Impact of India's large rate cut may be limited, says rate panel member

MUMBAI, June 23 (Reuters) - The immediate incremental impact of an additional 25 basis-point rate cut delivered earlier this month by the Reserve Bank of India's monetary policy committee may be relatively limited, external member Saugata Bhattacharya told Reuters on Monday.
The MPC delivered a larger-than-expected 50-bp rate cut in June to bolster economic growth as inflation remained below target.
"Interest rates transmission also works through a transfer of disposable incomes across various economic stakeholders," Bhattacharya, the only member to vote for a 25-bp rate cut said while sharing his personal views.
He said the most crucial shift will be to micro, small and medium enterprises (MSME) and home loan borrowers from retail depositors.
"These shifts are likely to accumulate over the course of the year. How the relative marginal propensities to consume and save play out will determine inter alia changes to the credit multiplier and hence deposit and loan growth," he added.
Bhattacharya said inflation is likely to align with the RBI's 4% target on a durable basis in the coming quarters.
"Although the overall picture remains mixed, many high-frequency economic indicators also suggest continuing growth resilience," he said, adding that the RBI's forecast of GDP growth at 6.5% for fiscal year 2026 precluded the need for a deeper rate cut given current global uncertainty.
There may be space for more "good news" rate cuts, but Bhattacharya said he would "prefer a more gradual and calibrated path over this easing cycle".
The RBI's June policy actions should be seen as a step towards propelling growth to a higher aspirational trajectory, Governor Sanjay Malhotra had said in a post-policy briefing, adding that the country would like to achieve 7%-8% growth.
Bhattacharya said he would like to assess the effects on aggregate demand from the government's policy initiatives, particularly income tax cuts, as well as price and income support on demand revival.
Bringing short-term money market rates and overnight rates a little closer to the floor of the monetary policy corridor is probably needed at this point to accelerate the transmission of the policy rate into bank lending and deposit rates, Bhattacharya said.
Once transmission begins to align with the intended easing cycle, liquidity can then be calibrated, which the RBI has done in the past through various instruments to bring overnight rates closer to the policy rate, he added.

BEIJING, June 23 (Reuters) - Huawei Technologies' new MateBook Fold laptop is powered by an older-generation chip made by SMIC ( opens new tab, highlighting how U.S. export curbs are hindering China's top foundry from advancing to next-generation semiconductor manufacturing, Canadian research firm TechInsights said on Monday. There was widespread speculation in the industry that Huawei ( would use SMIC's newer 5nm-equivalent N+3 process node chip in the MateBook Fold that, according to TechInsights, marks Huawei's "most aggressive entrance into full-stack computing; chip design, OS development, and hardware integration". However, the laptop instead features the Kirin X90 chip, built on the same 7nm N+2 process node that was first introduced in August 2023, TechInsights said in a report. "This likely means that SMIC has not yet achieved a 5nm equivalent node that can be produced at scale," it said. "U.S.-imposed technology controls are likely continuing to impact SMIC's ability to catch-up to current foundry leaders in more advanced nodes across chips for mobile, PCs, and cloud/AI applications," TechInsights added. The MateBook Fold, which does not have a physical keyboard and features an 18-inch OLED double screen, was one of two new laptops Huawei launched last month. The devices are part of Huawei's broader push to build a self-reliant ecosystem amid U.S. efforts to limit its access to advanced chips. The laptops are the first to be sold with Huawei's Harmony operating system. It has not officially disclosed the processor used, though past models have used Intel (INTC.O), opens new tab chips. Huawei did not immediately respond to a request for comment. Reuters reported last year that the U.S. revoked licences that had allowed companies including Intel and Qualcomm (QCOM.O), opens new tab to ship chips used for laptops and handsets to Huawei. The U.S. curbs limited SMIC's access to advanced chipmaking tools, including extreme ultraviolet lithography. China-based foundries have to now rely on less efficient multi-patterning techniques that reduce yield, the report said. The report noted that Huawei's 7nm chip is several generations behind those used by Apple (AAPL.O), opens new tab, Qualcomm, and AMD (AMD.O), opens new tab. It added that China remains at least three generations behind the global semiconductor frontier, as foundries like TSMC and Intel prepare to roll out 2nm process technology within the next 12 to 24 months. Earlier this month, Huawei CEO Ren Zhengfei told Chinese state media that Huawei's chips were just one generation behind that of U.S. peers but the firm was finding ways to improve performance through methods such as cluster computing.

India's watchdog to start Air India annual audit, days after deadly crash

NEW DELHI, June 23 (Reuters) - Ten officials from India's aviation safety watchdog will visit Air India headquarters on Tuesday for an annual audit, a government memo showed, just as the airline is facing intense scrutiny after a plane crash killed 271 people. The audit is unrelated to the accident, but Air India has been getting warning notices for compliance lapses in recent days, and has also reduced its routes citing "operational stability" needs after the June 12 deadly crash of its Boeing (BA.N), opens new tab 787-8 Dreamliner in India's Ahmedabad. The Directorate General of Civil Aviation (DGCA) officials will inspect documents related to Air India operations, previous audit findings and action-taken reports during the visit, according to a government memo seen by Reuters. The 10-member DGCA team will include many flight operation inspectors and will be led by Adhiraj Yadav, a deputy chief flight operations inspector. Two officials to check on cabin safety norms are also in the team. The "annual surveillance and regulatory audit" will last from June 24-26, and mandatorily requires top Air India executives to be present, the memo stated. Air India and the DGCA did not respond to Reuters queries. The watchdog on Saturday issued a warning to Air India for "repeated and serious violations" related to pilot duty scheduling, and directed the airline to remove three company executives from crew scheduling roles. Air India said it has complied with the order. Air India was taken over by the Tata Group in 2022 and faces many challenges in its attempts to rebuild its image, after years of criticism from travelers for poor service. Last week, Reuters also reported the authorities had also warned Air India for breaching safety rules after three of its Airbus planes flew despite being overdue for checks on emergency equipment of escape slides. The cause of the June 12 incident is still under investigation.
