OPINION - The London Question: Are London restaurants just too expensive now?

London can stake a convincing claim as the world's greatest city in which to dine out. Forget Paris and New York be damned. Here, there is everything at every level. A microcosm might be found on Goodge Street, a run from Tottenham Court Road into Fitzrovia. Wander down it and there's a long-standing chain (Spaghetti House, est 1955), a snack bar (Singaporean curry puff slinger Old Chang Kee, excellent), a fast-food joint (Cheat Meals) and, à la mode, a stylish French bistro named 64 Goodge Street. Soon it is to get what is now another of London's typical sights: a restaurant serving a menu few can hope to afford. Enter 3 Gorges, a new Cantonese with a 12-course, £388-a-head offering.
This is not the only menu 3 Gorges is expected to serve: there will be three other options, one at £69 a head, another at £89 a head and the third at £189 a head. But that 3 Gorges can open with the £388 figure with barely an eyelid batting — there has been almost no reportage, the Standard aside — speaks to a city that is already fatigued by restaurants fishing for billionaires.
Where else? Japanese steakhouse Aragawa, where the caviar starter is £295 and steaks hit £900. Sushi Kanesaka, £420 per person before drinks or service. House wine? £125. The Araki charges £310, ditto no drinks. At The Rubens at the Palace, rarely cited as one of London's great food hotels, the Golden Tips Tea experience — that's an upmarket afternoon tea — costs £575 for two. Last year it was £500. Dine at Claude Bosi's Bibendum and a roast chicken course can be added to the £225 menu as a £125 supplement. Go to Otto's — which, fair's fair, absolutely markets itself on this sort of thing — and there is a £300 burger. Meanwhile, old hands like The River Café offer starters in the mid £30s, and mains all cheerfully approaching £70. And, darling, isn't it just divine?
Ultra-expensive restaurants for the ultra-wealthy are nothing new. They will continue to come and go, often the same operators with a new name. But what about the rest of us, how are we faring? Not especially well. There is an ever-growing glut of restaurants that market themselves as something for the middle-income Londoner, but where a meal for two with a bottle of wine will tick past £220 without much effort. Expect starters hovering around £20, mains at £40, and wine lists getting going at £50. Puddings are often now in the teens, water is usually a fiver, and service is increasingly at 15 per cent. There is a well-known, well-liked restaurant in Kensington that prides itself on 'simple, seasonal' food, and has long cultivated a reputation as somewhere for its locals. Well-heeled as the residents of W8 are, surely even they must baulk at a choice of just three mains when two are in the mid £40s and the other crouches just below £60.
If you do not eat out often, this may seem extreme, but it is commonplace. The situation is not without its reasons. Energy costs are up, so too food and drink prices. This month, alcohol duty has risen. Elsewhere, staff costs have lurched upwards astronomically — chefs and waiters are no longer the underpaid, overworked workforce they used to be. A kitchen porter, once the lowliest of restaurant jobs, might easily now earn £30k a year. It could be said the industry inflicted this particular difficulty upon itself in a moment of panic — but it cannot be undone and with the increase in National Insurance contributions for employers, which are rising from 13.8 per cent to 15 per cent, restaurateurs are set to struggle further. The bogeymen that are landlords should shoulder some blame, too. Rates are bad. It's all the usual stuff, and it all adds up. Should the Government step in, reform rates and scrap the new NI contributions? Yes. But they've made few noises to indicate that they're even considering stepping in.
It is clear, too, that this is making business untenable for many, even at the top end: restaurants that closed last month alone include Locanda Locatelli, 22 years after first winning a Michelin star, and Parisian import Café Laperouse, which despite opening in billion pound hotel The OWO, couldn't draw the crowds. Café Britaly, distinctly less lavish by design, has also gone.
Restaurateurs are, then, looking bleakly at the future. Without a doubt, good food deserves to be paid for, but it does need customers capable of it. Costs are rising, inflation is a bugger. But certain operators need to adjust perspective: passing on these costs wholesale to the consumer, which some do, misses something vital — that the consumer is also worse off.

In January, the Institute for Employment Studies reported that between 2022-2024, inflation outpaced wage growth between two and three per cent annually, resulting in 'a cumulative real wage decline of between 15-20 per cent over two years'. The upshot? Restaurants are pushing prices up and at the same time their diners are poorer. It is not hard to see how this ends.
London is fortunate that value can always be found. Two of the most recent successes in town — Josephine Bouchon and The Devonshire — both offer three courses under £30. Wouldn't you know it, they're both full. Fair pricing draws a crowd; maybe profits are slender now, but habits are formed, as is loyalty. It is also possible to eat incredibly well for a fair price, in stylish surrounds and with excellent service, at the likes of Café Mondo, Canteen, Brutto, Hoppers, Mangal II, Chishuru, Nipotina and plenty of others. There is evidently a way to do it.
