairperson of the association, who was providing support to the family, told Newzroom Afrika.
The representative made clear their singular objective: 'So we are here for just one purpose, to demand the release, an unconditional one for that matter, of Kamogelo Baukudi.'
Patience running thin
The repeated court postponements have tested the family's endurance beyond limits.
The association representative expressed growing frustration with the legal delays, stating they were 'disappointed by the postponement today because our interest is one. The child must come back. We need the child.'
'Our patience is running out. Every second that passes without us having the child back is an agony to us and to the family,' the representative added.

Baukudi case investigation details withheld
Police have declined to provide updates on their search for Baukudi, citing the sensitive nature of the ongoing investigation.
Authorities stated they are withholding information to avoid potentially compromising the case at this critical juncture.
Prior to Friday's proceedings, police spokesperson, Brigadier Motantsi Makhele, had said Adoon could not be identified.
According to Makhele, this was requested by the investigating team and further ordered by the court.

Police seek public assistance in finding missing teen
'The Saps continues to prioritise his safe return as a matter of utmost urgency,' said Makhele.
Law enforcement has requested the public's assistance for information that could be used in the investigation.

In the past weeks, there has been speculation about Masemola's possible arrest following a clampdown on other senior officials in the South African Police Service (Saps), in an investigation involving R45 million in property deals. On Monday, The Citizen reported that Masemola and four senior crime intelligence officers will each face at least four charges for their roles in the multimillion-rand acquisition of buildings by the Saps Crime Intelligence Unit. No arrest warrants for Masemola – IDAC IDAC, and entity of the National Prosecuting Authority (NPA), refuted these allegations as untrue on Tuesday. 'The NPA's Investigating Directorate Against Corruption has, in the past weeks, received media queries relating to unfounded allegations of warrants having been issued for the arrest of the National Police Commissioner, General Fannie Masemola, and others, and has taken note of numerous false articles that have been published on these allegations,' IDAC spokesperson Henry Mamothame said in a statement on Tuesday. Over R500 million spent by government on civil claims against police

Over 15 000 civil claims against police were lodged in the space of 12 months, leading management to increase training for officers. The state has parted ways with over half a billion rand in payments for civil claims against police in the space of 12 months. Data showed that the state and the police ministry were reluctant to settle matters, instead forcing the courts to grant payment orders to complainants. The police ministry noted that officers had been undergoing training in order to prevent situations that would cost the state down the line. Over 15 000 civil claims The minister of police was asked via a written submission in parliament about the scale of civil claims against police in the country. The ministry replied with the latest available figures, presenting the stats for the 2023/24 financial year as more recent claims were still in the legal pipeline. Data provided for the period mentioned, showed that 15 067 civil claims were made against police for wrongful arrest, as well as another 180 related to shooting incidents. The combined amount of the claims totalled R14.8 billion for arrests and detentions, and R741 million for the shooting-related civil claims. 'It must be noted that the above reflect the total number of new claims received during the 2023/2024 financial year and the amount claimed,' the police ministry noted. The respondents — the state and the police minster — settled the claims out of court roughly 5% of the time, with the remainder of claimants requiring a court order to force payment. For arrests and detention, the state paid out R466 million — R20.6 million through settlement and R445 million by court order. In civil claims related to shooting incidents, settlements accounted for R4.4 million, while court orders forced the payment of R57.8 million Reiterating national instructions The police ministry stated it was implementing several measures to help officers to avoid 'undesirable consequences'. These measures centre around 'mind-set changes' as well as the 'attitudes and behaviours' of officers through rigorous internal communications programmes. 'The issue of civil claims has been identified as a strategic risk for the department, requiring that specified risk owners implement specific actions to mitigate, or reduce the incidence of civil claims,' explained the ministry. A risk committee was set up to report mitigation measures to management and additional training on how to guard against civil claims was touted. Areas of police work mentioned as needing attention centred around the treatment of arrested people, dealing with domestic violence incidents and crowd management, among others. '[This includes] the drafting of and workshopping of members on specific instructions aimed at regulating the powers that are accorded to Saps members,' the ministry concluded. Two people were arrested for arson and rubber bullets were fired to disperse demonstrators in Germiston on Tuesday as police and Ekurhuleni metro police officers responded to a protest over evictions. Firefighters are battling a fire at the home affairs building in the city centre. Gauteng deputy police commissioner Maj-Gen Fred Kekana was on the scene and confirmed the arrests. Officials from Ekurhuleni Housing Company have started evictions at the Pharoe Park residential complex. Trucks are being loaded with residents' belongings. Pillows, beds, electronics, cupboards and sofas and small items are scattered outside the complex. Some residents initially resisted the eviction, with SAPS and metro police responding by firing rubber bullets. Most of the residents in the area ran out of the complex after the commotion. Some people outside the home affairs building said they had travelled far to collect their documents. Anna Molefe from Vosloorus said she left home at 5am on Tuesday. ' When we arrived this morning [the building] was burning and we couldn't get an answer about what was happening. Will we get our ID documents or have they been burned in the fire?' A couple who were supposed to get married at home affairs this morning were disappointed that a date secured two months ago could not be used due to the fire. Promise Nozibele, 32, and Nthabiseng Simelane, 29, were relieved when a home affairs official told them he would arrange with the nearest office for them to get married. The couple, who had been together for the past 12 years, were married in a traditional wedding last November. On Tuesday, as it is Simelane's birthday, the couple took their parents with them to witness their marriage, but arrived to find the building on fire. 'I'm out of words. First, we had planned for this day. We made reservations and now this is happening,' said Similane. She said they made their booking in June, about two months ago.
