MFIN seeks credit guarantee support from govt to boost bank lending to sector
There is a need for a "leap of faith", which will ensure funding to MFIs and start a virtuous cycle that will help economic activity as well, the self-regulatory organisation's (SRO) chief executive Alok Misra told reporters here.
Misra said NBFC-MFIs are dependent on bank lending for almost two-thirds of their resources, and added that banks are showing some reluctance to lend to the sector, leading to "severe liquidity constraints"."Once (bank) funding starts, disbursements (by MFIs) will improve," Misra said, pointing out that the gross loan portfolio for all microlenders has declined by nearly 17 per cent in the three months to June to Rs 3.53 lakh crore, and the number of borrowers has fallen 6 per cent to 7.5 crore.
MFIN has written to the government in mid-July seeking a Rs 15-20,000 crore credit guarantee scheme for the sector, where the government guarantees up to 75 per cent of an MFI's borrowings from banks and the banks get the comfort to lend, he said.
Pointing out that a similar scheme was implemented successfully during the Covid period in 2021, he said the Rs 7,500 crore fund for the purpose by the government was not utilised as all the MFIs paid their dues.Misra said that MFIs will be meeting top Finance Ministry officials next week to discuss the proposals and follow up by meeting bank chiefs.He also said that the refinance by state-owned Sidbi and Nabard has not been very high in the sector lately and appealed for help on that.Acknowledging that the MFI sector has had a challenging time for the last year, Misra said there are improvements in the sector lately, with the gross non-performing assets ratio of loans overdue for over 90 days reducing to 3.2 per cent in June from 3.5 per cent in March this year.The collection efficiencies are also improving, he said, pointing out that MFIs' collections have gone up to over 98 per cent now from 95 per cent in January this year.
He said there are no issues in Tamil Nadu, despite the state moving an ordinance, which was feared to impact the sector, and added that in the case of Karnataka that undertook a similar move, there is an improvement, with the proportion of loans overdue for up to 180 days, declining to 6.08 per cent from 9 per cent six months ago. Denying the RBI's charge of the sector indulging in usurious interest rates from borrowers, Misra said the weighted average lending rate was 23.66 per cent in June and has been "range-bound" for the last few quarters.Stating that sometimes statements are made, which are not in line with the facts, Misra claimed that even the outlier MFI will not charge an interest rate of over 27.5 per cent.The return on equity is a low 10 per cent because of the interest rates charged, due to which investors can become wary of entering the sector, he said, welcoming the faith shown by some investors by putting fresh equity in the sector.The problems faced by the sector are neither cyclical nor structural, he said, stressing that the sector plays a very important role in the overall economic activity and contributes upwards of 2.5 per cent to the gross value added.
He dismissed concerns about the upcoming state elections in Bihar, one of the biggest states for the industry, that may affect the industry in any way.

