Gujarat govt sets up unified transport authority for A'bad, Surat

Gandhinagar: Gujarat govt has set up a Unified Metropolitan Transport Authority (UMTA) to methodically develop the public transport system in Ahmedabad and Surat. The move comes in the wake of directives from the central govt to create specialized bodies for planned urban transport development.
The state urban development department has established UMTA to unify transport-related efforts across the two metropolitan regions.
The govt resolution (GR) establishing UMTA notes that urban transport systems are crucial to progressive development, daily functionality and economic growth. It highlights that the rapid expansion of cities and metropolitan areas has rendered urban planning more complex, making well-functioning transport systems essential for ongoing development.
The GR states that the previous institutional framework lacked integration, creating a need for a unified mechanism. The National Urban Transport Policy, 2006, advocated for UMTA in cities with over a million residents to coordinate urban transport planning and management, addressing overlaps between multiple agencies.

Additionally, under the Metro Rail Policy, 2017, state govts are required to operationalize UMTA in cities with either operational or developing metro projects.
The state govt had been considering establishing UMTA for Ahmedabad and Surat to handle proposal formulation, strategy monitoring, policy oversight, regulatory functions, transport demand management and coordination of agencies' implementation works.
The state-level UMTA has now been officially created, chaired by the chief secretary, and includes senior IAS and non-IAS officers as members.
Govt sources said that UMTA's specified functions for Ahmedabad and Surat include advising the govt on urban transport matters, formulating and administering transport policies, strategies, standards and guidelines and overseeing the integration of multi-modal transport systems in city master plans.
"The scope of work of UMTA will also include preparing comprehensive mobility plans (CMP), monitoring multi-year transport programmes, resolving conflicts or overriding submissions lacking integration and approving urban transport initiatives," said a source close to the development.
Officials added that the authority has also been mandated to promote integrated transport systems, oversee operations of the Traffic Management and Information Control Centre (TMIC) and National Public Transport Helpline (NPTH).
UMTA will also deploy or contract public transport services, recommending fees, fares and charges. The body will also enforce transport regulations and will create and manage an urban transport fund.

The Tamil Nadu government has given administrative sanction for preparatory work on the 21.76-km Koyambedu–Avadi–Pattabiram corridor of the Chennai Metro. This means Chennai Metro Rail Limited (CMRL) can now begin essential groundwork such as land acquisition, utility shifting, and surveys. As per The Hindu, The decision comes while the project still awaits the Union government's final approval. Earlier in May, the State submitted a detailed project report (DPR) to the Centre. However, before the green signal is given, CMRL must also provide a Comprehensive Mobility Plan (CMP) for review. How Much Will It Cost? The total cost of the new corridor is estimated at Rs 9,928.33 crore. For the preparatory phase alone, the State government has allocated Rs 2,442 crore to CMRL as subordinate debt. Of this, around Rs 188 crore will be spent on early tasks such as topographic surveys, geotechnical investigations, tree replantation, and traffic management. A significant portion of the funds will go towards land acquisition and structure costs. Why Does It Matter for Residents? For thousands of residents in Avadi and nearby areas, the project promises shorter travel times and better connectivity. T. Sadagopan, a local resident, expressed hope that the Centre would give its nod soon. 'With several Central government offices and establishments here, faster approval will benefit both employees and residents," he said. What's Next? Chennai Metro Rail must still submit a Comprehensive Mobility Plan (CMP) to the Ministry of Housing and Urban Affairs before final approval is granted. Nagpur: The Comprehensive Mobility Plan (CMP) prepared by MahaMetro in collaboration with RITES received 95 suggestions from citizens and stakeholders by the time window for the same closed on August 15. "The department concerned has been instructed to complete the segregation process this week, after which the report will be shared with stakeholders for a detailed study before it is finalised," said the senior official. The CMP aims to chart a long-term roadmap for Nagpur's transport network with an emphasis on sustainable and integrated mobility. Officials said citizens' feedback will play a key role in fine-tuning the final plan, ensuring it reflects both public aspirations and technical feasibility. Officials said the process for the draft Detailed Project Report (DPR) of Nagpur Metro Phase 3 will begin as soon as the CMP is finalised. Phase 3 is likely to have city's first underground Metro on Sitabuldi-Koradi stretch. "After the CMP is finalised, we will initiate the tender process to appoint agency for preparing the Phase-3 DPR," an official said. MahaMetro officials also indicated that underground Metro line will be considered only if absolutely necessary, owing to substantially higher costs. "Under Phase 3, the initial 3 km starting from Kasturchand Park may require an underground alignment due to dense urban structures and existing flyovers in the path. Beyond this section, the line is expected to transition to at-grade and elevated segments," said the official. Tired of too many ads? go ad free now The 11.5 km corridor is planned with stations roughly every 1 to 1.5 km or about 10 stations in total depending on land availability and population distribution. By 2031, the corridor is projected to handle 5,600 passengers per hour per direction (PHPDT), rising to 11,800 PHPDT by 2054. Daily ridership is projected to grow from 65,000 in 2031 to nearly 1.47 lakh by 2054. The demand for Wadi-Vasudeva Nagar Metro corridor will also come into consideration. Despite being one of the city's busiest transport routes, it was not included in Phase-1 and Phase-2. Citizens and transport experts have long demanded dedicated interventions here, citing the increased commuter load and lack of seamless connectivity. Once the CMP is finalised, it will serve as the guiding framework for mobility planning in Nagpur over the next three decades, while also shaping future Metro expansion plans.
