Mumbai is the hub of the country's most funded startups: Deputy CM Shinde

Mumbai, May 21 ( UNI) Maharashtra is the first state to formulate a fintech policy to provide financial support to startups and industries and Mumbai has become the hub of the country's most funded startups, said Deputy Chief Minister Eknath Shinde on Wednesday.
Shinde said 24 per cent of the country's total startups are in Maharashtra.
The Deputy CM was speaking at the Startup Conclave 2025 jointly organized by CSIR and three major scientific institutions at NESCO Center in Goregaon.
Shinde said Maharashtra is number one in the country in terms of startups and according to the Economic Survey 2025, there are 26,686 startups in Maharashtra, which is 24 per cent of the total startups in the country.
He also said that Mumbai is becoming the most suitable place for startups due to the availability of investors and venture capital funds.

Thiruvananthapuram, Aug 19 (UNI) Kerala Food and Civil Supplies Minister G.R. Anil has said the State has not received the Centre's share of the procurement price for paddy purchased from farmers since 2017-18, placing a heavy financial burden on the exchequer. He said the entire payment for paddy procurement was being borne by the State government and demanded that the Centre release its pending dues in full before Onam. From 2017-18 onwards, an amount of ₹1,259 crore remains unpaid, while for the 2024-25 procurement year, the Centre is liable to pay ₹1,342 crore towards the Minimum Support Price (MSP). In total, ₹2,601 crore is due from the Centre, he said. Anil explained that earlier, claims were submitted once every three months and advance payments were allowed. From 2025-26, however, this advance provision has been scrapped, and the Centre has directed states to submit claims on a monthly basis. Kerala has already submitted claims worth ₹159 crore for April–May 2025. Pointing out that procurement in Kerala is part of the Centre's Decentralized Grain Procurement Scheme, the Minister noted that while MSP is fixed and paid by the Centre, the State provides an additional incentive bonus. With both combined, farmers in Kerala receive the highest price in the country for paddy, he said. In the first crop season of 2024-25, Kerala procured 1.45 lakh metric tonnes of paddy from 57,529 farmers and disbursed ₹412.4 crore. During the second season, which concluded in July, 4.35 lakh metric tonnes were procured from 1,49,615 farmers, with ₹873 crore already paid out of the payable ₹1,232 crore. Altogether, out of the ₹1,645 crore to be disbursed this year, ₹1,285 crore has been settled, and the remaining ₹359.36 crore will be cleared before Onam, the Minister assured. For 2024-25, ₹577.5 crore was earmarked in the State budget for the incentive bonus, while ₹606 crore was allocated for 2025-26. However, these amounts had to be fully diverted to procurement payments due to the non-receipt of the Centre's share, he said. Anil also criticised the quality norms set by the Centre, including those related to Out Turn Ratio (OTR), as being unsuitable for Kerala's climatic and geographical conditions. This creates problems, especially for farmers in Kuttanad, in meeting the Food Corporation of India's Fair Average Quality (FAQ) standards. Navi Mumbai: The Navi Mumbai Municipal Corporation (NMMC) has announced significant amendments to its policy for levying property transfer fees. As per a resolution passed recently, with the approval of commissioner and administrator Kailas Shinde, the Reserve Bank of India has made changes to the lending rate, late fee, and other technical aspects, making the levy more transparent and convenient for citizens. These changes will be implemented immediately, and the new provision for levying late fees will come into effect from Oct 1, 2025. "The aim of these amendments is to ensure transparency and clarity in the property transfer process for citizens. The revised policy will introduce a clear mathematical method for determining the transfer fee. The purpose of implementing this provision from Oct 1 is to give citizens an opportunity to complete the process in time," said Shinde. Important points in the revised policy include documents like registered purchase deed, sale deed, and gift deed, in which the value of the property concerned is determined by the registration and stamps department, govt of Maharashtra, based on the prevailing market value assessment and stamp duty levied on that value. As per the Maharashtra Municipal Corporation Act, Chapter 8, Taxation Rule 1, there is a provision that notice should be given to the civic commissioner within three months in case of general transfer and within one year in case of inheritance transfer after the transfer deed is executed. In accordance with the said provisions, if more than one year has passed from the date of registration of the deed in both cases, a late fee should be charged on the transfer fee amount payable as per the RBI lending rate plus 3% per annum for the month of April of the current year. In this case, for the convenience of citizens, the late fee is being levied from Oct 1, 2025. While determining the transfer duty on the basis of a registered document, if there is a part agreement and a transfer agreement, the date of such agreement in which the entire stamp duty of the property has been collected should be taken into consideration while determining the transfer duty. In the case of company limited, private limited, partnership, part partnership, and other such companies, if there is a change in name or PAN through Iincorporation certificate, the transfer fee should be fixed as per the Ready Reckoner rate in the year of such order. If the price of consideration or market value rate (Ready Reckoner) is not mentioned in the registered document with the registration and stamp department, govt of Maharashtra, while determining the transfer fee, the transfer fee should be determined as per the market value rate (Ready Reckoner) in the year of registration of the document. Additionally, in exceptional cases or in any other cases where the property has been sold or otherwise changed in the name of the occupant more than twice, but the property has not been transferred at any time during that period, the market value rate (Ready Reckoner) fixed by the registration and stamp department, govt of Maharashtra, for the year of last registration or transfer of the relevant property or the consideration, whichever is higher, should be considered while levying the transfer fee. The NMMC appealed to all property owners to complete the transfer process on time.
