Ministry Proposes Key Changes to Motor Vehicle Regulations in India

Economic Times4 days ago
Synopsis
In a bid to enhance road safety, the Ministry of Road Transport is proposing significant amendments to the Motor Vehicles Act. The Centre plans to regulate speed limits for national highways, leaving state highways and local roads under state jurisdiction.
Agencies Image for representation In a significant move to clarify speed limits and improve road safety, the Ministry of Road Transport has proposed new amendments to the Motor Vehicles Act, The Times of India reported on August 3. These changes aim to establish a clear authority over speed limits, with the Centre responsible for national highways (NHs) and expressways, while states will manage speed limits for state highways and local roads, ToI's report (by Dipak K Dash) said.Currently, there is a mismatch between the speed limits set by the Centre and those imposed by individual states. This inconsistency often leads to confusion among drivers, who may unknowingly breach state-imposed speed limits on highways that are supposed to follow national guidelines. The proposed amendments aim to standardise these limits, which could help reduce penalties for drivers and curb corruption linked to enforcement practices. In addition to speed limit changes, the ministry is taking a firm stance on uninsured vehicles. The proposed amendments suggest increasing penalties significantly. Currently, the fine for driving without insurance stands at Rs 2,000 for first-time offenders and Rs 4,000 for repeat offenders. The new proposal will require uninsured drivers to pay three times the base insurance premium for first offences and five times for subsequent violations. This initiative is designed to tackle the rising issue of uninsured vehicles on Indian roads.
The draft amendments also include stricter regulations for the renewal of driving licences. A mandatory driving test will be required for individuals convicted of serious offences, such as overspeeding or driving under the influence. Moreover, drivers aged 55 and above will be subject to a driving test at the time of licence renewal, ensuring that all drivers maintain a competent level of skill.
The ministry has circulated these proposed amendments to other government bodies for feedback before seeking Cabinet approval.

Ghaziabad plans a four-lane flyover to unclog Hapur Chungi junction

Ghaziabad: Hapur Chungi intersection, one of the city's major traffic bottlenecks, is set to get a four-lane flyover soon, district officials said. The move is aimed at decongesting the area, which sees heavy vehicular movement daily due to the convergence of multiple high-volume routes, including NH-9, NH-58, and the Alt Center, with no grade separation to streamline the traffic flow. The administration has directed the UP Bridge Corporation to submit a detailed project report (DPR) for the proposed project within two weeks. The flyover, proposed to be 800 metres long and four lanes wide, is expected to cost around Rs 98 crore. The move aims to ease traffic on one of the busiest road stretches in the city, where vehicles from NH-9 heading toward Shastrinagar, Meerut, Delhi, and Hapur district frequently get caught in snarls. It will also ease traffic moving from Delhi and Sahibabad via Mohan Nagar and Thakurdwara en route to Hapur. DM Ravindra Kumar Mandar said, "Once DPR is received, it will be sent to the state govt for approval, and the construction is expected to be completed within the next one year. The project cost will be borne by the state Public Works Department, which also holds the stretch of the road where this construction will happen." The DM said that apart from the flyover, the administration is also working on addressing local traffic congestion issues. During his inspection of the Collectorate area earlier this week, Mandar instructed officials to expand parking facilities in the complex, which often witnesses haphazard vehicle movement and overcrowding. "The goal is to bring visible improvements in the city's traffic management. We are looking at both short-term steps like better parking management and long-term infrastructure like new bridges to ensure smoother movement for residents," he added. In a day, 218 challans issue in Dharamshala for illegal parking

Dharamshala , In a major crackdown on unruly parking, Kangra District Police issued 218 challans for illegal parking across the district in a day, police said on Thursday. In a day, 218 challans issue in Dharamshala for illegal parking During the 24-hour drive that ended on Wednesday, a large majority of vehicle fined included those parked along the roads, especially in high-traffic areas. The police have raised concerns that haphazard roadside parking is not only disrupting smooth traffic flow but also posing serious safety risks to pedestrians and motorists alike. The situation is particularly alarming in McLeodganj, a key tourist hub, where narrow roads and heavy footfall already strain the local traffic system. "Disorderly roadside parking is a punishable offence under the Motor Vehicles Act, 1988," the police said, adding that surveillance through Intelligent Traffic Management System has been intensified and offenders are now being penalized with challans, vehicle seizure, and other legal actions. Additional Superintendent of Police Kangra Hitesh Lakhanpal said, "Under the Safe City initiative of the Smart City Project, we have installed six ITMS units in Dharamshala to monitor traffic violations round-the-clock." "More systems are in the pipeline, and traffic lights have already been set up in McLeodganj, with more intersections identified for signalization and road widening", he added. However, the enforcement drive has also drawn criticism from citizens, who argue that the lack of adequate parking facilities has left them with no choice. "The police should focus on vehicles that are abandoned or permanently parked for weeks with tarpaulins. Regular visitors and shopkeepers should not be unnecessarily penalized," said a local businessman Sansar Chand. Retired administrative officer Lalit Kumar said that "When the administration permits commercial establishments in residential areas without providing parking infrastructure, roadside parking becomes inevitable. Penalizing people under such circumstances is unjust." The police have urged citizens to strictly follow traffic rules, cooperate with enforcement efforts, and use only designated parking areas for their vehicles to help maintain order and safety on the roads.
