Comelec junks DQ case vs Erwin Tulfo
The Commission on Elections (Comelec) has dismissed a petition to disqualify Senator-elect Erwin Tulfo in the May 2025 midterm elections.
In a 25-page decision dated Thursday, the Second Division said the disqualification case filed by Toto Causing and Graft-Free Philippines Foundation Inc. (GFPFI) against Tulfo was junked over petitioners' failure to observe certain requirements.
'The Petition is DISMISSED,' it said.
'At the onset, it is imperative to settle the procedural issues raised by Respondent alleging Petitioners' failure to observe certain requirements under the rules, and such failure warrants the outright dismissal of the Petition for insufficiency in form,' it added.
The certificate of candidacy (COC) submitted by the petitioners has no affidavit of authentication. There is also no secretary's certificate.
'Respondent pointed out that Petitioners attached an electronic copy of Respondent's COC downloaded from the COMELEC website sans an Affidavit of Authentication in accordance with Section 4 (2) of COMELEC Resolution No. 11046,' the Second Division said.
'Additionally, Respondent also pointed out that there is no Secretary Certificate showing that Petitioner Calonge was duly authorized by Petitioner GFPFI, a juridical entity, to sign on its behalf the Verification and Certification of Non-Forum Shopping, in accordance with Section 5 of Rule 7 of the Rules of Court,' it added.
Causing's group called for Tulfo's disqualification in the 2025 senatorial race for having been convicted of a crime involving moral turpitude and not being a Filipino citizen.
The petitioners cited alleged violation of the Section 26 of Article II of the 1987 Constitution on equal access to opportunities to public service, the political dynasty provisions, and nepotism.
Also, they said Section 1 of Article XI of the 1987 Constitution was violated for failing to prove his academic qualification or ability to serve the People of the Philippines with utmost responsibility, integrity, loyalty and efficiency.
'In view of the multiple grounds already established for the dismissal of the Petition, the other matters and issues raised by the parties no longer merit any consideration,' the Second Division said. —VAL, GMA Integrated News

Senate President Francis "Chiz" Escudero on Tuesday brushed off allegations that his supposed fear of Vice President Sara Duterte has resulted in delays in the start of her impeachment trial. DTI certifies 4 companies as 1st export-oriented firms under CREATE MORE
The Department of Trade and Industry (DTI) on Tuesday announced it has certified the first four companies as Export-Oriented Enterprises (EOEs) under the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) law. The first four companies awarded with EOE certifications are as follows: Dole Philippines Inc. (Est. 1963): A global leader in tropical fruit exports, Dole cultivates vast plantations across Mindanao and Luzon, supplying fresh and processed pineapples and juices to markets in the Americas, Europe, and Asia. The company is also expanding into sustainable agriculture and biofuel production. Philsaga Mining Corporation (PMC) (Est. 2001): PMC operates the Coo Gold Mine in Agusan del Sur, extracting over 900,000 metric tons of ore annually. Krystle Exports Philippines, Inc. (Est. 1987): Krystle Exports is a distributor of premium Filipino food and non-food products. It also partners with local manufacturers to deliver high-quality goods to the US, Hong Kong, and the Middle East. Bosch Service Solutions Inc. (Est. 2010): Based in Taguig City, Bosch provides Business Process Outsourcing and customer experience services to global clients, including the Bosch Group. The DTI said its Export Marketing Bureau (EMB) facilitated the ceremonial awarding of EOE certificates to the first four companies. The EOE certification, it said, signifies the implementation rollout of the CREATE MORE Act's VAT-related incentives for exporters. The Trade Department said the certification grants eligible enterprises access to critical tax benefits that reduce operational costs and fuel reinvestment in innovation and expansion. 'This landmark initiative marks more than a policy breakthrough—it signals our readiness to compete, scale, and lead in the global market. By strengthening the ability of our exporters to expand their reach, we are also generating jobs, and driving inclusive economic growth,' said Trade Secretary Cristina Roque. 'This commitment advances President Ferdinand R. Marcos Jr. vision for a 'Bagong Pilipinas,' as we build a more agile and opportunity-rich environment for Filipino exporters through the strategic incentives of the CREATE MORE Act,' added Roque. The Republic Act No. 12066 or CREATE MORE Act was signed into law on November 8, 2024. Under the law, qualified companies may be certified as EOEs if at least 70% of their annual sales come from export transactions. Once certified, EOEs gain access to VAT zero-rating on local purchases of goods and services, as well as VAT-exempt importation of goods directly used in export activities. These targeted incentives significantly lower the cost of doing business, allowing exporters to scale operations, enhance product quality, and compete more effectively in international markets, according to the DTI. At a meeting with Cebu mayors on Tuesday, Garcia questioned the recently concluded May polls, saying the results of the Cebu gubernatorial race 'did not reflect the honest will of the people.' 'We filed an electoral protest,' said Garcia. 'We hope that the Comelec will act with dispatch on this electoral protest and we have, as a sign of good faith to all of you mayors, we have decided to contest all of the clustered precincts and that's over 4,100. Why? Because as I said, I truly believe that the results for the gubernatorial election here in Cebu did not reflect the honest will of the people,' she added. Garcia, who served as Cebu governor from 2004, lost in the recent gubernatorial race, lagging behind closest rival Pam Baricuatro, who won with 1,107,728 votes. The outgoing official garnered 764,884 votes. Independent bet Valeriano Gingco garnered 33,545 votes. Meanwhile, Garcia's running mate Glenn Soco won as Cebu vice-governor with 1,089,957 votes.