India, China likely to resume direct flights
New Delhi India and China are in advanced negotiations on resuming direct flights and trade through selected border posts as part of efforts to normalise their relations after the end of the four-year military standoff on the Line of Actual Control (LAC), people familiar with the matter said on Tuesday. The latest indications of the thaw in bilateral relations come ahead of Prime Minister Narendra Modi's expected visit to China to attend the Shanghai Cooperation Organisation (SCO) Summit on August 31. The resumption of direct flights and border trade – both suspended since 2020 – figured in several meetings held since Modi and President Xi Jinping met in the Russian city of Kazan on October 23, 2024, two days after an understanding to end the faceoff on the LAC, and decided to revive several mechanisms to normalise relations and address the border dispute. External affairs minister S Jaishankar raised China's restrictions on fertiliser exports when he met his Chinese counterpart Wang Yi in Beijing last month, the people said. At the time, Jaishankar said the two sides should build on 'good progress' in normalising ties by avoiding 'restrictive trade measures' and addressing issues related to the border. The modalities for resuming direct flights, including the finalisation of an updated air services agreement, are yet to be completed, though Indian carriers have been asked by authorities to begin preparing to fly to China as early as next month, the people said. One option being considered is the resumption of flights without updating the air services agreement, they said. Authorities have asked IndiGo to start preparing for flights, hinting at the resumption of air connectivity with China, at least two officials with knowledge of the development said. 'In an internal communication, the ministry of civil aviation asked IndiGo to start making arrangements for resuming India-China flights,' one of the officials said. However, the people acknowledged that lack of adequate aircraft is a factor that is being considered by Indian authorities. Non-stop flights to China stopped during the Covid-19 pandemic and this continued after border skirmishes between Indian and Chinese troops in April-May 2020 took bilateral ties to a six-decade low. Both sides arrayed close to 50,000 troops each in Ladakh sector of the LAC before the understanding last October on disengagement of forces at the two remaining 'friction points' of Demchok and Depsang. Before this, Air India, IndiGo, Air China, China Southern and China Eastern operated direct flights. IndiGo and Air India didn't comment on the development, and the Directorate General of Civil Aviation (DGCA) didn't respond to a request for comment. The resumption of border trade through the designated points of Lipulekh pass in Uttarakhand, Shipki La in Himachal Pradesh and Nathu La in Sikkim figured in recent meetings between the two sides, the people said. Trade through these routes was stopped in 2020. Minister of state for external affairs Kirti Vardhan Singh told Rajya Sabha in a written reply to a question last week that India has 'engaged with the Chinese side to facilitate the resumption of border trade through all these trade routes'. On the issue of China's restriction on fertiliser exports, the people said there had been 'forward movement' since the matter was raised by Jaishankar with his Chinese counterpart in mid-July. Bloomberg reported, citing people familiar with the matter, that India, the world's top importer of fertilisers, could take as much as 300,000 tons of urea. Almost half of China's fertiliser exports in 2023 headed to India, but it halted sales to all countries last year. Beijing relaxed the ban in June but kept its restrictions on India until now. India's imports of urea from China fell to about 100,000 tonnes in 2024-25, compared to 1.87 million tonnes a year ago, according to the Fertiliser Association of India. Last month, India finalised long-term agreements with Saudi Arabia for 3.1 million metric tonnes of DAP fertiliser per annum for five years to cope with the restrictions imposed by China. Di-ammonium phosphate or DAP is the second most widely used crop nutrient in India. There was no official word from the Indian and Chinese side on these developments, which coincided with substantial strain in India's relations with the US after President Donald Trump imposed a reciprocal tariff of 25% on Indian goods and a punitive tariff of 25% for purchases of Russian crude. The Indian side has proceeded cautiously in normalising relations with China, with the two sides agreeing in April to resume the Kailash Mansarovar Yatra to the Tibet region for the first time since 2020, and India resuming tourist visas for Chinese nationals in July after a five-year gap. Efforts to normalise relations, however, hit a bump over China's support to Pakistan during four days of hostilities with India in May after New Delhi launched Operation Sindoor to target terrorist infrastructure across the border in retaliation for the Pahalgam terror attack that killed 26 civilians in April.

