Chelsea Fined €31M by UEFA for Financial Rule Breaches

CHELSEA have been fined 31 million euros ($36.50 million) by UEFA for breaches of its financial rules, while Aston Villa, Barcelona and Olympique Lyonnais were also levied with large fines, UEFA announced on Friday.
The punishments come with the potential for far harsher fines down the road, with Chelsea, who agreed to a four-year settlement with UEFA's Club Financial Control Body (CFCB), risking being hit with a further 60 million euros if they do not get their finances in order.
Barcelona must pay a 15 million euro fine, but could potentially face 60 million in total, with UEFA fining Lyon 12.5 million and Aston Villa 11 million.
Chelsea's fines were split into 20 million for not complying with the football earnings rule and 11 million for breaching the squad cost rule, while Aston Villa were fined five million and six million for their respective rule violations.
The clubs are also subject to a restriction on the registration of new players on their List A for UEFA club competitions such as the Champions League and Europa League.
The teams accepted settlement agreements which cover periods of two, three or four years, with the clubs' final targets to be fully compliant with the football earnings rule by the end of their specific settlement period.
Additionally, Lyon agreed on an exclusion from the 2025/26 UEFA club competitions should the French authority (DNCG) confirm the club's relegation to Ligue 2.
Chelsea sold their women's team for 235 million euros to a parent company, Blueco, which helped to balance their spending and avoid huge losses, despite their lavish spending in the transfer market under owner Todd Boehly. UEFA, however, refused to count the sale of the team as an asset.
The club also sold two hotels to a sister company in a deal that appears to have helped the club to remain compliant with profitability and sustainability rules (PSR).
Premier League clubs are not permitted to have losses of more than 105 million pounds ($143.29 million) over a three-year period.

Jota, a Liverpool forward, and his younger brother Andre Silva were killed in a car accident in northwestern Spain on Thursday morning when their Lamborghini veered off the road and caught fire. Tributes have continued to pour in for Jota and Andre with footballing greats including Cristiano Ronaldo and Steven Gerrard, joining the Prime Ministers of Portugal and Britain in mourning the loss. Friday's match between Al-Hilal and Fluminense in Orlando began with players and fans observing a minute's silence in memory of Jota and Andre. Chelsea's Portuguese forward Pedro Neto also paid a heartfelt tribute to his friends when he walked out on the field with a shirt bearing their names before their quarter-final against Palmeiras in Philadephia. "We spoke with Pedro yesterday and this morning and this afternoon and it was completely Pedro's decision to play or not to play," Chelsea manager Enzo Maresca said after his team's 2-1 win. "He did, he made a fantastic effort to play this game, to play with his teammates, and we really appreciate what he has done. "I just said to the players that this win is especially for him because we know how close he was, and the effort that he has made. So no doubt that we really appreciate what he decided in the end." PHILADELPHIA, July 5 — A late own goal by goalkeeper Weverton sent Chelsea through to the Club World Cup semi-finals on Friday as the Premier League side edged Palmeiras of Brazil 2-1 in a last-eight tie lit up by a moment of brilliance from young star Estevao Willian. The teenage Brazilian forward, who will join Chelsea after the tournament, was eager to impress his future employers and his superb 53rd-minute finish cancelled out Cole Palmer's opener in Philadelphia. But a deflected Malo Gusto cross went in off Palmeiras goalkeeper Weverton in the 83rd minute to hand Chelsea the victory and set up a semi-final clash with another Brazilian side, Fluminense. The scoreline repeated Chelsea's triumph when the teams met in the final of the Club World Cup under its previous format in 2022. Enzo Maresca's team will now be expected to reach the final of FIFA's newly expanded version of the tournament, with Fluminense standing in their way in the last four at MetLife Stadium in New Jersey on Tuesday. While the competition has yet to convince all football fans, the intensity on the pitch is rising as it enters the decisive stages, and there was a big-match atmosphere in the stands in Philadelphia. Lincoln Financial Field was nearly sold out for the occasion, with 65,782 fans in attendance despite much of the city having emptied out for the 4 July holiday and long weekend. This game unfolded against a backdrop of Independence Day fireworks lighting up the sky over the nearby Delaware River, but there were fireworks on the pitch too. Chelsea lit the spark first, taking the lead in the 16th minute through a moment of quality from England international Palmer. It was the ideal start for Chelsea, who lost to Flamengo the last time they faced Brazilian opposition in the same stadium during the group stage. Maresca added more Brazilian flavour to the match by giving a first start to talented young midfielder Andrey Santos, who had returned from a successful loan spell at Strasbourg. With Moises Caicedo suspended, Santos filled the holding midfield role for Chelsea while Pedro Neto started on the right wing, opting to play despite mourning the tragic death of his Portugal teammate Diogo Jota on Thursday. Playing on the right for Palmeiras was Estevao, the 18-year-old Brazil prodigy set to join Chelsea in a big-money transfer agreed more than a year ago. He knew this might be his final match for the São Paulo club, and Chelsea probably should have doubled their lead before half-time, only for Christopher Nkunku to blaze over after being set up by Palmer. Instead, Palmeiras equalised eight minutes into the second half, with Estevao the inevitable scorer. Inside the Chelsea box on the right, Estevao controlled a pass from Richard Rios, took a touch to get in front of Levi Colwill, steadied himself and surprised goalkeeper Robert Sanchez with an early shot that went in off the underside of the bar. Chelsea responded by introducing new signing Joao Pedro for his debut, making him the 27th player used by Maresca during the tournament.
