Resetting the India-U.S. partnership in uncertain times

Just a few months ago, India and the United States appeared poised to deepen what had been described as the defining partnership of the 21st century. Prime Minister Modi had met President Donald Trump early in his second term. External Affairs Minister S. Jaishankar was present at the inauguration. There was bipartisan goodwill in Washington and strategic optimism in New Delhi. The relationship seemed to rest not on convenience, but on a grander wager: shared democratic values, converging geopolitical interests, and a mutual ambition to shape the emerging world order.
A drift that is serious
Today, however, there is growing unease in New Delhi. Not a rupture, but a perceptible drift; subtle yet serious. A series of tactical and rhetorical signals from Washington suggest a partnership at risk of being undermined by volatility, policy incoherence, and a disconcerting return to older habits of mind. The sense of strategic convergence is dimming. In this context, Mr. Trump's decision to host a lunch on June 18 for Field Marshal Asim Munir, the chief architect of Pakistan's praetorian politics and sectarian rhetoric, has sent a disquieting signal to India, not least because it blurs the line between counter-terrorism partnership and political expediency.
This drift, however, is not irreversible. The structural logic of the partnership remains robust. What is required now is a reset, not of fundamentals, but of tone, clarity, and mutual commitment.
Several recent developments have triggered India's discomfort. Perhaps most jarring has been the return of outdated 'hyphenation': treating India and Pakistan as equivalent strategic concerns. In the aftermath of Operation Sindoor, Mr. Trump spoke of India and Pakistan in the same breath, offered mediation on Kashmir, and warned of nuclear escalation. For Indian policymakers who have invested years in decoupling India's rise from the India-Pakistan binary, such language was diplomatically regressive.
On the economic front, signals have been equally disconcerting. Even as Mr. Trump announced that 'our deal with China is done', he reportedly discouraged Apple's CEO from expanding manufacturing in India; warning that companies that 'go to India' may face difficulties in accessing the U.S. market. For Indian officials advancing a 'China-plus-one' strategy and projecting India as a manufacturing hub, the message was undermining.
Immigration policy, too, has become a point of friction. The H-1B visa regime, long a cornerstone of India-U.S. technological cooperation, now appears vulnerable to political posturing and protectionist rhetoric. The consequences risk fraying the connective tissue that binds Silicon Valley to Indian innovation ecosystems.
Most concerning is the apparent warming in Washington's approach toward Pakistan. When the United States Central Command (CENTCOM) Commander, General Michael Kurilla, described Pakistan as a 'phenomenal partner' in counterterrorism, it represented an extraordinary characterisation of an institution long associated with nurturing cross-border terrorism.
Why is this drift occurring? First, the Trump administration's transactional approach places short-term gain over long-term alignment. India's strategic culture — patient, layered, and civilisational — sits uncomfortably with Washington's preference for the quick deal. The American impulse to monetise diplomacy can often jar with India's more strategic-based lens on geopolitics. In addition, Mr. Trump's diplomatic style remains as intriguing as ever: part showman, part salesman, and unpredictable. He may dazzle one moment and denounce the next, making it difficult for partners, even the closest, to navigate the terrain of trust and expectation.
Second, a segment of the U.S. national security establishment continues to view Pakistan as a familiar, if flawed, partner, especially in the context of Afghanistan and counterterrorism. Despite a history of duplicity, there remains a deep-seated nostalgia for the 'known devil', whose strategic utility, however diminished, is still overstated. Meanwhile, India's strategic autonomy is often misconstrued as fence-sitting rather than a principled assertion of sovereignty.
Third, structural asymmetries in influence and communication persist. India's rise is real, but its institutional footprint in Washington lags behind its ambitions.
This is reflected in a troubling misunderstanding of India's strategic intentions. Critics such as Ashley Tellis argue that India suffers from 'great-power delusions' and that the relationship falters because India's ambitions outstrip its capabilities. This diagnosis is flawed. India does not suffer from delusions of grandeur; it suffers from the patient weight of becoming. Its desire to chart an independent course reflects not confusion but strategic clarity shaped by history and sovereignty. The real risk lies not in India's aspirations but in Washington's impatience with partners who do not mirror American methods or priorities.
