Senate OKs priority bills before adjourning sine die
These included the bicameral conference committee reports on the Enhanced Fiscal Regime for Large-Scale Metallic Mining Act and the Accelerated and Reformed Right-of-Way (ARROW) Act, which were both listed as 'top priority' measures of the Legislative-Executive Development Council (LEDAC).
The ratified bicam report on the Enhanced Fiscal Regime for Large-Scale Metallic Mining Act came from Senate Bill No. 2826 and House Bill No. 8937.
According to Senator JV Ejercito, the reconciled version allows a five percent royalty based on gross output on mines operating within mineral reservation and a 5-tier royalty rate ranging from one percent to five percent based on margin from metallic mining operations for those outside mineral reservations.
With the reforms in large-scale mining, the senator believes the government would benefit from an additional P6 billion worth of revenues.
Senator Risa Hontiveros, however, opposed the measure, saying that it rejected amendments on increasing royalties for indigenous communities affected by mining, and imposing an export tax to fund the National Industrialization Program.
Meanwhile, the ARROW Act was ratified by the upper chamber through the bicam report on the disagreeing provisions of Senate Bill No. 2821 and House Bill No. 6571.
Senator Mark Villar, sponsor of the bill in the Senate, said that the measure is important in addressing the right-of-way issues that delay government infrastructure projects.
'Many projects have failed to meet their target completion dates due to unresolved right-of-way delays. Given these challenges, we welcome the amendment of the existing right-of-way law. The ARROW Act introduces key reforms to make the law more responsive to the evolving infrastructure landscape,' Villar said.
The Senate also ratified the bicam report seeking to extend the term of barangay and Sangguniang Kabataan (SK) officials to four years.
The report also postpones the 2025 Barangay and Sangguniang Kabataan Elections from December 2025 to the first Monday of November 2026
Also ratified by the Senate on Wednesday night were bicam reports on the following:
Judiciary Fiscal Autonomy Act (Senate Bill No. 2982 and House Bill No. 11358);
An Act amending Sections 134 and 168 of Republic Act No. 8424, otherwise known as the National Internal Revenue Code of 1997, as amended (Senate Committee Report No. 581 and House Bill No. 10535);
Philippine Nuclear Energy Safety Act (Senate Bill No. 2899 and House Bill No. 9293); and
Career Progression System for Public School Teachers and School Leaders Act (Senate Bill No. 3000 and House Bill No. 10270)

Oriental Mindoro Gov. Dolor dismayed by damaged dikes
Oriental Mindoro Governor Humerlito 'Bonz' Dolor expressed his dismay over damaged dikes in his province, which was hit by floods due to the Southwest Monsoon or Habagat and the consecutive storms last month, even as these were put up fairly recently. Dolor over the weekend inspected several dikes, including one in Mulawin, Naujan where a security guard initially refused to let officials enter, as he said he received orders from the management not to let anyone in without a written request from the Department of Public Works and Highways (DPWH). 'Kaya ba pati Gobernador ayaw ninyo papasukin kasi may tinatago kayo? Dugo't pawis ng bayan yan! [Is this why you won't even let the Governor in? Because you're hiding something? That's the people's blood and sweat!],' he said in a post on his Facebook account. Dolor was eventually able to inspect the dike, which he said was full of sand, and the sheet piles were poorly embedded, and even broken, as reported by Darlene Cay on GMA's '24 Oras Weekend' on Sunday. He also inspected another flood control project in Barangay Tagumpay in Naujan, which he said cost P1 billion for one kilometer, noting that he only saw one piece of metal rod, a waste of funds when compared with the Capitol with a P2-billion budget for a year. 'Sa haba na ho ng aking paglalakbay dito, ako po'y lubos na nagpapasalamat dahil may isang bakal na inilagay. Imaginine niyo ho, all throughout, walang bakal, pero ito, meron. Salamat ho ng marami sa gumawa nito, sa nag-inspect nito, at sa DPWH,' he said sarcastically. Oriental Mindoro is one of the flood prone areas recently cited by President Ferdinand 'Bongbong' Marcos Jr., who has ordered a review of the flood control projects across the country. GMA News Online is still trying to reach out to the private contractors of the said projects, and the DPWH for comment on the matter. During his State of the Nation Address (SONA) last July, Marcos warned government personnel who steal public funds—such as those for flood control projects—to have some shame. Just last week Marcos launched a website for citizens to report on flood control projects. BARMM election 90% ready, says COMELEC
