Delay over 2.7km stretch. Agencies told: Don't make the Tuaran folks suffer

Kuala Lumpur: The Jalan Berungis (Route 503) upgrade project from Berungis Roundabout to Pekan Tuaran has achieved only 2.06 per cent physical progress as of June 30, significantly behind its targeted 3.18 per cent completion rate due to land acquisition delays. The Federal Ministry of Works cited ongoing land acquisition issues as the primary cause of delays affecting the project to upgrade the 2.7-kilometer stretch. These delays have also disrupted preliminary infrastructure work, including the relocation of water and electricity utilities. Tuaran Member of Parliament Datuk Seri Wilfred Madius Tangau raised the matter in the Dewan Rakyat, expressing frustration over the lack of visible progress despite earlier assurances that physical work would begin in the second quarter of 2025. 'Even after the second quarter has passed, no significant physical progress is visible in the area,' the Upko honorary president told Parliament on August 6. The infrastructure project, which officially commenced on March 12, 2024, aims to transform the road into a four-lane dual carriageway with enhanced U5 specifications. The upgrade includes constructing U-turn bridges and replacing existing culvert structures with new bridges. The Ministry said land acquisition plans were only submitted to the Sabah Land and Survey Department on September 30, 2024, while the draft gazette declaration was forwarded to the State Attorney General's office on October 9, 2024 and remains pending official approval. The Ministry pledged to closely monitor the land acquisition process through enhanced cooperation with State agencies to prevent further delays. The project is scheduled for completion by March 31, 2028. Madius called on all relevant agencies to expedite pending procedures, emphasiding that Tuaran residents have waited years for improved road infrastructure. Malaysia to roll out carbon tax in 2026, aligned with climate policies, market goals
KUALA LUMPUR: Malaysia's carbon tax, set to be rolled out next year, will be aligned with national climate change policies and the domestic carbon market, said Finance Minister II Datuk Seri Amir Hamzah Azizan. Speaking in the Dewan Rakyat, he said it would also take into account the ongoing fuel subsidy rationalisation. "The framework for the implementation of the carbon tax will be aligned with national climate change policies and the domestic carbon market, while also taking into account measures such as the fuel subsidy rationalisation, which has already begun," he said in his winding-up speech for the 13th Malaysia Plan. He said the carbon tax would not only support industrial decarbonisation efforts but was also crucial in safeguarding the nation's exports from the impact of the European Union's Carbon Border Adjustment Mechanism (CBAM). He added that the ministry is also studying international best practices, including those from Norway, the United Kingdom, Canada, South Korea, Japan, as well as Singapore and Indonesia. These countries, he said, have implemented or are in the process of implementing carbon taxes and Emission Trading Schemes (ETS). The government plans to introduce the carbon tax next year as part of its commitment to achieving net-zero carbon emissions by 2050. In its initial phase, the tax will focus on the iron, steel, and energy sectors, which are the main contributors to greenhouse gas emissions.

Malaysia hopes cross-border e-hailing with Singapore can be implemented, says Loke
KUALA LUMPUR: Malaysia is open to introducing cross-border e-hailing services with Singapore, but the initiative must be pursued jointly by both countries, said Transport Minister Anthony Loke. "In principle, we hope that cross-border e-hailing can be implemented," he told the Dewan Rakyat today. He was responding to Tebrau member of parliament Jimmy Puah's question on cross-border traffic congestion and e-hailing drivers. Loke said that the government was ready to discuss the matter further with Singapore, but cautioned that it could not be a unilateral decision. "As a matter of principle and policy, we are ready to discuss with Singapore to enhance cross-border connectivity, but this cannot be carried out unilaterally. Both parties must agree before it can be implemented," he added. The minister explained that any proposal to allow cross-border e-hailing required in-depth discussions at the government-to-government level. "We hope to continue these discussions and hope that Singapore will respond positively so that this idea can become a reality," he said. On Aug 3, it was reported by a news portal that cross-border e-hailing services were one of the matters discussed between Johor Menteri Besar Datuk Onn Hafiz Ghazi and Singapore Acting Transport Minister Jeffrey Siow on Aug 1. However, the island state's Land Transport Authority (LTA) clarified that no decision was made on the issue and that it has no plans to fully liberalise Singapore-Malaysia cross-border point-to-point transport via ride-hail services.

Most Sabah, Sarawak education and health demands agreed at MA63 technical meeting

Fadillah, who is also Energy Transition and Water Transformation Minister, said the meeting was crucial as preparation for the MTPMA63 Meeting No. 1/2025, which will be chaired by Prime Minister Datuk Seri Anwar Ibrahim in Kuching on Sept 12. On education, he said agreements reached included state governments' involvement in the planning of education development projects, information sharing on the transfer of senior officers and allocation of funds for professional development programmes. 'As for healthcare, the meeting agreed to several demands, including increased allocations for operating and development expenditure, granting certain autonomous powers to State Health Directors, and strengthening human resources at the Health Departments of Sabah and Sarawak,' he said in a statement today. Fadillah added that other pending matters will continue to be discussed under the Joint Action Committee on Education and Health Development for Sabah and Sarawak, under the purview of the Education Ministry (MoE) and Health Ministry (MoH). In today's meeting, two briefing papers were also presented by the Legal Affairs Division of the Prime Minister's Department (BHEUU, JPM) and the Natural Resources and Environmental Sustainability Ministry (NRES), which will be brought to the upcoming MTPMA63 meeting in Kuching for decision. 'Other unresolved demands will continue to be monitored by the Technical Committee under MTPMA63 as well as relevant ministerial-level working committees,' he said.