India must take the lead
What then must be done? Both countries must act decisively to prevent further drift.
India should not overreact. Tactical irritants must not obscure deeper strategic alignment. Defence cooperation, Quad initiatives, intelligence sharing, and convergent interests from the Indian Ocean to the Pacific remain strong foundations. But dramatic responses will only exacerbate misunderstanding. Quiet, persistent, and calibrated diplomacy must remain the preferred method. India should broaden and deepen its engagement in Washington beyond traditional diplomacy, leveraging Congress, policy think tanks, and Indian American diaspora as vectors of strategic advocacy.
Domestically, India must accelerate internal economic reforms, not to satisfy any foreign expectations but to reinforce the logic of investment, manufacturing, and long-term confidence. Regulatory clarity and infrastructure modernisation remain the best arguments for India as a global production hub. On the trade front, officials on both sides are cautiously exploring a modest but meaningful bilateral arrangement before the July 9 deadline.
Immigration concerns must be reframed as shared opportunities. The H-1B regime is not a concession to India, but an instrument of mutual innovation. The movement of skilled talent, the collaborative ecosystems of tech entrepreneurship, and the potential for co-creating the next generation of frontier technologies should be at the centre of the India-U.S. conversation.
The need to rediscover the basis of ties
For the U.S., the burden is equally significant. Washington must abandon Cold War framings and recognise that treating Indian manufacturing and talent mobility as threats is self-defeating. If the Indo-Pacific strategy is to endure, it must be matched by concrete investments in India's regional capacity-building initiatives.
More fundamentally, both countries must rediscover the moral purpose of their partnership. This is not merely about balancing China or accessing markets. At its best, the India-U.S. relationship is about shaping a democratic, pluralist, and rules-based world order. The arc of India-U.S. relations has never been linear. In 1998, after the Pokhran tests, who could have imagined the level of alignment achieved just a decade later? By 2005, the two countries had stunned the world with the landmark civil nuclear agreement: an audacious act of strategic trust that rewrote the rules of global diplomacy.
That moment reminds us of what is possible when political courage meets mutual respect. As U.S. President Bush once said, 'The world will see what two great democracies can do when they trust each other.' It is precisely that spirit we must summon again today. As this writer wrote in the introduction to Engaged Democracies (co-edited, more than two decades ago), the 'real test of the partnership is not how it behaves in moments of celebration, but how it endures in times of stress'.
The question then is not, as Walter Russell Mead provocatively asked recently, will Trump lose India? The better question is: will both countries squander a generational opportunity to build a democratic concert in Asia? The answer must be no. This turbulence should serve not as an epitaph, but as a summons to renewal. If clarity, commitment, and candour return to the conversation, the arc of the India-U.S. relationship can still bend — not just toward engagement, but toward enduring partnership and, perhaps once again, toward history-making trust.