The Commission on Elections (Comelec) on Sunday said it is almost set for the 2025 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections, which are scheduled on Oct. 13, 2025. '90% to 95% na kaming handa (We are 90% to 95% ready),' Comelec chairperson George Garcia told Super Radyo DzBB. 'Gusto natin na igarantsya tuloy na tuloy na tuloy ang Bangsamoro parliamentary elections sa October 13. Meron kasi mga nagdududa na baka ipagliban na naman tulad ng Barangay at SK elections,' he added. (We want to guarantee that the Bangsamoro parliamentary elections will proceed on Oct. 13. Some have have doubts that it will be postponed, like the barangay and Sangguniang Kabataan elections (BSKE).) Garcia estimated about 2.3 million people will cast their votes for the BARMM elections. In February, President Ferdinand Marcos Jr. signed into law a measure postponing the BARMM elections from May to October. The suspension came months after the Supreme Court, in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024. On Aug. 13, Marcos signed into law a measure postponing the BSKE polls, setting the term of office of all elected barangay and SK officials to four years. House to ‘yield' probe on a flood control project if name of solon comes up

REUTERS/Eloisa Lopez The House of Representatives will "yield" its probe on an allegedly anomalous project if, during the course of its investigation, a member of the lower chamber is found to be involved, according to Bicol Saro party-list Rep. Terry Ridon. At a news forum on Saturday in Quezon City, Ridon said that if a member of the House is named during the probe, they 'will immediately recuse [the investigation] and yield it to, whether to an independent third party probe, if it will be formed, or to an executive led probe to make sure that there will be no conflict of interest or cover-up in the course of the tri-committee [hearings].' The House panel on Public Accounts chairman, however, clarified that the tri-com will not suspend its entire probe but will only 'recuse on a particular inquiry on a particular project if a name of a legislator came up.' 'For example, in project A, in the course of it there will be a whistleblower who will say, 'Congressman A took kickbacks from that project.' Obviously we will ask him [congressman] to explain and as soon as he gets to explain we will recuse and then endorse to the third party probe if it gets to be created or to the executive led probe,' explained Ridon. Ridon, who chairs the House Committee on Public Accounts which was tasked to investigate the anomalies on flood control projects, said his panel along with the committees on Public Works and Good Government are now awaiting the plenary's green light to begin the inquiry. 'This is not a personality led investigation, it is a project led investigation… We are going to do it on a project by project basis,' the lawmaker said at a news forum on Saturday in Quezon City. 'It's not a witch hunt, we have to be able to afford due process to anyone… Again, it should be on a project to project inquiry,' he said. With this, The lawmaker also said Baguio City Mayor Benjamin Magalong is welcome to submit his information on anomalous projects once the tri-com hearings commence. Magalong earlier said he was waiting to be called to Congress after he said there were lawmakers receiving payoffs from infrastructure projects, including flood control programs. The mayor's statement came after Ridon challenged him to show proof, which will back up his claims that some congressmen are supposedly receiving 30% to 40% kickbacks in government projects. President Ferdinand ''Bongbong'' Marcos Jr. earlier disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors. 'This is another disturbing assessment, statistic: 20% of the entire P545 billion budget napunta lang sa 15 na contractor. Sa 15 na contractor na 'yan, lima sa kanila ay may kontrata sa buong Pilipinas. Keep going. Ayan. Ito na 'yung listahan,'' Marcos said on Monday as he launched the website on flood control projects. Asked if these contractors have links to sitting government executives and officials, Marcos said the administration is still looking into it.
