Invest Qatar unveils $1 billion incentives to boost investment

In a strategic move to drive investment growth and accelerate economic diversification, Invest Qatar has officially launched a $1 billion incentives programme, aimed at strengthening Qatar's position as a leading global business hub.
Unveiled at the 5th edition of Qatar Economic Forum, the programme offers a comprehensive suite of incentive packages tailored for both local and international investors. These incentives provide financial support covering up to 40 percent of eligible local investment expenses over five years, including business setup costs, construction, office leases, equipment and employee-related expenses.
Targeting key growth sectors identified in the Third National Development Strategy (NDS3), namely advanced industries, logistics, IT and digital and financial services, the incentive programme will be rolled out in phases. The first phase introduces four off-the-shelf incentive packages designed to support new investments, facilitate the expansion and digitisation of existing facilities, create high-skilled employment opportunities, promote knowledge transfer and foster an innovative, tech-driven ecosystem.
The Advanced Industries Package focuses on high-value, technology-intensive sectors such as pharmaceuticals, chemicals, automotive and electronics, fostering innovation and value-added production. The Logistics Package is aimed at transforming Qatar into a leading global hub for logistics, re-export and distribution by promoting investments in infrastructure, automation and advanced logistics services.
The Technology Package seeks to nurture a dynamic digital economy by attracting investments in cybersecurity, cloud computing, artificial intelligence (AI) and data-driven innovation. Meanwhile, the Lusail Financial Services Package is designed to strengthen Qatar's financial ecosystem by advancing asset management, insurance, wealth management and financial technology (fintech) innovation.
It also promotes the establishment of offices in the city of Lusail, Qatar's premier financial and business district.
The incentives programme is guided by a transparent set of eligibility criteria, including a minimum investment size of QAR 25 million over five years, job creation targets and a track record of operation in relevant sectors. These parameters ensure a streamlined and transparent evaluation process, expediting application reviews and approvals.
Investors can access more information and apply for the incentive packages through the Invest Qatar Gateway, the country's first digital investor platform, offering a seamless application submission.
Commenting on the launch of the new programme, Minister of Commerce and Industry and Chairman of Advisory Council HE Sheikh Faisal bin Thani bin Faisal Al Thani said, 'This initiative is a renewed testament to our unwavering commitment to create a world-class investment environment, that not only drives sustainable economic growth but also delivers long-term value to our partners. By aligning incentives with the Third National Development Strategy, we aim to attract and support investments that accelerate the development and growth of Qatar's strategic economic clusters.'
Invest Qatar CEO Sheikh Ali Alwaleed Al Thani said, 'The launch of this programme marks a strategic step forward in achieving the goals of NDS3. It reinforces our commitment to support high-potential businesses that share our national vision for innovation, diversification and sustainable growth. By addressing the evolving needs of investors, the incentive packages are tailored to unlock growth across today's most dynamic sectors, while empowering the private sector, contributing to a more resilient, competitive and business-friendly landscape in Qatar.'
The incentives programme builds on Qatar's National Incentives Framework, complementing the country's continued efforts to improve its business environment, through strategic policy reforms, new digital services and streamlined licensing procedures across multiple sectors. In 2024, Qatar attracted $2.74 billion in foreign direct investment (FDI) through 241 projects, which created 9,348 jobs.
The year also saw a rise in Qatar's international competitiveness, with the country climbing to 11th in the IMD World Competitiveness Index 2024, improving to 28th in the Global Economic Freedom Index and advancing to 24th in the DHL Connectedness Index. Notable improvements were also seen in logistics and infrastructure, with Qatar ranking 14th in the Logistics Competence sub-index and 19th in the Logistics Infrastructure sub-index of the World Bank's Logistics Performance Index.