Mumbai: Hindustan Unilever Ltd, Marico Ltd, Godrej Consumer Products Ltd, and other consumer goods companies are allocating 30-50% of their media budgets for online advertising, in a strategic shift away from traditional media such as television. For Dabur India Ltd, digital is now a core pillar of its media strategy, accounting for over 30% of its advertising spending currently, up from about 10% in 2020-21. In FY25, the consumer goods company spent ₹864.6 crore, or 6.9% of its ₹12,563 crore consolidated revenue from operations, on advertising and publicity. 'This shift mirrors where our consumers are. They are spending more time on mobile, OTT (video streaming platforms), and increasingly on connected TV, which is emerging as a high-impact medium for reaching premium and urban audiences," said Rajiv Dubey, head of media at Dabur India. 'Digital offers us sharper targeting, real-time measurement, and seamless integration with e-commerce and quick-commerce, enabling a direct impact on sales," he added. 'Influencer marketing has also scaled rapidly, with the number of influencer-led campaigns at Dabur growing over 2.5 times in the last three years, spanning macro, micro, and regional creators." A large portion of overall media spending in India is now online, fueled by the proliferation of smartphones and increased access to cheaper data, which allows more consumers to browse content online. In 2024, digital media accounted for 60% of all ad revenue, according to recent estimates by media buying company GroupM. Television's share of advertising revenues stood at 26%, a small decline from the year prior, while print accounted for 10%. Overall, GroupM expects Indian advertising to grow by 7% in 2025 to reach ₹1,64,137 crore, adding an incremental ₹10,730 crore. Where consumers go More than half of Hindustan Unilever's media spending is now online, with a large portion allocated to social media promotions, former chief executive Rohit Jawa said following the consumer goods giant's earnings announcement last month. 'We are going where the consumers are going, if they watch more social media, we go there. If they watch more media on digital platforms, we go there. So we go where the eyeballs go," he said. 'Our intention is to follow the viewer and to be competitive on the aggregate in terms of our share of voice. That means we have to change the way we do marketing and brand content." On a consolidated basis, the maker of Lux soaps and Kissan sauces, spent ₹6,199 crore on advertising and promotions in FY25. HUL's strategy isn't limited to urban markets but also aimed at reaching consumers in rural areas, ' Jawa said. 'It's not just an urban thing; influencers are in rural areas also. For brands like Wheel (detergent), we are testing influencers or even using digital channels like YouTube." Other fast-moving consumer goods companies (FMCG) too are engaging influencers to reach consumers on platforms such as Facebook, Instagram, and YouTube, taking the fight to online-first or direct-to-consumer brands, some of which rely solely on social media to sell their products. 'Media monies have always chased eyeballs. There was a time when advertising was print-heavy, then it moved to TV, and now it's digital because that's where the consumption is," said Shantanu Sirohi, CEO, Interactive Avenues, the digital agency under the IPG Mediabrands, a media and marketing services company. 'Digital isn't just one thing but within that 7-10 things," he said. As a result, digital is more cost-effective as an advertising medium. Television, on the other hand, has become more fragmented with more regional channels and options. 'If companies wish to chase larger volumes and make a big impact, the number of large shows or properties where brands can go big are limited (say, the Indian Premier League or Kaun Banega Crorepati).," he added. 'No one media model' Among other large FMCG companies, Godrej Consumer Products too has increased its spending on digital media—from 5-6% of its overall media spending pre-covid to 20-25% now. 'Many global markets we operate in may have higher digital spends. In India, we are roughly about three-fourths on TV and one-fourth on digital. A lot of the digital spending is actually on connected TV," said Ashwin Moorthy, global head of marketing, India, at Godrej Consumer Products. Connected TV refers to any television set that connects to the internet, allowing users access to video streaming platforms. 'We realize today that there's no one media model. The view we have taken is [that] we need to look at media from the perspective of where the consumer is likely to be exposed to an ad in the most impactful way at the cheapest possible cost," Moorthy said. The company, which sells brands such as Cinthol soaps and Hit mosquito repellant, spent ₹1,020.22 crore on advertising and publicity in FY25. Marico's digital media spending has also increased substantially from a few years ago to 30% now, according to the company. 'Some of our brands like Livon (haircare brand) will have a far greater majority of spending online versus a brand like Saffola (edible oil," said Saugata Gupta, managing director and CEO. 'This doesn't include the digital-first brands (such as PureSense for skincare and CocoSoul for hair) where 100% of spending is digital," Gupta added. 'If I add the digital brands, we will be one of the biggest digital spenders because those brands have a high A2S (advertising-to-sales ratio) and they have high gross margins."

