J&K govt extends interest amnesty scheme on power bills till March 2026
Introduced in September 2022 by lieutenant governor-led administration, officials said that the extension of the scheme, by the elected government this time, was aimed at providing relief to 6 lakh domestic electricity consumers with outstanding electricity dues. This is the second extension in the past 15 months.
'Sanction is hereby accorded to the extension of Amnesty in favour of the domestic consumers granted vide government orders of September 12, 2022 and March 15, 2024, for the period ending March 31, 2026, subject to same terms and conditions except that 100% waiver of interest and surcharge is allowed in respect of outstanding amount as on March 31, 2025,' said an order issued by H Rajesh Prasad, principal secretary to government, power development department.
'It is further ordered that there shall be no further extension of the Amnesty,' the order said.
In 2022, Jammu and Kashmir's Administrative Council (AC) under the chairmanship of LG Manoj Sinha, had approved the amnesty scheme for domestic power consumers in the UT. The government had said that the decision was going to benefit more than 5.50 lakh domestic consumers by waiving off an amount of ₹937.34 crore, accumulated as surcharge or interest, on account of non-payment of timely dues.Consumers only had to pay their principal amounts.
However, in May 2024, the scheme was extended till March 2025 as not many consumers had come forward to avail the scheme. As many as 13,985 domestic consumers had availed the scheme for waiver on late payment surcharge with KDPCL collecting revenue of ₹12.41 crore till May 22, 2024.
A government spokesperson said that domestic consumers can clear their electricity bills by paying only the principal amount, while the interest accrued upto March 31, 2025, shall be completely waived. The consumers who pay their principal amount will get a full waiver on interest.
'The scheme is applicable to all domestic electricity consumers with pending bills as of March 31, 2025. This is the final amnesty scheme for domestic users approved in the furtherance to the announcement made by the J&K chief minister,' said the spokesperson.
To avail the benefits of this scheme, the consumers have to pay the outstanding dues by March 31, 2026, in equal instalments and must also pay their current bills regularly without failure.
'Failure to pay any instalment or current bill will result in off-amnesty benefits and could lead to penalties,' said the spokesperson.

Ahead of Assembly elections in Bihar, which are likely to be held in October–November later this year, political parties have begun finalising schedules and programmes of senior leaders to woo voters. Union Home Minister and senior Bharatiya Janata Party (BJP) leader Amit Shah is scheduled to visit Punaura Dham in Sitamarhi district on Friday to lay the foundation stone for a newly constructed temple dedicated to the goddess Sita. The State government has sanctioned over ₹882 crore for the proposed 156-foot tall main temple structure - five feet shorter than Ayodhya's 161-foot Ram Temple - spread over 67 acres with wide walkways and green cover. The government aims to develop the site as a religious tourism hub. Similarly, Prime Minister Narendra Modi is likely to visit Gaya in the Magadh division, marking his sixth visit to the election-bound State since January this year. He is expected to inaugurate infrastructure projects worth several hundred crore rupees and address a public meeting. The venue for the meeting is yet to be finalised. 'But, PM's visit at Gaya ji is confirmed,' senior BJP leader and party MLA from Gaya, Prem Kumar, said. The Magadh division has 10 Assembly seats. Congress leader Rahul Gandhi, who is also Leader of the Opposition in Parliament, has visited Bihar several times this year and is likely to launch a matdata adhikar yatra (voter's right tour) in three phases covering as many as 30 districts of the State from August 17. 'It will be like a Bharat Jodo Yatra of our leader,' party leader and MLC Prem Chandra Mishra said. From August 13 to 15, Congress ticket aspirants are expected to submit their forms at the party headquarters in Sadaqat Ashram, Patna. 'Congress Bihar screening committee will be in Patna on August 13–14 at the party headquarters and they will be taking applications from MLA aspirants,' party spokesperson Asit Nath Tiwari said. Chief Minister Nitish Kumar, meanwhile, has been announcing a series of sops for teachers, State government employees, sanitation workers and others. Mr. Kumar has also been inaugurating several pending projects aimed at public welfare. Similarly, Rashtriya Janata Dal leader and Leader of the Opposition in the State Assembly, Tejashwi Yadav, has been travelling across various districts, criticising the ruling NDA. Party leaders said, 'After August 9, Mr. Yadav would start his election campaign more extensively across the State.'

Chhatrapati Sambhajinagar: Maharashtra govt has formed a committee to conduct a survey to identify farmers who really need a loan waiver, revenue minister Chandrashekhar Bawankule said on Thursday. Talking to reporters in Chhatrapati Sambhajinagar, he said the exercise to list farmers who actually need a loan waiver and weed out cultivators who are not eligible for such reliefs will be completed soon. "There are people who construct farm houses and are on the list of loan waivers. A committee has been formed to find the actual needy farmers. A survey will be conducted through this committee and the needy farmers will be listed for loan waiver," stated the BJP minister. This [EVM manipulation claim] is also an effort to stop their party workers [from joining other outfits]," he said. In reply to a question, Bawankule sought to downplay deputy chief minister Eknath Shinde's frequent New Delhi visits. "As a leader of the [BJP-led] NDA alliance, it is obvious [for Shinde] to meet Prime Minister Narendra Modi and Union Home Minister Amit Shah. Lok Sabha passes Manipur Appropriation Bill amid Opposition din
The Lok Sabha on Thursday (August 7, 2025) passed the Manipur Appropriation Bill, 2025, amidst the din of Opposition protests. The Bill, presented by Union Finance Minister Nirmala Sitharaman, authorises the State to spend ₹30,969 crore on its expenditure requirements during the current financial year. Manipur has been under President's Rule since February 13, 2025. Earlier during this session, Parliament approved a statutory resolution to extend President's Rule in Manipur for another six months, beyond August 13. Opposition disruptions The House passed both the Manipur Appropriation (No.2) Bill, 2025 and the Manipur Goods and Services Tax (Amendment) Bill, 2025, through a voice vote, amid persistent disruptions from Opposition benches. Ms Sitharaman slammed the Opposition for disrupting the proceedings, claiming that while they talk of Manipur, they do not want money to go to the State. Central support The appropriation Bill authorises payment and appropriation of certain sums from the Consolidated Fund of the State of Manipur to meet the expenditure charged on the Consolidated Fund and the grants made by the Lok Sabha in respect of the estimated expenditure of the government of Manipur for the financial year 2025-26. The Manipur Budget for the year included an additional Central allocation of ₹2,898 crore, with ₹1,667 crore earmarked for capital expenditure, and ₹1,231 crore for revenue expenditure. The government is also providing ₹523 crore to support internally displaced people in the State and rehabilitate those in the camps, Ms. Sitharaman said.