Satyendra Pathak Doha In a major step toward fostering a knowledge-driven economy and advancing Qatar's National Vision 2030, the Qatari Businessmen Association (QBA) and Carnegie Mellon University in Qatar (CMU-Q) have signed a significant memorandum of understanding (MoU) that will deepen cooperation in the fields of education, scientific research, entrepreneurship, and community development. Held in Doha, the press briefing accompanying the signing ceremony emphasised the broad and strategic nature of the agreement, which aims to link academic excellence with real-world economic impact through initiatives in training, internships, public policy research, business innovation, SME support, and digital transformation. Addressing the media, QBA Chairman Sheikh Faisal bin Qassim Al Thani reiterated QBA's unwavering commitment to supporting the nation's talent pipeline and fostering collaboration between the business and academic sectors. Sheikh Faisal said, 'Through this partnership with Carnegie Mellon University in Qatar, we aim to strengthen research and innovation in alignment with the Third National Development Strategy 2024–2030. This collaboration will serve to enhance the private sector's productivity and competitiveness by integrating research-based solutions.' He also stressed the role of educational institutions in nurturing globally competitive talent, adding that strategic partnerships like this are instrumental in bridging the gap between academic theory and economic practice. 'This MoU helps us move beyond dialogue to action. It's about creating pathways for students to engage with our member companies and for our companies to benefit from the latest research and thinking coming out of CMU-Q,' Sheikh Faisal said. Dean of CMU-Q Michael Trick underscored the multifaceted goals of the MoU, highlighting its emphasis on entrepreneurship, technological innovation, and the importance of building direct industry-academic bridges. 'We are planning to focus significantly on entrepreneurship, especially as Qatar becomes more welcoming to startups. The Qatari Businessmen Association's support is essential to making these companies more visible and viable,' Trick said. He noted that while CMU-Q is best known for its programmes in business, information systems, and computer science, it is the synergy between technology and entrepreneurship that will drive Qatar's private sector forward. 'It's not just the business programme. The entrepreneurial aspects of our Information Systems and Computer Science programmes are very strong,' he added. 'This is where the QBA can have a broader impact—not just on our business students, but across disciplines.' The collaboration will also focus on supporting Qatar's small and medium enterprises (SMEs), aligning with national goals to digitise the economy and increase the competitiveness of the local business ecosystem. 'Our Information Systems programme is well positioned to work with organisations at all levels, particularly SMEs,' Trick stated. 'The potential for impact here is enormous.' The agreement outlines internships, guest lectures, and student mentoring as key components, but Trick emphasised that the relationship with QBA goes beyond just job placements. 'We don't need an MoU just for internships,' he noted. 'What we seek is a broader engagement—one where QBA members interact with our students, mentor them, and importantly, hire them. This is how we ensure our graduates have a direct impact on Qatar's economy.' When asked about graduate retention, Trick proudly shared that 93 percent of CMU-Q students who enter the job market stay in Qatar for their first job—a strong testament to the university's alignment with national development goals. According to statements shared during the press briefing, the MoU also envisions collaboration on publishing joint economic reports, organising business development workshops, and holding industry-specific conferences that will elevate private-sector awareness and driveinnovation. A representative from QBA noted that this academic-business collaboration 'will not only raise awareness among business leaders but will also promote strategic thinking and innovation, hand-in-hand with academia.' CMU-Q's student body is composed of both local and international students, many of whom choose to remain and contribute to Qatar's economy after graduation. 'Roughly 20 percent of our students come from outside the country, but thanks to the Qatar Foundation's support and the welcoming environment, many choose to stay,' Trick said. 'We're proud to say that we are not just educating Qatar's youth—we are attracting the world's best and integrating them into the future of this country.'

Tribune News Network Doha Qatar Islamic Bank has been named Islamic Bank of the Year in the Middle East by The Banker (Financial Times Group) at The Islamic Banking Awards 2025. The recognition reflects QIB's leadership in Islamic finance, its continued investment in innovation, and its focus on delivering secure, Shari'a-compliant financial solutions across the region. The award comes as QIB continues to strengthen its position as one of the most efficient and digitally advanced Islamic banks in the region. In the first quarter of 2025, QIB reported a net profit of QAR 985 million, a 3.1% increase over the same period last year. Total assets grew to QAR 212 billion, while the Bank maintained a cost-to-income ratio of 16.6%, the best in the Qatari banking sector. QIB also continued to demonstrate prudent risk management, with a non-performing financing assets ratio of 1.76% and a financing-to-deposit ratio well within regulatory limits. QIB's financial strength continues to be recognized by international rating agencies. In 2024, Fitch Ratings affirmed QIB's rating at 'A' with a stable outlook, Moody's affirmed the Bank's long-term deposit ratings at 'A1' with a stable outlook, and Capital Intelligence Ratings affirmed the Bank's long-term rating at 'AA-' with a stable outlook. Over the past years, the Bank introduced several first-to-market innovations that have simplified banking for customers. Key milestones include real-time digital onboarding for new customers, and instant personal financing through the QIB Mobile App, which is now offering over 300 features and a refined user experience. The Bank has introduced new innovations beyond banking including the QIB Marketplace providing a diverse range of products and including a section for local SMEs to display & sell products. QIB has also introduced the first Auto Marketplace in Qatar, also within its mobile app, enabling customers to browse, book a test drive, select and finance vehicles online. Bassel Gamal, QIB Group CEO, said: 'We are pleased to be named Islamic Bank of the Year in the Middle East by The Banker.