The United States has been relentless on its Donald Trump induced tariff war, as US treasury Secretary has warned another spate of secondary tariffs on India over Russian oil trade. Washington has accused New Delhi of 'fuelling' the war machinery of Russia, by buying their oil at discounted prices. This comes as US President Donald Trump is headed to Alaska to meet Russia's Vladimir Putin to seal a deal to 'stop' the Ukraine war. Treasury Secretary Scott Bessent has warned that secondary tariffs could be raised depending on the outcome of President Donald Trump's high-stakes meeting with Russian President Vladimir Putin in Alaska on Friday. Speaking to Bloomberg TV on Wednesday, Bessent said Washington had already imposed secondary tariffs on India for purchasing Russian oil, and further measures were on the table if negotiations with Moscow failed to produce results. 'We've put secondary tariffs on Indians for buying Russian oil. And I could see, if things don't go well, then sanctions or secondary tariffs could go up,' he remarked. The warning comes against the backdrop of strained India–US ties, fuelled by Delhi's rising imports of discounted Russian crude since the start of the Ukraine war. Russian oil accounted for 35–40% of India's total crude imports in 2024, a sharp increase from just 3% in 2021. India has defended its buying strategy, citing the need to secure affordable energy for its vast population amid volatile global prices. During a press briefing on Thursday, MEA spokesperson Randhir Jaiswal described India–US relations as a comprehensive global strategic partnership, grounded in shared interests, democratic values, and strong bilateral ties. He noted that the partnership has endured various transitions and challenges in the past, expressing hope that it will continue to advance on the basis of mutual respect and common interests. He further stated, 'We have already issued our statement and would draw your attention to it.' Trump and Putin are set to meet in Anchorage on Friday in a bid to broker a ceasefire between Russia and Ukraine. The US president has warned of 'severe consequences' if Moscow refuses to agree to a peace deal. Bessent urged European nations to align more closely with Washington's sanctions regime, saying, 'The Europeans need to join us in these sanctions. The Europeans need to be willing to put on these secondary sanctions.' Trade negotiations between the two nations have been ongoing for months but remain stuck on key issues, including India's high tariffs on agricultural and dairy products. The tensions have deepened after Trump announced a new 50% tariff rate on Indian goods, due to take effect on 27 August — a move some analysts have likened to an informal trade embargo. The higher tariff would make India the most heavily taxed US trading partner in Asia, dealing a potential blow to key export-oriented sectors such as textiles and jewellery. Economists warn it could shave as much as 0.5% off India's GDP growth. The US administration has framed the tariffs as part of a broader plan to 'make global trade fairer' and to narrow America's $45 billion trade deficit with India. Trump has repeatedly accused India of being a 'tariff abuser' and is keen to use trade policy as leverage in both economic and geopolitical negotiations. US trade envoys are expected to arrive in New Delhi on 25 August to resume talks — but with the Alaska meeting looming, the outcome could hinge on a separate stage entirely.

‘India will continue…': Finance Ministry reacts as S&P Global upgrades rating amid Trump's ‘dead economy' jibe

The Ministry of Finance reacted positively to S&P Global Ratings upgrading India's long-term sovereign credit rating to 'BBB' from 'BBB-' — the first such upgrade in 18 years, since January 2007. In a lengthy post on social media platform X (formerly known as Twitter), the Finance Ministry credited the leadership of Prime Minister Narendra Modi, and promised continued growth momentum to achieve 'Viksit Bharat' by 2047. The ministry wrote, 'The Government of India welcomes the decision by S&P Global Ratings to upgrade India's long-term sovereign credit rating to 'BBB' from 'BBB-' and its short-term rating to 'A-2' from 'A-3', with a Stable Outlook.' It highlighted that 'S&P last upgraded India in January 2007 to 'BBB-', hence, this rating upgrade comes after an 18-year gap', adding that this ratings upgrade 'reaffirms that under Prime Minister Modi's leadership, providing stability, India's economy is truly agile, active, and resilient'. The statement added that 'India has prioritised fiscal consolidation, while maintaining its strong infrastructure creation drive and inclusive growth approach, that has led to the upgrade. India will continue its buoyant growth momentum and undertake steps for further reforms to attain the goal of Viksit Bharat by 2047.' 'S&P's is the second sovereign rating revision this year.
