Labour Minister asks States to promote incentive scheme to create jobs
He made the appeal during a virtual meeting with the State Labour Ministers here on Monday. The meeting discussed the implementation modalities and explored collaborative strategies for the effective rollout of the scheme.
'Win-win for all'
Mr. Mandaviya told the State Ministers that the ELI scheme represents the second step after the production linked incentive (PLI) scheme towards building a self-reliant India. He said the scheme will provide financial support to employers, enabling them to generate additional employment, particularly for the youth. It will be a win-win for both employers and job seekers, he said.
The Minister maintained that labour and industry are two sides of the same coin and both must work in close coordination for the greater good of the nation's workforce and economy. He assured the States that procedural formalities under the scheme had been kept simple to ensure ease of access and encourage wide participation.
Citing the data published by the Reserve Bank of India (RBI), he said in the meeting that over 17 crore employment opportunities were generated during the last decade. 'This is a reflection of the significant economic progress made by the country, particularly driven by robust growth in sectors such as construction, manufacturing, and services,' he said, adding that schemes like ELI are designed to create quality jobs, deepen formalisation, and support inclusive development.
He urged the State Ministers to promote the scheme through media briefings, television and radio interviews, and other outreach platforms. With a total outlay of ₹99,446 crore, the ELI scheme aims to create over 3.5 crore jobs across the country over a two-year period.

Parties step up campaign ahead of Bihar Assembly elections
Ahead of Assembly elections in Bihar, which are likely to be held in October–November later this year, political parties have begun finalising schedules and programmes of senior leaders to woo voters. Union Home Minister and senior Bharatiya Janata Party (BJP) leader Amit Shah is scheduled to visit Punaura Dham in Sitamarhi district on Friday to lay the foundation stone for a newly constructed temple dedicated to the goddess Sita. Bihar Chief Minister Nitish Kumar and other senior Cabinet colleagues are also expected to be present on the occasion along with Mr. Shah. Deputy Chief Minister Samrat Choudhary and senior State officials visited the site on August 6 to review preparations for the foundation-laying ceremony. The State government on Thursday urged the Union Railway Minister to construct a railway station at Punaura Dham in Sitamarhi district for the convenience of devotees visiting the site. Sitamarhi MP Devesh Chandra Thakur, from the ruling alliance partner Janata Dal (United), said a large number of people, including those from Janakpur in neighbouring Nepal, were expected to participate in the ceremony. The Union government had earlier announced plans to connect Ayodhya's Ram Temple with the Sita temple at Punaura Dham in Sitamarhi. The State government has sanctioned over ₹882 crore for the proposed 156-foot tall main temple structure - five feet shorter than Ayodhya's 161-foot Ram Temple - spread over 67 acres with wide walkways and green cover. The government aims to develop the site as a religious tourism hub. Similarly, Prime Minister Narendra Modi is likely to visit Gaya in the Magadh division, marking his sixth visit to the election-bound State since January this year. He is expected to inaugurate infrastructure projects worth several hundred crore rupees and address a public meeting. The venue for the meeting is yet to be finalised. 'But, PM's visit at Gaya ji is confirmed,' senior BJP leader and party MLA from Gaya, Prem Kumar, said. The Magadh division has 10 Assembly seats. In the 2020 elections, the NDA and the Opposition Mahagathbandhan (Grand Alliance) had won five seats each. Earlier this year, the Prime Minister visited Bhagalpur, Bikramganj in Rohtas, Motihari, Madhubani and Siwan, where he addressed public meetings and inaugurated projects worth several thousand crore rupees. Congress leader Rahul Gandhi, who is also Leader of the Opposition in Parliament, has visited Bihar several times this year and is likely to launch a matdata adhikar yatra (voter's right tour) in three phases covering as many as 30 districts of the State from August 17. 'It will be like a Bharat Jodo Yatra of our leader,' party leader and MLC Prem Chandra Mishra said. From August 13 to 15, Congress ticket aspirants are expected to submit their forms at the party headquarters in Sadaqat Ashram, Patna. 'Congress Bihar screening committee will be in Patna on August 13–14 at the party headquarters and they will be taking applications from MLA aspirants,' party spokesperson Asit Nath Tiwari said. Chief Minister Nitish Kumar, meanwhile, has been announcing a series of sops for teachers, State government employees, sanitation workers and others. Mr. Kumar has also been inaugurating several pending projects aimed at public welfare. Similarly, Rashtriya Janata Dal leader and Leader of the Opposition in the State Assembly, Tejashwi Yadav, has been travelling across various districts, criticising the ruling NDA. Party leaders said, 'After August 9, Mr. Yadav would start his election campaign more extensively across the State.'

