Parties step up campaign ahead of Bihar Assembly elections

Ahead of Assembly elections in Bihar, which are likely to be held in October–November later this year, political parties have begun finalising schedules and programmes of senior leaders to woo voters.
Union Home Minister and senior Bharatiya Janata Party (BJP) leader Amit Shah is scheduled to visit Punaura Dham in Sitamarhi district on Friday to lay the foundation stone for a newly constructed temple dedicated to the goddess Sita. Bihar Chief Minister Nitish Kumar and other senior Cabinet colleagues are also expected to be present on the occasion along with Mr. Shah. Deputy Chief Minister Samrat Choudhary and senior State officials visited the site on August 6 to review preparations for the foundation-laying ceremony.
The State government on Thursday urged the Union Railway Minister to construct a railway station at Punaura Dham in Sitamarhi district for the convenience of devotees visiting the site.
Sitamarhi MP Devesh Chandra Thakur, from the ruling alliance partner Janata Dal (United), said a large number of people, including those from Janakpur in neighbouring Nepal, were expected to participate in the ceremony. The Union government had earlier announced plans to connect Ayodhya's Ram Temple with the Sita temple at Punaura Dham in Sitamarhi. The State government has sanctioned over ₹882 crore for the proposed 156-foot tall main temple structure - five feet shorter than Ayodhya's 161-foot Ram Temple - spread over 67 acres with wide walkways and green cover. The government aims to develop the site as a religious tourism hub.
Similarly, Prime Minister Narendra Modi is likely to visit Gaya in the Magadh division, marking his sixth visit to the election-bound State since January this year. He is expected to inaugurate infrastructure projects worth several hundred crore rupees and address a public meeting. The venue for the meeting is yet to be finalised. 'But, PM's visit at Gaya ji is confirmed,' senior BJP leader and party MLA from Gaya, Prem Kumar, said.
The Magadh division has 10 Assembly seats. In the 2020 elections, the NDA and the Opposition Mahagathbandhan (Grand Alliance) had won five seats each.
Earlier this year, the Prime Minister visited Bhagalpur, Bikramganj in Rohtas, Motihari, Madhubani and Siwan, where he addressed public meetings and inaugurated projects worth several thousand crore rupees.
Congress leader Rahul Gandhi, who is also Leader of the Opposition in Parliament, has visited Bihar several times this year and is likely to launch a matdata adhikar yatra (voter's right tour) in three phases covering as many as 30 districts of the State from August 17. 'It will be like a Bharat Jodo Yatra of our leader,' party leader and MLC Prem Chandra Mishra said.
From August 13 to 15, Congress ticket aspirants are expected to submit their forms at the party headquarters in Sadaqat Ashram, Patna. 'Congress Bihar screening committee will be in Patna on August 13–14 at the party headquarters and they will be taking applications from MLA aspirants,' party spokesperson Asit Nath Tiwari said.
Chief Minister Nitish Kumar, meanwhile, has been announcing a series of sops for teachers, State government employees, sanitation workers and others. Mr. Kumar has also been inaugurating several pending projects aimed at public welfare.
Similarly, Rashtriya Janata Dal leader and Leader of the Opposition in the State Assembly, Tejashwi Yadav, has been travelling across various districts, criticising the ruling NDA. Party leaders said, 'After August 9, Mr. Yadav would start his election campaign more extensively across the State.'

The ruling front and the Opposition in the State seem set to spotlight alleged voter fraud in the 2024 Thrissur Lok Sabha elections in their campaigning against the Bharatiya Janata Party (BJP) ahead of the local body elections later in the year. The possibility of electoral malpractices is arguably gaining political traction in Kerala after Leader of the Opposition in the Lok Sabha Rahul Gandhi accused the Election Commission of India (ECI) of colluding with the BJP to add over a lakh phoney voters to the electoral list in at least one Assembly segment in a Lok Sabha constituency in Karnataka ahead of the 2024 general elections. Communist Party of India (Marxist) [CPI(M)] general secretary M.A. Baby told reporters in Thrissur that the contours of the electoral fraud in Karnataka appeared evident in the Thrissur constituency too. He alleged that the ECI helped BJP booth agents add at least 30,000 bogus voters in Thrissur using fudged proof of domicile and forged identities. Charges against ECI Mr. Baby said the ECI had called a meeting of election officials from the Booth Level Officer (BLO) and upwards ahead of the 2024 polls to dilute the voter enrolment process. The ECI had authorised BLOs to add to the voters' list any person who has completed two days of residence in their jurisdiction, if the individual provided the slightest proof of domicile. Earlier, he said, a new voter qualified for the electoral list only if the person provided solid evidence of residence for at least six months. 'Guest workers, passers-by, and people outside the constituency found their way into the electoral list with the ctive collusion of ECI officials and BJP agents who provided them phoney identity proof and addresses of empty houses and apartments in Thrissur,' Mr. Baby said. District Congress Committee president Joseph Taget alleged that the ECI glossed over anomalies on the voters' list flagged by party workers. UDF leader N.K. Premachandran, MP, said the INDIA bloc allies would weigh impeaching the members of the constitutional body. BJP response M.T. Ramesh, BJP's core committee member, rubbished the CPI(M)-Congress claims. He said Mr. Gopi won by over 75,000 votes. He said the surprising victory stung both parties and signalled the end of UDF-LDF 'revolving door' politics in Kerala. 'The CPI(M) and Congress had no complaints about the electoral list during the voter enrolment phase,' he said.

Karnataka Chief Electoral Officer (CEO) V. Anbukumar has issued a notice to Congress leader Rahul Gandhi, seeking evidence for his claim that a woman named Shakun Rani voted twice during elections. The notice addressed to Rahul Gandhi said, "In your press conference, you have stated that the documents shown in your presentation are from the records of the Election Commission of India. You said: 'This is EC data'. You have also stated that as per the records given by the polling officer, Smt. Shakun Rani has voted twice. You have said; 'Es ID card per do baar vote laga hai, wo jo tick hai, polling booth ke officer ki hai". (Two votes are given in this Voter ID card. The tick is made by the polling officer)." The Election body stated that MS has voted only once during the election not twice. "On inquiry, Smt. Shakun Rani has stated that she has voted only once and not twice, as alleged by you," the CEO stated. "Therefore, you are kindly requested to provide the relevant documents based on which you have concluded that Smt. Shakun Rani or anyone else has voted twice, so that a detailed inquiry can be undertaken by this office," the CEO said. Earlier, while addressing a massive gathering during the 'Our Vote, Our Right, Our Fight' rally, Rahul Gandhi had demanded that the Election Commission provide the electronic voters' list for the past 10 years along with video recordings.
