A dose of new skills for ASHA workers in capital

Time of India16-05-2025
New Delhi: Around 2,000 ASHA (Accredited Social Health Activist) workers, who act as vital links between the healthcare systems and local communities, will undergo training for the expanded healthcare initiative in Delhi at Ayushman Arogya Mandir sub-centres this year.
The expanded healthcare services in the capital will now include mental health support, elderly care, palliative care, ear-nose-throat services and dental healthcare. Additionally, the central govt has granted approval for the recruitment of 1,064 new ASHA workers to supplement the existing team of 6,481 workers in the city. Officials said that the additional staff will assist in extending healthcare services to previously unserved regions, including the South East district.
ASHA workers play a vital role in creating awareness and educating people about essential health factors, including nutrition, sanitation and hygiene practices. Health authorities noted that their initial responsibilities focused on maternal care, child welfare, and family planning services. These health parameters demonstrated considerable improvement from their earlier poor condition.
Health officials assure that ASHA workers contribute to reducing maternal and infant mortality through their advocacy of hospital births and prenatal and postnatal care.

The programme's effectiveness is reflected in the data: 71% of pregnant women are accompanied by ASHAs for health centre registration, 85% of institutional deliveries receive ASHA assistance, and 92% of high-risk pregnancies are accompanied by these workers to ensure safe delivery.
ASHAs facilitate 95% of the full immunisations for children up to one year. They improve healthcare accessibility in urban regions, particularly when it comes to maternal and child health, family planning and immunisation, and creating awareness about communicable diseases such as tuberculosis and non-communicable diseases like hypertension and diabetes.
Officials confirmed that Delhi's ASHAs will receive training for an enhanced service package under the
Ayushman Bharat scheme
. From the current workforce, around 2,000 ASHAs will develop new competencies in areas such as mental health, elderly and palliative care, oral health, eye care and ENT services, previously excluded from their training curriculum.
Govt officials said that the ASHAs will complete a 14-day training programme in four modules for Ayushman Bharat Expansion service in 2025-26, following central govt guidelines.
The central govt began the National Health Mission as the National Rural Health Mission (NRHM) in 2005. In 2013, the Centre incorporated the urban component — National Urban Health Mission (NUHM) into the programme. Later, NRHM was renamed as the National Health Mission with two sub-missions, NRHM and NUHM.

1,000 hospitals faced action for AB-PMJAY scheme irregularities

More than one thousand hospitals across the country have faced actions, ranging from de-empanelment and levying of fines, in connection with irregularities while implementing the Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) since the launch of the scheme, according to the data shared by the Union health ministry in Parliament on Friday. 1,000 hospitals faced action for AB-PMJAY scheme irregularities Suitable actions including de-empanelment of 1,114 hospitals, imposition of penalties worth ₹122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities as reported by the states and Union Territories, the ministry said in a written reply in the Lok Sabha. AB-PMJAY , a flagship scheme of the central government, was launched in 2018 to provide ₹500,000 annual cashless health insurance cover to eligible citizens for treatment in hospitals across the country. 'Ayushman Bharat-Pradhan Mantri Jan Arogya Yojna (AB-PMJAY) is governed on a zero-tolerance policy towards misuse and abuse and various steps are taken for prevention, detection and deterrence of different kinds of irregularities that could occur in the scheme at different stages of its implementation. A robust anti-fraud mechanism has been put in place and National Anti-Fraud Unit (NAFU) has been set up with the primary responsibility for prevention, detection and deterrence of misuse and abuse under AB-PMJAY,' the ministry said. According to the terms and conditions of empanelment, hospitals cannot deny treatment to eligible beneficiaries of the scheme. In case of denial of treatment by the empaneled hospital, beneficiaries can lodge grievances. Under AB-PMJAY, a three-tier grievance redressal system has been created at district, state and national level to resolve the issues faced by beneficiaries in utilising healthcare services. At each level, there is a dedicated nodal officer and grievance redressal committees in place to address the grievances of beneficiaries. 'Settlement of claims is an ongoing process. Under AB-PMJAY, claims are settled by respective State Health Agencies (SHA). The National Health Authority (NHA) has laid down guidelines for payment of claim to hospitals within 15 days of claims submission for the intra-state hospitals (hospitals located within state) and within 30 days in case of portability claims (hospitals located outside state),' the ministry said. 'Regular review meetings are organised to take stock of the progress with regards to the claims. Further, capacity building activities are organised for efficient claims settlement,' it added.
