Ludhiana: In a major step to combat
child trafficking
and forced begging, the health department collected DNA samples from six rescued children at the civil hospital on Wednesday in the presence of the district child protection officer (DCPO) and police personnel as part of Project Jeevanjot 2.0.
The move comes two days after the district administration faced a setback when hospital staff refused to take DNA samples, citing a lack of official guidelines. In response, deputy commissioner Sakshi Sawhney constituted a high-level committee comprising the DCPO, civil surgeon, and representatives from the police commissioner to oversee the testing process.
DCPO Rashmi Saini said the six children were accompanied by adults who claimed to be their parents but had failed to produce any valid documents such as Aadhaar cards or birth certificates.
Consent for the DNA testing was reportedly taken from the adults present. However, the process raised ethical questions within the health department, with one official noting the unusual nature of taking consent from individuals who may be implicated in trafficking if the DNA results prove otherwise.
The Child Welfare Committee (CWC) chairman, Gurjit Singh Romana, confirmed that the testing had been carried out under the committee's direction.
He said legal action would be initiated if biological links between the children and the adults could not be confirmed. Of the 18 children rescued from the streets of Ludhiana, only one child's biological relationship was verified through documentation, while 11 remain unclaimed, and efforts to establish their identities continue.
Any adult found to be claiming parental ties falsely may face legal charges under a range of laws, including the Bharatiya Nyaya Sanhita (BNS), Juvenile Justice Act, Child Labour Act, and Bonded Labour Abolition Act.
The photos and profiles of unidentified children will also be uploaded to the Track the Child Portal to help locate their real families.
Each child will have an individual case file compiled by the DCPO, detailing everything from DNA test records and social investigation reports to any benefits provided and information about the accompanying adult. The administration said the children have been relocated to safe temporary shelters while verification is underway.

On July 9, the accused told the boy's parents that he had died after falling from the terrace and insisted on an immediate burial. The family conducted the funeral in Ghaziabad, but grew suspicious after noticing injuries on his body, including near his private parts. Later, the boy's sister told the family that Shahzad used to sleep next to the teen and would often violate him. She had remained silent due to fear and the belief that the situation would eventually improve. Following permission from Ghaziabad district magistrate, the body was exhumed, and a postmortem examination was conducted. The report confirmed the boy had been sexually assaulted and fatally beaten. Police launched an investigation and detained the brother-in-law, who confessed to the crime. "An FIR under BNS sections 105 (culpable homicide not amounting to murder), 115(2) (voluntarily causing hurt), and 3/4 of the Pocso Act has been registered," said Anita Chauhan, circle officer, Pilakhua. SHO Ashish Pundeer told TOI that an investigation is also underway to determine if any other children were also sexually abused by the accused teacher. "Appropriate action will be taken," he said. Rajkot: A 39-year-old stock trader from Junagadh has filed a police complaint against jailed murder accused Amin Sangh, his aide Ejaz alias Eju Baloch, and unidentified associates, alleging repeated threats and extortion over a disputed Rs 10 lakh. Complainant Dhaval Pathak said the intimidation began on July 21, when Amin called him at his Khumari office on Zanzarda Road. Amin allegedly claimed that one Ram Rathod had given Rs 10 lakh to Pathak for stock market investment and demanded the money back. Pathak stated that all dealings with Ram had ended two-and-a-half years ago in the presence of a mutual acquaintance Hira and that Ram had been murdered nearly two years ago. Despite his explanation, Amin allegedly warned him not to "disappear," saying another case would not matter to him as he was already in jail. Pathak alleged that the threats escalated over the following week. On July 23, Amin called again through Ejaz Baloch's phone, warning that he could abduct Pathak without anyone knowing. Investigation officer Jatin Patel said Amin is currently lodged in Surat jail in connection with murder and other criminal cases, while Ejaz is out on bail in a Gujarat Control of Terrorism and Organised Crime Act (GujCTOC) case filed by Rajkot police. Police are investigating how Amin allegedly made the calls from jail, or whether others used his name to intimidate the complainant. The case has been registered at Junagadh City B Division police station under sections 308(4), 351(3), 54, and other relevant provisions of the Bharatiya Nyaya Sanhita (BNS). Mangaluru: Three persons have been arrested on charges of stealing money from a donation box in Vittal police station limits. The accused are Twaheed, 19, Ummar Farooq, 18, and Mohammad Nabeel, 18, residents of Vittal Kasaba village, Bantwal. The complainant in the case, D Narayana Rao, 72, a resident of Delantabettu, Kanyana, Bantwal, is the president of a place of worship. Donation boxes related to this centre were installed by the roadside near the Delantabettu school and below the Delantabettu Church in Kanyana village, Bantwal taluk. When the complainant went to these locations on July 26 to collect the money from the donation boxes, he discovered that unknown miscreants broke open the locks of both boxes and stole an estimated sum of Rs 12,000 to Rs 15,000. Based on the complaint filed, a case was registered at Vittal police station under Section 303(2) of the BNS. Investigation is on.