Rupee rises 14 paise to close at 87.58 against US dollar
Agency: Mumbai, Aug 7 (PTI) The rupee extended recovery for the second straight session and settled 14 paise higher at 87.58 against the US dollar on Thursday, backed by a weaker American currency amid volatile global sentiment following US' move to raise duty on Indian goods up to 50 per cent as penalty for buying Russian oil. Forex traders said, however, muted domestic markets and foreign fund outflows capped sharp gains in the local unit. They said President Donald Trump's aggressive move, which kicks in 21 days, threatens to raise total duties on select Indian exports to as high as 50 per cent — making them among the most heavily taxed US imports globally, dented sentiments. At the interbank foreign exchange, the domestic unit opened at 87.69 and moved in a range of 87.45-87.77 during the day before settling at 87.58, rising 14 paise from its previous close. On Wednesday, the rupee rebounded from a record low level and closed 16 paise higher at 87.72 against the US dollar. Trump's tariffs on Indian exports are likely to hit sectors such as textiles, marine and leather exports hard and was slammed by India as 'unfair, unjustified and unreasonable". With this action singling out New Delhi for the Russian oil imports, India will attract the highest US tariff of 50 per cent along with Brazil. The United States has imposed this additional tariff or penalty for Russian imports only on India while other buyers such as China and Turkey have so far escaped such harsh measures. The 30 per cent tariff on China and 15 per cent on Turkey is lower than India's 50 per cent. 'We expect the rupee to slide as the trade tariff deal continues to linger with US President Donald Trump doubling tariff on India to 50 per cent, denting market sentiments. A weak tone in the domestic equities and selling by foreign investors may also pressurise the rupee. 'However, weakness in the US dollar and falling global oil prices may support the rupee at lower levels. USD-INR spot price is expected to trade in a range of 87.50 to 88," Anuj Choudhary – Research Analyst, commodities and currencies, Mirae Asset Sharekhan. The Reserve Bank of India (RBI) on Wednesday decided to keep policy rate unchanged at 5.5 per cent and retained the neutral stance, amid concerns over tariff uncertainties. Announcing the third bi-monthly monetary policy of the current fiscal, RBI Governor Sanjay Malhotra said the growth rate projection for FY26 has been retained at 6.5 per cent. Meanwhile, Brent crude prices rose 0.52 per cent to USD 67.24 per barrel in futures trade. The dollar index, which gauges the greenback's strength against a basket of six currencies, fell 0.10 per cent to 98.08. In the domestic equity market, the Sensex advanced 79.27 points to settle at 80,623.26, while Nifty was up 21.95 points to 24,596.15. Foreign institutional investors (FIIs) offloaded equities worth Rs 4,997.19 crore on a net basis on Thursday, according to exchange data. Dilip Parmar, Research Analyst, HDFC Securities, said: 'The outlook and sentiment favour the US dollar versus rupee, driven by a continued imbalance in dollar demand and supply, as foreign funds persist with their selling of Indian assets. Looking ahead, the spot USD-INR is expected to consolidate between 87.50 and 87.85 in the coming days."
