Agri damage due to Crising, Habagat now at P323.15M — DA
In its report, the Department of Agriculture-Disaster Risk Reduction and Management Operations Center said the damage and losses to rice, corn, cassava, high value crops, fisheries, livestock and poultry and agricultural infrastructure stood at P323.15 million with volume of production loss at 10,595 metric tons (MT).
The combined weather disturbances affected 14,772 farmers and fisherfolk and 15,868 hectares of agricultural areas in Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol Region, Western Visayas, and Socckskargen.
The values reported are subject to validation as further damage and losses are expected in affected regions as assessment and validation are ongoing, according to the DA.
The Agriculture Department said the following assistance are available:
P545.56 million worth of agricultural inputs (rice, corn, and vegetable seeds) from DA Regional Field Offices I, II, III, IV-A, IV-B, VI, and XII
500 bags of rice stocks from the National Food Authority (NFA) has been issued to Local Government Unit of Palawan for distribution
Quick Response Fund (QRF) for the rehabilitation and recovery of affected areas
P400 million for the Survival and Recovery (SURE) Loan Program of the Agricultural Credit Policy Council (ACPC) with up to P25,000 loanable amount, payable in three years at zero interest
Initial amount of P268 million for the indemnification of 45,980 insured affected farmers through the Philippine Crop Insurance Corporation (PCIC)
In a separate statement, Agriculture Secretary Francisco Tiu Laurel Jr. has directed officer-in-charge Undersecretary for Operations Roger Navarro and Undersecretary Chris Morales, who overseas the country's National Rice Program, to immediately visit areas devastated by Crising and the Habagat to provide urgent support to affected farmers and fisherfolk.
"We want our farmers and fisherfolk to know that the government is fully committed to supporting them, especially during these challenging times," said Tiu Laurel.
"Essential resources, including seeds and financial aid, are readily available to help our stakeholders recover swiftly,' added the DA chief.
Meanwhile, the DA said its regional field offices are are undertaking the following:
Conduct of field validation and needs assessment in areas affected by Southwest Monsoon and Crising;
Close coordination with concerned national government agencies, local government units, and other DRRM-related offices on the impact of the disaster, including road obstructions that may affect the food supply chain, and flooding that will cause further damage and losses; and
Monitoring of prices is on-going for any changes in prices and movement of agricultural commodities. In line with this, a price ceiling on agricultural commodities is in effect in areas under State of Calamity, as mandated by Republic Act 7581 or 'The Price Act.'

Southwest monsoon, LPA to trigger rains across PH
The Southwest Monsoon or habagat and a low pressure area (LPA) will affect several areas of the country, bringing cloudy skies and rainshowers, PAGASA said in its weather bulletin on Thursday. At 3 a.m., it said the LPA was estimated at 380 kilometers northeast of Daet, Camarines Norte or 390 kilometers east of Casiguran, Aurora. Due to the LPA, Cagayan Valley, Cordillera Administrative Region, and Aurora will have cloudy skies with scattered to widespread rains and thunderstorms. Metro Manila, Ilocos Region, the rest of Central Luzon, CALABARZON, Bicol Region, Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Northern Samar will also experience cloudy skies with scattered rains and thunderstorms as a result of the LPA. The rest of Visayas, Zamboanga Peninsula, Northern Mindanao, Caraga, BARMM, and Palawan will likely see cloudy skies with scattered rains and thunderstorms brought about by the Southwest Monsoon. Rains, cloudy skies possible over parts of Luzon due to LPA
Most parts of Luzon will experience cloudy skies, rains, and thunderstorms because of the low pressure area, PAGASA said in its Wednesday afternoon forecast. At 3 p.m., the LPA was spotted 245 kilometers east northeast of Virac, Catanduanes, or 370 km east of Daet, Camarines Norte. It has a low chance of becoming a tropical cyclone within the next 24 hours, along with the LPA located 2,865 km east of Northern Luzon as of 2 p.m. However, the LPA in the east of Catanduanes is expected to affect the weather conditions in Cagayan Valley, CALABARZON, Aurora, and Marinduque, according to PAGASA's 4 p.m. daily weather forecast. The LPA will also bring cloudy skies with scattered rains and thunderstorms over Metro Manila, Visayas, the Ilocos Region, the Cordillera Administrative Region, the rest of Central Luzon, the Bicol Region, Occidental Mindoro, Oriental Mindoro, and Romblon. Meanwhile, Zamboanga Peninsula, Northern Mindanao, and CARAGA will see the same weather conditions due to the Southwest Monsoon (Habagat). Partly cloudy to cloudy skies with isolated rain showers or thunderstorms will be observed over Palawan and the rest of Mindanao also due to the Habagat. PAGASA warned the public of possible flash floods or landslides due to moderate to heavy rains or severe thunderstorms. Reported death toll due to Crising, Dante, Emong, Habagat now 40 — NDRRMC
The reported fatalities due to the impact of Tropical Cyclones Crising, Dante, Emong, and the Southwest Monsoon or Habagat have increased to 40, the National Disaster Risk Reduction and Management Council (NDRRMC) said Wednesday. In its 6 a.m. report, the NDRRMC said most of the fatalities were reported in Metro Manila with nine, followed by Calabarzon with eight and Western Visayas with six. Three deaths were reported each in Ilocos Region, Cordillera Administrative Region, Negros Island Region, and Northern Mindanao. Two fatalities were reported in Central Luzon. One death was also reported each in Mimaropa, Davao Region, and Caraga. According to the NDRRMC, only three fatalities have been confirmed so far. The validated deaths were due to drowning and falling debris incidents. The NDRRMC also said 33 people were reported injured and eight were reported missing. A total of 8,641,010 people and 2,379,904 families have been affected by the bad weather in all regions except Eastern Visayas. The region with the most number of affected individuals was Central Luzon with 2,851,050. Floods, landslides, collapsed structures, and tornadoes were reported in the affected areas. Of the total affected population, 86,428 people or 23,142 families were staying in evacuation centers, while 108,160 people or 27,861 families were taking shelter in other places. Damage The extent of damage was reported at P15,464,320,692 for infrastructure, P2,984,143,362 for agriculture, P1,216,247,570 for irrigation systems. A total of 73,059 houses were damaged—64,593 partially and 8,466 totally. Interruptions of power supply, water service, and communication lines were reported in the affected areas. Some airports and seaports also became non-operational leaving many passengers stranded, according to the NDRRMC. Classes in 1,047 areas and work schedules in 934 areas were suspended due to the threat of the bad weather. A state of calamity was declared in 255 cities and municipalities.