But it seems that, like never before, places are chasing more, skewing higher. In doing so, they might find they run out of those who are prepared to shoulder the cost. There are perhaps only two diehard types of diners: the hedonists who'll go out even when they can't really afford it, and the one per cent. There aren't enough of either to go around. Why are restaurants shutting? In some cases, it's because the higher you go, the further there is to fall.

‘It's just like home.' One of the last Basque-owned restaurants in California is selling

A vibrant social scene has burgeoned on Saturday nights along Route 66 in Glendora — a sleepy suburb in the foothills of the San Gabriel Mountains — at Glendora Continental, a nostalgic time capsule of the local Basque community for nearly half a century. But now the 45-year-old, family-run restaurant might be nearing its end. Earlier this year, the second- and third-generation owners put it up for sale, and are now considering offers from potential operators and developers. A cornerstone of the community, it's a reminder of fading connections to the Basque diaspora in California. In the last decade several Basque restaurants — tied to a culture centered around sheepherding and preserving traditions through social clubs and festivals — have closed. Cafe Basque in downtown L.A., Santa Monica's Bar Pinxtos and Pasadena's Ración have all shuttered. In Bakersfield, where once the Basque community included many vibrant restaurants, just a handful are standing, like Wool Growers Restaurant and Pyrenees Cafe. Now, the people who most love Glendora Continental — its owners, employees and regulars — are making lasting memories at the restaurant in its final days. A lunch and dinner spot with early-bird specials, Glendora Continental offers a mix of Basque, French and American food. It stays open until 2 a.m. every day of the year except Christmas. On a recent evening, every seat was filled. A five-piece cover band called the Subs performed hits from the Kinks' 'You Really Got Me' to Bill Withers' 'Ain't No Sunshine' on a small stage. Several birthday celebrations took place, and guests, donning cowboy hats and baseball caps, drank beer and feasted on lamb shank and prime rib. 'The restaurant is a place where everybody eventually gets to know each other,' said general manager and co-owner Bernadette Sabarots, 55. 'Everybody looks out for everyone here.' The paraphernalia on the walls near the entrance of Glendora Continental paint a Basque immigrant story. Black-and-white photos include a 1966 wedding snapshot of the late owners, Elisabeth and Jean-Baptiste Sabarots. A painting of the Basque coat of arms, called Zazpiak Bat, symbolizes the seven provinces that make up one of Europe's oldest ethnic groups, straddling France and Spain in the western Pyrenees Mountains. A decorated wood carving depicts a man playing jai alai, the Basque handball game using a curved basket. 'The whole style — including that old-school diner look — was really my parents,' said co-owner Antoinette Sabarots, 56, of the nearly 7,000-square-foot Glendora Continental. Her father, Jean, who hailed from the French town of Osses, came to California in 1955 and worked as a sheepherder, like many other Basques who migrated to the United States. He eventually landed a bartending job at the now-closed Can Can Club in Covina in 1962. It seemed like a better fit for him. 'We never liked to camp with him because he hated being outside,' said Antoinette. 'I can only imagine he herded sheep as minimally as he could.' On a trip back home in 1964, Jean met Elisabeth Larralde, who had worked at the Hotel Arcé in Saint-Étienne-de-Baïgorry for over a decade, starting at 12. 'She cultivated and developed a sense of taste and grace and how to cook like a chef there,' said Antoinette. In 1966, Jean and Elisabeth traveled to the U.S. and got married in Chino. Next door to the Can Can Club, they worked at the Little Inn Lounge and Smorgasbord in Covina before eventually owning it. When they saved enough money, they opened Glendora Continental in 1980 and simultaneously ran both restaurants, until Little Inn closed in 1989. At Glendora Continental, Jean was in charge of the bar and Elisabeth hosted and managed the kitchen. She crafted French Basque dishes like slow-braised lamb in a Burgundy demi-glace, bouchée à la reine, pickled tongue and escargots à la bourguignonne — items that remain on the menu as an homage to the family's culture. 'These are dishes that are more popular with French Basque people, not so much the general public,' said Antoinette, who noted that over time her family incorporated more American dishes like crab cakes, grilled steaks and salads. 