Government looks to push legislative agenda amid parliamentary deadlock over SIR discussion demand

The Hindu2 days ago
The government is likely to push on Monday (August 4, 2025) the passage of a key sports bill in the Lok Sabha, amid a continuing deadlock in Parliament as the Opposition's united demand for a discussion on SIR failed to draw a positive response from the ruling alliance.
The Lower House has listed the National Sports Governance Bill, which envisages greater transparency in the functioning of sports bodies, for consideration and passage.
The Rajya Sabha has listed for passage on Monday (August 4, 2025) a resolution from Home Minister Amit Shah on the extension of the President's rule in Manipur by another six months with effect from August 13.
Except for a two-day discussion on the Pahalgam terror attack and Operation Sindoor in both the Houses, parliamentary proceedings have been all but a washout since the Monsoon session began on July 21 as the Special Intensive Revision (SIR) of electoral rolls in Bihar has ignited vociferous protests from Opposition parties.
The INDIA bloc, which has in previous sessions often spoken in different voices, has joined ranks over the issue, alleging the Election Commission of India's exercise is aimed at removing voters sympathetic to its agenda and boosting the prospects of the BJP-led National Democratic Alliance.
The ECI has said it will roll out the exercise nationally to "protect" the integrity of electoral rolls to ensure that only eligible voters are allowed to cast votes.
The Leader of Opposition in the Lok Sabha, Rahul Gandhi, has accused the ECI of "vote chori" (stealing votes) and has been fiercely critical of the poll body. The ECI had in a statement on Saturday (August 3, 2025) rejected Mr. Gandhi's allegations as "baseless", "unsubstantiated" and "misleading".
With the government paying little heed to the demand for a discussion on SIR in Parliament, the Opposition has been unsparing in its protest in Parliament, forcing repeated adjournments.
Parliamentary Affairs Minister Kiren Rijiju has maintained that it is for the Chair of the two Houses to decide on the Opposition's demand in accordance with the rules.
However, he also recently cited a ruling by Balram Jakhar, a veteran Congress leader who was the Lok Sabha Speaker between 1980 and 1989, that the House cannot debate the functioning of a constitutional body like the EC to suggest the government's disapproval of the Opposition's demand.
A key government functionary said that if disruptions continue to block its agenda in Parliament, then it will push for the passage of its key bills despite the din.
Mr. Rijiju had said on Friday (August 2, 2025) that SIR is part of the Election Commission of India's mandate. "This is not the first time the ECI is doing it. Whether Parliament can discuss the EC's administrative work or not is for the Chair to decide in accordance with rules," he added.
He noted that a Minister related to the issue in discussion generally replies to the concerns raised by members, and wondered who could do so in the case of the Election Commission, a constitutionally autonomous body.
What is not favoured by rules and convention cannot be discussed, he had said.
Another bill that is listed for consideration and passage in the Lok Sabha is the National Anti-Doping (Amendment) Bill.

RPAs for 3 services to mountain radars: DAC clears procurements worth Rs 67,000 cr