The latest approvals push up the projected investments in semiconductor projects to about Rs 1.6 lakh crore across six newly approved proposals are from SiCSem Pvt Ltd , Heterogeneous Integrated Packaging Solutions Pvt Ltd (HIPSPL), Continental Device India Pvt Ltd and Advanced System in Package (ASIP) Technologies. While SiCSem and HIPSPL will set up units at Bhubaneshwar in Odisha, CDIL will expand its existing facility in Punjab's Mohali and ASIP will build a plant in Andhra Pradesh. The proposals are expected to generate 2,034 skilled jobs cumulatively."The complete ecosystem of design, wafer fabrication, packaging, manufacturing of components, assembly, testing, and high-volume final production, is in the works. This will help every sector and dimension of electronics manufacturing," union minister for electronics and information technology Ashwini Vaishnaw government hopes to give the semiconductor ecosystem a significant boost with the latest approvals, given that it will include the country's first commercial compound fab, as well as a highly advanced glass-based substrate semiconductor packaging products from these new plants will have applications in missiles, defence equipment, electric vehicles, railway, fast chargers, data centre racks, consumer appliances and solar power inverters, among others, Vaishnaw said. Set to be the first commercial compound fab in India, it will have an annual capacity of 60,000 wafers and a packaging capacity of 96 million chips."There is a world-wide movement from silicon to silicon carbide. It is a robust material and can sustain high voltage and temperatures. It is used in missiles, space equipment, satellites, rockets, railway engines and telecom tower equipment. Silicon carbide is a strategic necessity for our country,' the minister said. The Bhubaneshwar plant will also do research. 'At IIT-Bhubaneswar, a Rs 45 crore R&D unit has been set up," he will also be home to HIPSPL's vertically integrated advanced packaging and embedded glass substrate unit. The manufactured products will find applications in mobile phones, set-top boxes, automobile applications and other electronic products. Venkata Simhadri, chief executive, ASIP Technologies, told ET: "Our OSAT/ATMP is focused on advanced (2.5D/3.0D) packaging of semiconductors, targeting data centres, high-speed communications and AI applications."New Delhi-based Continental Device will expand its discrete semiconductor manufacturing facility at Mohali with an investment of Rs 117 crore. It will manufacture high-power discrete semiconductor devices such as MOSFETs, IGBTs, schottky bypass diodes and transistors, both in silicon and silicon carbide. The annual capacity of this brownfield expansion will be 158.38 million general manager Prithvideep Singh told ET: "With this investment, we would expand our installed capacity of 600 million units to over 760 million units annually and sharpen our focus on silicon and silicon carbide chips."With a capacity of producing 24 billion chips, the six semiconductor projects that have already got approvals are in various stages of first-ever made in India chip will become available in the next 2-3 months, with three of the projects competing with each other, Vaishnaw a result of domestic chip production, the government expects the average value addition for electronics in India to rise to 30% in the future from 22% now, he said.

CBI arrests two senior CPWD engineers for taking bribe
Five persons, including two senior engineers of the Central Public Works Department (CPWD), were arrested by the CBI on Monday for allegedly taking bribes to clear pending bills of a private contractor involved in executing works at Chanakyapuri in Delhi. Four more engineers, who have been booked, are being questioned, the central agency said. The CBI identified the arrested persons as Jai Prakash, executive engineer (Civil); Prabhat Chaurasiya, assistant engineer (Civil); as well as Shubham Goel, and his father Rajesh Goel, the owner of Shubham Electricals. 'The CBI registered a case on August 11 against 12 persons, including the four arrested accused. The agency had received information that Shubham would be paying a bribe of Rs 6 lakh to Jai Prakash on August 11. Accordingly, a trap was laid and both were caught along with money,' a CBI spokesperson said, adding that CPWD has awarded multiple contracts to Shubham Electricals. The agency said that searches were conducted at 10 places during which Rs 55 lakh in cash was recovered. The CBI alleged in the FIR that on August 1, it received a tip-off stating that Shubham has informed his father that CPWD has sought a payment of Rs 1.52 crore against some of the company's pending bills. He also allegedly asked Rajesh on how much bribe money is to be given to various CPWD officers. 'His father directed that 3% of total bill is to be given to the executive engineer, 2% to the assistant engineer and the junior engineer, 1% to the CPWD accounts section, 1% to computer operators and clerks, and rest 1-2% to the superintending engineer for the award of the tender,' the FIR stated. It accused CPWD engineers of taking bribes from private contractors engaged in executing works in Chanakyapuri in lieu of extending undue favours in awarding contracts, allowing poor quality construction materials and clearing inflated bills, as well as causing wrongful loss to government exchequer.