'I would say it's Basque with a sprinkle of American, or vice versa.' The bar displays its Basque influences: French and Californian wines, apéritifs from Ricard to Dubonnet, and classic cocktails, including a traditional Basque drink called Picon Punch. Elisabeth and Jean's three daughters — Antoinette, Bernadette and Marguerite Sabarots (who died last November from brain cancer at 57) — grew up working at the restaurant, cleaning dishes, whipping up chocolate mousse and folding napkins. When they left for college, they would come back to help their parents cater events. The sisters forged their own paths. But when Elisabeth died in 2005 from colon cancer, and Jean, who had his own health issues — he had become a double-amputee years earlier — was alone managing the restaurant, Bernadtte stepped in to help. She moved back to Glendora and worked alongside her father until he passed away in 2012. 'I wasn't planning on working at the restaurant, but we didn't realize my parents were going to pass away so early,' said Bernadette. 'Obviously, things change as you get older.' Bernadtte has found family among her longstanding employees. Lunchtime chef Marcelino Espinoza, 63, trained under Elisabeth and has been at the restaurant since it first opened; Kathy Gutierrez, 64, has been a bartender for 15 years; and Victor Hernandez, 50, a dishwasher and busboy for 12 years. Marguerite Jaureguy, 78, was Jean's girlfriend in the last years of his life and continues to come in once a week to do administrative and bookkeeping work. 'It's our second home,' said Hernandez. Customers have similar sentiments. For 25 years, Paul and Jan Collett, 81 and 77, have dined at Glendora Continental nearly every day. 'It has really good food,' said Jan. 'We've got several friends that we meet down there all the time, so it's just like home.' Kirk and Elloise Warner, 75 and 74, have been frequenting Glendora Continental since the 1990s. They have a tradition to stop by the bar for shots whenever UCLA wins a game. 'We're not Basque, but we're kind of related,' said Kirk. 'Both of our families raised sheep for years.' Multigenerational families have been among the most loyal customers. Stella Arambel's Basque parents were friends with Elisabeth and Jean, and Glendora Continental catered her family's birthdays, anniversaries and most recently, her daughter's bridal shower in June. 'It has this vintage charm … and the food is great and it's at an affordable price,' said Arambel, 56. 'It holds a special place in my heart and I'll be sad to see it go.' An influx of Basque immigrants arrived in California around the Gold Rush in the mid-1800s, when sheepherding became a growing industry as demand for its meat and wool rose. Nancy Zubiri, author of the book 'A Travel Guide to Basque America,' has long studied local Basque history and changing demographics. In the late 1800s, Basques populated downtown L.A. before moving east to Chino, where there were ranches and dairy farms. 'There were Basque hotels, but they were actually boarding houses where the men would have a room and the owners would cook meals for them,' said Zubiri. 'They would all eat in the dining room together and that eventually developed into the Basque restaurant business.' However, Basque immigration to the U.S. slowed in the 1960s as France's and Spain's economies improved, Zubiri said. Eventually, the Basque community in Chino also changed. 'A lot of Basques used to live in Chino until the land got bought up and people started building — and then a lot of the dairy farms moved to Bakersfield,' said Bernadette. 'We don't see as many Basques anymore … they're just not around.' Even the culture in Bakersfield, 150 miles north in the southern Central Valley, is shifting as many locals there are also descendants of an aging immigrant generation and fewer folks are emigrating from the Basque Country. As for the dwindling number of Basque restaurants in Southern California, a lot of it has to do with a generational divide. 'Most of the restaurants were started by the immigrant generation and they were so willing to work hard and spend all day in the restaurant and give up their life to that,' said Zubiri. 'The younger generation are not as interested in it.' 'I think we all sort of knew it was a matter of time,' said Antoinette. 'My family doesn't live close by, and we never really imagined our kids would like to take it over.' Decisions about the restaurant's future are being made through its board, which includes Antoinette, Bernadette and Marguerite's children. Bernadette had originally wanted to keep the restaurant going, but has recently agreed with the board to put it on the market. 'I'm not getting any younger,' said Bernadette. 'I realized, 'You know what? Life is too short. I'm not going to continue to fight the fight.' ' As for the remaining Basque restaurants in Southern California, diners can still visit Centro Basco in Chino. Others are Basque adjacent: While Xuntos in Santa Monica primarily focuses on Northern Spanish tapas, some of its dishes are influenced by the Basque Country, and Taylor's Cafe in Chino offers Basque sausage on its Mexican and American breakfast menu. While Glendora Continental is drawing to an end, Jaureguy is reminded of Jean in his influence on his children. 'He used to say in Basque, 'Goatzen aitzina,' which means 'Let's move forward' — and now Bernie says the same thing,' said Jaureguy. 'She talks the same way as her dad.'