The Defence Acquisition Council (DAC) chaired by Defence Minister Rajnath Singh on Tuesday approved a range of military procurement proposals for the armed forces worth nearly Rs 67,000 crore. These include the procurement of Medium Altitude Long Endurance (MALE) Remotely Piloted Aircraft (RPAs) for the three services, a compact autonomous surface craft for the Navy, maintenance support for the C-17 and C-130J fleets of the Indian Air Force (IAF), and a comprehensive annual maintenance contract for the S-400 long range air defence missile system. The DAC's approval for the maintenance of both American and Russian platforms with the IAF can be considered a display of strategic autonomy by India, especially at a time when the US President Donald Trump has been criticising India over its crude oil imports from Russia, a move New Delhi termed 'unjustified and unreasonable targeting' of the country. The IAF has a fleet of 12 C-130J-30 Super Hercules Aircraft, procured from the US in 2010-11, followed by additional orders in the subsequent years. The IAF operates a fleet of 11 C-17 Globemaster III aircraft procured between 2013 and 2019. Both were procured by India from the US under separate Foreign Military Sale (FMS) agreements. India had signed the S-400 deal with Russia in 2018, a year after the US passed the Countering America's Adversaries Through Sanctions Act (CAATSA). The long range surface to air missile system played a critical role in defending Indian skies during Operation Sindoor between May 7 and 10. These procurements are particularly significant in the light of Operation Sindoor, which was launched by India on May 7 after the April 22 terror attack in Pahalgam that left 26 people dead, and appear to be drawn from lessons learnt from it. According to a statement issued by the Defence Ministry, the DAC has granted an Acceptance of Necessity (AoN) for the procurement of Thermal Imager-based Driver Night Sights for the Battle Mechanised Platforms with the Army, which will enhance the night driving capability of BMPs and provide higher mobility and operational advantage to the mechanised infantry. The DAC is the primary body responsible for approving major capital acquisitions in defence. The first step in the defence procurement process is the Acceptance of Necessity (AoN). However, obtaining an AoN does not always lead to a final order. The DAC also approved the procurement of the compact autonomous surface craft, the BrahMos fire control system and launchers, and the upgrade of the BARAK-1 point defence missile system for the Navy. 'The procurement of the compact autonomous surface craft will enable the Indian Navy to detect, classify and neutralise threats during anti-submarine warfare missions,' the statement said. For the Indian Air Force, an AoN was granted for the procurement of mountain radars and the upgrade of the SAKSHAM/SPYDER weapon system, which will enhance air surveillance capabilities along and across borders in mountainous regions. The upgrade of the SAKSHAM/SPYDER system for integration with the Integrated Air Command and Control System will strengthen India's air defence capabilities. Additionally, the procurement of MALE RPAs for three services will support round-the-clock surveillance and combat readiness, as these aircraft can carry multiple payloads and weapons while operating at longer ranges for extended missions.

Opposition questions Aarti Sathe's nomination to bench citing political past

The Supreme Court Collegium's recommendation of advocate Aarti Sathe for elevation as a judge has stirred political controversy, with opposition parties in Maharashtra raising concerns over her past political affiliations. Sathe, they claim, served as a BJP spokesperson between 2023 and Bharatiya Janata Party (BJP), however, clarified that Sathe had resigned from all party positions and primary membership in early Sathe hails from a family of legal professionals. Her father, senior counsel Arun Sathe, is also known to have been active in politics, according to some lawyers practising in the Bombay High Court. Sathe is reported to specialise in tax disputes, matters before the Securities Appellate Tribunal (SAT) and SEBI, as well as matrimonial cases. The Maharashtra unit of the Indian National Congress posted on X, criticising the recommendation. In a strongly worded statement, the party said, 'The height of shamelessness. Shockingly, BJP spokespersons are being selected as judges. The BJP has openly started a cruel mockery of democracy.'Rohit Pawar, leader of the NCP's Sharad Pawar faction, also voiced objections via a post on X. He shared a screenshot from a now-defunct social media account of Sathe, in which she had announced her appointment as BJP spokesperson in Mumbai, accompanied by a folded hands wrote: 'The appointment of a person who advocates for the ruling party from a public platform as a judge is the greatest blow to democracy. This will have far-reaching consequences on the impartiality of the Indian judicial system. Merely possessing the qualifications to become a judge and appointing politically affiliated individuals directly as judges—isn't this tantamount to turning the judiciary into a political arena?'He further questioned the neutrality of judicial appointments: 'When a person appointed as a judge in a high court has a political background and has held a position in the ruling party, who can guarantee that the process of delivering justice will not be tainted by political bias? Doesn't the appointment of a single political figure raise questions about the entire process of justice delivery?'In response, BJP Maharashtra media head Navnath Ban dismissed the allegations as baseless. In his reply to Pawar on X, he wrote: 'False accusations should not be made recklessly. Aarti Sathe resigned from the position of BJP spokesperson on January 6, 2024. The resignation letter was submitted to the then state president Chandrashekhar Bawankule and Mumbai BJP president Ashish Shelar.'Ban also posted a copy of Sathe's resignation letter, in which she stepped down from her roles as BJP Mumbai spokesperson, Head of the BJP Mumbai Legal Cell, and primary membership of the party. The letter cited personal and professional reasons and stated that she would no longer be able to discharge her duties in those Supreme Court Collegium, led by Chief Justice of India BR Gavai and comprising other senior judges, interviews prospective candidates and forwards recommendations to the central government for judicial appointments. On July 28, the Collegium recommended three names for elevation, including Sathe's. The central government is yet to act on the recommendations.- Ends IN THIS STORY#Maharashtra
