Manipur: 13 militants arrested in last 24 hours in a statewide crackdown

Imphal: At least 13 militants have been arrested in a statewide crackdown in a joint operation by security forces and police in Manipur in the last 24 hours, police said on Sunday.
Those arrested are 'active' members of banned insurgent groups and were allegedly involved in extortion activities, an officer said. 'We have been receiving complaints of extortion and illegal activities. To crack down on those armed miscreants or militants, we have been taking necessary measures,' a senior police officer told HT.
The police said two active members of the Kangleipak Communist Party – People's War Group [KCP (PWG)] faction — Ningthoujam Kiran Meitei alias Boinao (29) of Lairenkabi Mayai Leikai and Sorokhaibam Inaocha Singh (45) of Salam Mamang Leikai, both residents of Imphal West district — were arrested on Saturday.
The duo were allegedly extorting money from government departments, officials, and the public. 'A large cache of items was recovered from their possession, including 75 rounds of assorted ammunition of various calibers such as 5.56 mm, AK, and .303, along with two Baofeng two-way radio sets with chargers, a green bulletproof vest with two iron plates suspected to be improvised armour, a camouflage helmet, mobile handsets, an Aadhaar card, a green backpack, and a four-wheeler vehicle,' an officer said.
Abujam Manoj Singh (21), an active member of the KCP (Apunba) faction, was also apprehended on May 10 from Salam Maning Leikai under the jurisdiction of Patsoi police station in Imphal West district. Security forces recovered 46 live rounds of 5.56 mm caliber ammunition and a mobile phone from his possession.
In a separate operation, Sogolsem Thoithoi alias Samson (44), an active cadre of the Revolutionary People's Front/People's Liberation Army (RPF/PLA), was arrested from Mayang Langjing Kwaisphai under Lamsang police station. He was reportedly involved in extorting money from government schools and the public in the Imphal area, the officer said.
Two active cadres of the People's Revolutionary Party of Kangleipak – Progressive [PREPAK (Pro)] faction were arrested on Saturday. 'Ingudam Ingocha Singh alias Borobi (48) of Seijang Makha Leikai, Imphal East district, accused of transporting logistics, arms, ammunition, and food supplies for the outfit, was held from Chingarel Tejpur under Lamlai police station. Sarangthem Premananda Singh alias Nanao (35) of Kakching Khunou was arrested from Wangoo Chairel Sabam in Kakching district. He is suspected of being involved in extortion activities,' an officer said.
An active member of the G5 organisation — one of the five banned underground outfits affiliated with PREPAK --- Salam Kifson Luwang alias Loya (26) was arrested from Wahengbam Leikai Lairembi Maning under Imphal police station. He is suspected of extorting money from the public in the valley region, the officer said.

Meanwhile, four active cadres of the KCP (Meitei Communist Progressive) faction were apprehended from different locations in Imphal West and Kakching districts on Friday.
Security forces arrested Hidangmayum Harishankar Sharma alias Ajay (32), Hidangmayum Naoba Sharma alias Nongthang (36), Oinam Jeet Singh alias Sanamani (42), and Laishram Inao Singh alias Loya or Sanjenaha (42), and seized two pistols with magazines, 27 rounds of live ammunition, a three-wheeler and a two-wheeler, along with four mobile phones, wallets, and identity cards during the operation.
Two more arrests were made on Friday. Ningombam Jiten Singh alias Bikramjit (45), an active cadre of KCP (PWG) accused of extortion, was arrested from Thoubal Ningombam Utha Leirak. Khangembam Ningthem Meitei alias Tomcha (51), a PREPAK (Pro) member, was arrested from his Ningel Awang Leikai residence under Nongpok Sekmai police station in Thoubal district. He is suspected of extortion, illegal road tax collection, and illegal recruitment in his area, the officer said.
The security forces are carrying out extensive intelligence-based combing operations and cordon-and-search drives across the state. The officer added that the state's security forces are committed to combating militant activity and protecting the public from illegal extortion networks.

