City Hall controversy: Tshwane MMC sheds light on Iranian embassy talks

The City of Tshwane's MMC for Corporate and Shared Services, Kholofelo Morodi, has clarified discussions with the Iranian embassy regarding the use of public properties, including the underutilised Pretoria city hall.
This comes amid public interest and speculation about a potential partnership with the embassy.
The controversy erupted after a recent media report suggested Iran might be involved in repairing and leasing the Pretoria city hall.
DA caucus leader Cilliers Brink expressed concern over potential Iranian involvement, citing that the matter had never been discussed or approved by the city council.
"The DA's written question about the dealings between Tshwane and the Iranian Embassy will have to be answered at the August meeting of the municipal council," Brink said.
According to Morodi, the city received a formal letter from the Iranian embassy's cultural consulate on May 9, 2025, proposing the establishment of a permanent Iranian cultural complex in Tshwane.
The complex would feature a museum, library, restaurant, cinema, and handicraft shops.
A site visit took place on May 28, 2025, where embassy representatives were shown the city hall building and its surroundings.
Morodi said the embassy later requested to inspect other potential sites.
She explained that the city hall is among several heritage properties being considered for reuse as part of the city's inner-city regeneration efforts.
She said officials from the municipal group property department compiled a list of potential sites, including city hall, which is a protected public asset not for sale.
According to a letter from Seyed Mostafa Daryabari, cultural counsellor for the Islamic Republic of Iran, the proposed complex aims to strengthen cultural ties between Iran and South Africa, bringing benefits such as job creation, economic opportunities, education, and urban renewal.
This development comes after the city faced criticism from opposition parties earlier this year for writing off R63 million spent on renovating the historic city hall, deemed a fruitless expenditure.
The renovation project, launched in 2013 and started in 2015, was never completed.
In 2016, former Mayor Solly Msimanga revealed widespread corruption surrounding the city hall renovation project, alleging that at least R90 million was misused over 18 months.

Panyaza Lesufi reshuffles department heads after damning audit report
Gauteng Premier Panyaza Lesufi has taken tough action taken against departmental heads following the release of a damning forensic report revealing that at least R1.8 billion in budget underspending and missed service delivery targets in the province. On Sunday, Lesufi addressed the media on the outcomes of the recently concluded a set of forensic investigation reports, which have been finalised by the Provincial Forensic Audit Unit. This latest release follows an earlier briefing held on 24 June 2025, where the Premier made public the outcomes of 47 forensic reports. "On the 17th of July, I responded to matters from our ethical council that responded to members or heads of departments who could not finish or conclude their lifestyle audits. I also indicated on the 17th of July that there were departments that underspent seriously. The total underspending at the time was R1.8 billion. It has now gone to R1.3 billion after the authorisation of some of the transactions that we requested be carried over. To me, this was a serious underspending by heads of departments. Some departments have missed their departmental performance targets, and we took serious exception," he said. Lesufi said some of the reasons are due to service delivery challenges, and as a result, he has acted to ensure that this does not continue. "With the serious challenges of service delivery, we cannot afford departments that are missing their targets. We also found some audit outcomes, which indicated that some departments are not performing ideally. Within that context, I have decided to reshuffle and reset heads of departments and remove other heads of departments from their responsibilities. From the 1st of August," he stated. Responding to Lesufi, the DA Provincial Chief Whip in the Gauteng Legislature, Mike Moriarty stated: "Our experience is that this Premier has the habit of creating positive spin to cover failure. For example, he refers to having previously issued 47 such reports, and now he is following this up with others. "The fact is, we have examined those previous reports, and indeed, they only relate to 37 cases and not the 47 that he claims. Moreover, these reports are heavily redacted and convey no information as regards people implicated therein and give no details regarding the disciplinary and criminal consequences that should have arisen in this case." Lesufi said the affected changes and reshuffle to HODs and other personnel, include e-government, infrastructure, education, treasury, COGTA, transport, human settlements, agriculture, environmental development, education, health, among others. "I am pleased that I have appointed a new HOD for the Department of Economic Development, Mr Matlatjo Moholwa, who brings a wealth of experience into public service. He has served as part of economic research and chief economist in the City of Johannesburg and the lead economist for the Land Bank, and Deputy Director General in Mpumalanga and the Gauteng Department of Economic Development. With the challenges that we are going to have with the US in terms of the tariffs, and the need for us to reposition the economy of Gauteng, we needed a chief economist to lead us in this department," he stated. Lesufi reshuffles several heads of Gauteng departments after reports reveal misconduct
The Gauteng premier announced the release of dozens of more forensic reports following investigations into dozens of departments Gauteng Premier Panyaza Lesufi on Sunday announced that he has removed or reshuffled several heads of departments within the provincial government. He said this comes after forensic investigation reports were released, detailing corruption and maladministration. 'Corruption continues to be one of the country's most pressing challenges, undermining effective governance and sustainable development,' said Lesufi. Forensic investigation reports into Gauteng departments He said the reports come after 'a series of under expenditure and underperformance by departments, lifestyle audits, and failures to meet performance targets in some instances'. Reports detail 'wide range of misconduct' The 39 forensic reports mentioned by Lesufi on Sunday follow the 47 reports announced by the premier on 24 June. 'The released reports detail investigations into serious offences and improper behaviour across multiple departments. They cover a wide range of misconduct, from criminal acts to minor breaches of conduct,' he said on Sunday. The Gauteng premier said the reports will not be released at this stage, to avoid 'harming the enforcement or implementation of the recommendations'. 'We are aware that releasing certain details early might disrupt ongoing legal cases or make it harder to follow the recommendations, including putting whistleblowers' identities and safety at risk.'
