
Andhra Pradesh, Karnataka vie over aerospace park after the latter calls off land acquisition in Devanahalli
Both Ministers spoke to The Hindu after a sharp exchange of comments on the issue on social media platform X.
Speaking a day after his post on the subject went viral, Mr. Lokesh, Andhra Pradesh Minister for Human Resource Development, Information Technology, and Real Time Governance, said that his invitation to industries in the aerospace sector was meant seriously.
'I believe in States being competitive, and the offer was made in that spirit. We are actively thinking of reaching out to the aerospace industry to set up shop in Andhra Pradesh, we have over 8,000 acres to spare, and Anantapur is a good spot. Apart from Kia (South Korean automobile multinational Kia Corporation), we are actively looking at the renewable energy and defence industries sectors for that area. We are totally prepared to scale up the infrastructure required,' he said.
Responding to Mr. Lokesh's offer, Karnataka Industries Minister M.B. Patil categorically stated that the cancellation of the land acquisition in Devanahalli, after protests by farmer groups, did not mean the end of the aerospace project.
'Out of the 1,700 acres that were earmarked, there are some people, with around 700 acres, who voluntarily came forward for land acquisition. Also, this is not the last parcel of land available in Karnataka. For the aerospace industry to prosper, elements apart from land are also crucial, which are available in Karnataka, like an ecosystem for defence-related industries to flourish. Karnataka provides 65% of the aerospace base in the country and is the third largest globally. Not even one industry will move out of Karnataka for want of land. I want to convey to Nara Lokesh that our waters are calm,' Mr. Patil said. 'This morning itself I had a meeting with officials from an aerospace company and things are still on,' he added.

The land acquisition in Devanahalli was halted after 1,198 days of protests, with direct intervention by Karnataka Chief Minister Siddaramaiah in favour of farmers who did not want to give up land for industry and wanted to continue with agriculture. The aerospace park project envisaged a large space for the development of the sector.
While the war of words has been on, the involvement of senior Ministers has a history behind it. Andhra Pradesh Chief Minister N. Chandrababu Naidu had, in a previous tenure as Chief Minister of undivided Andhra Pradesh, managed to entice the team setting up the Indian School of Business (ISB) in Hyderabad, despite feelers from other States, by being proactive about the ISB team's concerns over land and other issues at the time.

This, despite the government having already signalled its preference to initiate the process in the Lok Sabha, backed by signatures from 145 MPs across party lines. That notice had been submitted earlier on Monday to Speaker Om Birla. Live Events While Dhankhar's move may have been procedurally valid—the Rajya Sabha notice had the required minimum of 50 signatories—it was seen by the government as undermining its broader strategy to build an all-party consensus on the judge's removal. Notably, the Rajya Sabha motion was signed only by Opposition MPs. The Legal Tangle: Submission vs Admission In a statement made in the Upper House on Monday afternoon, Dhankhar referred to the Judges (Inquiry) Act, 1968, noting that when such notices are received in both Houses on the same day, no inquiry committee can be formed unless the motion is admitted by both. If admitted in both Houses, the Speaker and the Chairman are to jointly form the committee. Crucially, however, he stopped short of stating that he had formally admitted the motion, instead noting that it met the numerical requirement. He also argued that the Speaker or Chairman has no discretion to reject or admit such a motion if presented simultaneously in both Houses—a claim that legal experts say is not explicitly supported by the 1968 Act. He directed the Rajya Sabha Secretary General to initiate further steps, a move that suggested at least partial procedural endorsement. Who will decide now? With Dhankhar's resignation accepted by President Droupadi Murmu, Deputy Chairman Harivansh has taken over as officiating Rajya Sabha Chairman. His next steps will be closely watched. 'There's no guarantee he will back Dhankhar's reading of the situation,' a senior official told TOI. "In any case, he has no special interest in matters concerning judiciary and is unlikely to diverge drastically from the speaker in the choice of the members of the inquiry panel," the source further said.

In addition to resolution under IBC, the report pointed out that nearly 30,000 cases involving around Rs 14 lakh crore of debt were settled even before formal admission to the NCLT. Live Events This showed that the IBC has acted as a strong deterrent, pushing borrowers to settle dues early to avoid insolvency proceedings. The IBC has brought a major shift in the approach to debt resolution in India, moving from a debtor-in-control system to a creditor-in-control framework. This distinguishes it from earlier systems like the Debt Recovery Tribunal (DRT), Lok Adalat, and the SARFAESI Act. Since 2016, total resolved debt through various mechanisms has touched Rs 48 lakh crore. Of this, the IBC has shown the highest recovery rate of around 30-35 per cent, compared to 22 per cent for SARFAESI, 7 per cent for DRT, and 3 per cent for Lok Adalat. The flexibility under IBC to change management and restructure debt has also helped, especially in reviving viable businesses. In the past three years alone, about 60 per cent of resolution approvals were completed, although they accounted for only 40 per cent of total debt. However, the report also noted some challenges, particularly the delay in resolution timelines. The average time to resolve a case under IBC has increased to 713 days, more than double the prescribed 330 day limit. The delay is mostly due to procedural bottlenecks and cross-litigations. To improve this, the Insolvency and Bankruptcy Board of India (IBBI) has increased NCLT bench strength, allowed online submissions, and permitted part-wise resolution of debt. Overall, while IBC has become India's primary tool for resolving stressed debt, the report believed the real test will be how effective the recent amendments are in ensuring faster and more efficient outcomes in the future.