Welcome to another installment of Scene Report in Atlanta, a new column in which Eater captures the vibe of a notable Atlanta restaurant at a specific moment in time. Midway through Ryokou's omakase courses, chef Paul Gutting begins plating what looks like an exquisite plate of pasta. No way, pasta at an omakase joint, I thought. It's a mushroom capellini with miso and shaved Australian winter black truffles, folded into just a couple mouthfuls of rich, thin noodles. Gutting explains that chef Leonard Yu, of one-Michelin-starred Omakase Table and owner of Ryokou, worked at Italian restaurants early in his career, including Ritz-Carlton Hotels in Jakarta and Kuala Lumpur. He also explains that Japan has a love affair with Italian cuisine, called Itameshi, and some of the best Italian food is found in the island country. The course is a showstopping ode to this discovery. The woman seated beside me is brought to tears on the first bite. Ryokou is Yu's new and casual iteration of omakase, packed with pasta and rare sake pairings. Here's why it's a scene. The 'zen garden' introductory course with grilled eel, horsehair crab, tuna, and corn and scallops, paired with Born 'Gold' Muroka Junmai Daiginjo sake. Henna Bakshi The atmosphere Ryokou is a hidden gem in Adair Park. You head inside an industrial building where tall candles light a black hallway, and wood-paneled doors open up into the cozy yet stylish restaurant. The exposed brick wall behind the omakase counter is speckled with ceramic gold and white koi fish. The lights are dim, and the staff is immediately warm and welcoming. The place setting is a glittery gold placemat with chopsticks on the ready. Gutting has his head down, slicing and scorching eel for the first preparation. The 10-seat omakase counter at Ryokou. Brandon Amato Insider tip: Visit the bathroom. It's one of the most luxurious experiences in town: heated toilet seat, beautiful marble sink, matching black toilet paper with the rest of the decor, candlelit, and rolled hand towels. These details are a wonderful respite. The food The two-hour, eight-course omakase ($205) is a trip through different regions of Japan. The newly launched summer menu features the pasta course, in addition to tuna nigiri, grilled fish, and A5 wagyu strip loin. The akami zuke tuna nigiri (the second in the lineup) is a soy sauce marinated cut that is equal parts velvet and salt — a standout. Gutting explains that soy sauce was used as a preservation liquid before refrigeration, and the marination stems from that ritual. Nimono with kinmedai, a traditional Japanese comfort dish served in a flavorful broth. Henna Bakshi Tuna nigiri with chu-toro, akami zuke, and otoro cuts. Henna Bakshi The somen (thin Japanese noodles) in broth with shrimp, clams, and ice plant is another refreshing treat. The tiny ice plant packed a powerful salty punch, and the broth is diluted with ice from Japan. No, really. The chefs flew in ice from Japan for its mineral content — a luxury, though one with a big carbon footprint in shipping. Yu promises it changes the flavor of the broth significantly, though I'd argue ice from Georgia may just be good enough for us Georgia folk. The pacing of the food is punctual, you don't feel rushed, and at the same time, don't feel plastered to your chair for hours on end. The service on both sides of the omakase counter is flawless: anticipating needs when you have to scoot your chair, clearing glasses before the next course arrives, and offering ample, friendly insights into the cuisine and ingredients. The drinks Oh, the drinks. Get the sake pairing. Period. Beverage manager TC McNeill expertly pairs beautiful junmai daiginjos and koshu sakes with the courses. The Boken 'Ringo' Junmai, the award-winning sake you may see more of on Atlanta menus, has vibrant notes of green apple and is paired with the icy somen. Henna Bakshi The Amabuki 'Pink Lady' Gin No Kurenai Junmai sake is made with ancient black rice, giving the sake a gorgeous purple hue. It is paired with the nigiri, and its earthy florality plays with the different cuts of fish. A light panna cotta with strawberries is paired with Kanbara 'Ancient Treasure' Junmai Genshu Koshu — a 12-year-aged sweet sake with notes of dark honey, nuts, figs, and a finish of toasted sesame oil. Uff. It is a layered beauty, and one worth sitting with. The pairing is so right, you could practically pour the sake on the dessert. McNeil shares this caramel-colored sake with a big smile in small o-choko cups. The Kanbara 'Ancient Treasure' Junmai Genshu Koshu is a 12-year-aged sweet sake with notes of dark honey, nuts, figs, and a finish of toasted sesame oil. Henna Bakshi The sweet sake is served in a small cup, called o-choko, alongside a light panna cotta with strawberries. Henna Bakshi Insider tip: The non-alcoholic options are great, too. They include hot teas, and a stunning sparkling jasmine, white, and Darjeeling blend from Copenhagen Sparkling Tea Company. Why go here Ryokou is an express, high-level omakase experience, if you want eight courses in two hours. (If you want more, go to the newly relocated Omakase Table in Buckhead, with 20 courses for $295.) The menu is concise, and tells a story through Italian influences, seasonal ingredients, and Gutting's ideas shine while tipping his hat to Yu. It is a great addition to Adair Park, and an experience worth scouting out.