This decision came while rejecting the bail plea of an alleged Bangladeshi man accused of illegally entering India and obtaining forged documents. The bench emphasised that under Section 9 of the Citizenship Act, 1955, the burden of proving citizenship lies with the individual. The accused had claimed to be Indian but failed to produce valid citizenship documents such as a passport or a certificate issued under Indian law. The ruling reinforces that possession of commonly used identity documents does not override the legal requirement to prove nationality. What the Case Was About The man in question, Babu Abdul Ruf Sardar, was arrested on charges of: Illegal entry into India Possessing forged Indian identity documents Potential national security violations During the investigation, authorities allegedly found Bangladeshi birth certificates on his phone. While he claimed Indian citizenship and produced Aadhaar, PAN, and voter ID, the court found these insufficient as proof of nationality. Justice Amit Borkar, after reviewing the evidence, observed that citizenship claims must be tested strictly under the Citizenship Act and that the burden of proof lies with the accused when credible evidence raises doubts about nationality. 'The allegations in this case are not small. It is not just about staying in India without permission or overstaying a visa. It is about making and using fake and forged identity documents like Aadhaar card, PAN card, and Voter ID, with the aim of pretending to be an Indian citizen.' "The Bombay High Court rejected regular bail for the applicant, booked under BNS u/s 335, 336(3), 340/3(5), Passport Act u/s 3(a), 6(a) and Foreigners Order u/s 3(1), 3(2), 14, after forensic extraction from his phone disclosed Bangladeshi birth certificates (his and his mother's) and CDR/IPDR logs revealed persistent cross-border calls to Bangladesh-linked numbers. Invoking section 9 of the Foreigners Act, 1946, the Court held that this credible prosecution evidence shifts the burden to the applicant to prove Indian citizenship; until such proof is furnished, mere possession of unverified Aadhaar, PAN or Voter ID cards whose authenticity is still under UIDAI scrutiny cannot establish nationality or justify release," said Rahul Sundaram, Partner, IndiaLaw LLP. What the Court Said Justice Amit Borkar, delivering the order, made three key points: Identification ≠ Citizenship Aadhaar, PAN, voter ID, and passports are meant to verify identity for services and voting, not to establish nationality. Citizenship Must Be Proven Under the Citizenship Act, 1955 To prove you are an Indian citizen, you must show eligibility through: Birth in India before a certain cut-off date Indian parentage Registration or naturalisation as per law "Under Indian law, documents like Aadhaar, PAN, or Voter ID establish identity or residence—not citizenship—and the Bombay High Court has rightly held that citizenship must be proved strictly in accordance with the Citizenship Act, 1955 and recognised legal evidence," said Athira Sajan, Associate Partner, King Stubb & Kasiva, Advocates and Attorneys. Burden of Proof Is on the Individual Under the Foreigners Act, if the state presents credible evidence that raises doubt about a person's citizenship, it is the individual's responsibility to prove they are Indian. The Laws Involved Citizenship Act, 1955 — Defines how citizenship is acquired and the documents needed to prove it. Foreigners Act, 1946 (Section 9) — Places the burden of proof on the person suspected of being a foreign national. Representation of the People Act — Governs voter ID issuance, which is not linked to a citizenship verification process as rigorous as the Citizenship Act. Why Your Aadhaar or Voter ID May Not Be Enough Aadhaar is issued based on proof of identity and residence — not nationality. PAN card is for tax purposes — foreign nationals can also obtain one. Voter ID is linked to electoral rolls — errors or fraudulent enrolment can occur. Passport requires some citizenship verification but can be obtained fraudulently. In short: These documents are valid for day-to-day identification but are not decisive proof of nationality in a court of law. Implications of the Ruling Legal Scrutiny in Citizenship Disputes If your citizenship is challenged, you'll need documentary evidence like birth certificates, parentage records, or official nationality certificates. The Enforcement Directorate on Wednesday conducted searches against an Uttar Pradesh-based realty group as part of a money laundering probe against it for allegedly duping investors to the tune of ₹248 crore, official sources said. Security personnel stand guard outside the Enforcement Directorate (ED) office in New Delhi.(HT File) At least eight premises in Lucknow and two in Delhi are being searched in the case against Rohtas Projects Ltd., the sources said. The action is being carried out under the Prevention of Money Laundering Act (PMLA), they said. The money laundering case stems from as many as 87 FIRs filed by home/commercial space buyers since 2021, alleging they were duped and not given their properties. As per a forensic audit conducted by the UP RERA (Uttar Pradesh Real Estate Regulatory Authority), the "proceeds of crime" in this case is ₹248 crore, the sources said. The searches are being conducted with an aim to find evidence and the assets of the promoters for attachment as they are "absconding" since the last four years, the sources claimed. The promoters of the company have been identified as Piyush Rastogi, Paresh Rastogi and Deepak Rastogi. The promoters or their legal representatives could not be contacted immediately for a comment on the ED action against them.

ROURKELA: Local branch manager of Bandhan Bank and an agent of IDBI Bank were among 14 persons arrested by the Rourkela police for their association with an organised crime syndicate involved in operation of mule bank accounts. The crime syndicate, based out of Rourkela, was primarily involved in procurement and operation of mule bank accounts to facilitate transfer of illegal proceeds in cyber crime and money laundering activities in India and abroad. The seizure included 30 Aadhaar and 10 PAN cards used in fake accounts, 17 passbooks of different banks, four cheque books, one laptop, 15 mobile phones and a car. Acting on a tip off, a team of the Cyber Crime & Economic Offences police station with help of local police arrested the 14 in two phases for acting as conduits for the gang, Rourkela SP Nitesh Wadhwani said.
