More senators file priority bills in 20th Congress

More senators on Tuesday filed their priority legislative measures for the incoming 20th Congress.
Topping the 10 priority bills of returning Senator Panfilo "Ping" Lacson was the proposed legislation expanding the Pantawid Pamilyang Pilipino Program (4Ps).
He also filed bills that seek to prohibit the establishment of political dynasties; regulate the use of social media platforms by minors; and prescribe the order of succession in case of death, permanent disability, removal from office, or resignation of the president.
Lacson, a former chief of the Philippine National Police (PNP), also filed a measure defining and penalizing espionage and other similar offenses against national security.
Meanwhile, Senator Pia Cayetano's first 10 bills focused on health, education, gender equality, sports, and sustainable communities.
These include the proposed Vapes and Heated Tobacco Products Regulation Act, Walkable and Bikeable Communities Act, Ban on Online Gambling Act, Artificial Intelligence Regulation Act, and a measure strengthening Tertiary Education Subsidy.
Senator Lito Lapid, for his part, submitted a proposed News Media Welfare Act, Free Access to Government Websites Act, and Rights of Internally Displaced Persons Act, among others.
Neophyte senator Camille Villar also filed her priority bills, which included a proposed act to establish a cancer medicine and treatment assistance fund for indigent and underprivileged Filipinos.
Also among Villar's pet measures were bills providing for protection of the remittances of overseas Filipino workers; and the enhancement of workers' protection and skills development in the course of job disruption due to artificial intelligence and technological advancements in the digital economy.
Camille's brother, Senator Mark Villar, also filed his top 10 bills pushing for the passage of the Scam Prevention Center Act, Magna Carta of Commuters, Abducted or Missing Persons Alert Act, and Free Annual Medical Check-Up Act of 2025, among others.
The 10 priority bills of Senator Sherwin Gatchalian, for his part, included the Online Gambling Regulatory Framework Act, Three-Year College Education Act, General Tax Amnesty Act of 2025, and the Granting Increase in Take-Home Pay for All Working Filipinos Act.
On Monday, other senators also filed their priority bills and resolutions for the 20th Congress. — VDV, GMA Integrated News

Two people considered as the missing links in the missing sabungeros case are now in the custody of the police, Philippine National Police (PNP) spokesperson Police Brigadier General Jean Fajardo said Thursday. The PNP identified the two as siblings of one of the accused and whistleblower Julie 'Dondon' Patidongan, according to a report of Super Radyo dzBB's Mark Makalalad. According to Fajardo, the two were arrested in a Southeast Asian country and were transported to the Philippines on July 22. One of the arrested persons was allegedly the one who was caught in a CCTV footage withdrawing money using the ATM card of one of the missing other one was also caught escorting another victim during an alleged abduction. One of them was arrested due to an arrest warrant for robbery, while the other one for using a different name on his passport. The PNP said the arrests were legitimate as they coordinated the operation with the Bureau of Immigration. A total of 34 cockfighting enthusiasts have been reported missing from 2021 to 2022. According to the police, the missing personalities were kidnapped allegedly due to match fixing or cheating in the cockfighting games. Patidongan claimed that the victims were already buried in Taal Lake. He named businessman Atong Ang as a mastermind in the case and also linked actress Gretchen Barretto to the disappearances. Senate President Francis 'Chiz' Esucero said Wednesday that all the four other members of the Senate minority bloc, except Senate Minority Leader Senator Vicente 'Tito' Sotto III, will be given respective committees to lead in the 20th Congress. Escudero explained that usually, only the Senate President, Majority Leader, Minority Leader, and Senate President Pro Tempore do not have committee chairmanships because they are officers of the Senate. This means that all the 41 permanent committees of the upper chamber will be distributed to the 20 other senators, including those from the minority bloc. 'Lahat sila magkakaroon ng komite… Inuuna lamang mag-organize ang majority, kapag natapos mag-organize ang majority, ang minority naman ang io-organize,' Escudero said in a Balitanghali interview. (All of them will be given a committee. The majority just has to organize first, and then the minority will organize after.) Other senators were also given two or more committees to chair this 20th Congress, such as Senators Alan Peter Cayetano (Accounts; Science and Technology; Higher, Technical and Vocational Education; and Justice and Human Rights), Imee Marcos (Labor, Employment & Human Resource Development; Cooperatives; and Foreign Relations); Pia Cayetano (Energy; Sustainable Development Goals, Innovation and Futures Thinking; and Ways and Means); and Bong Go (Health and Demography; Sports; and Youth). Lacson committee Meanwhile, Lacson said that the chairmanship of the Senate Committee on Electoral Reforms and People's Participation had been offered to him. In a statement, Lacson said he accepted the chairmanship, stressing that he will push for the passage of the Anti-Political Dynasty Act which is included in his priority bills in the 20th Congress. 'I will schedule as soon as possible my Anti-Political Dynasty bill and another bill also referred to that committee,' Lacson said. Escudero pointed out that the distribution of committee chairmanships does not depend on the seniority or length of service of a senator. 'Walang kinalaman 'yan. Authorities retrieved a human skull from Taal Lake on Tuesday amid the search and retrieval operations for the missing sabungeros, Justice Secretary Jesus Crispin Remulla said Wednesday. 'May kasamang bungo ng tao at mga buto,' Remulla said in an ambush interview. (There was a human skull and some bones.) 'Nandoon 'yung ngipin eh. May ngipin na kasama. Hindi ko alam kung kasama 'yung panga, 'yung lower jaw, pero 'yung upper teeth kasama,' he later added. (The teeth were there. There were teeth included.
