
What Does the 2025 Global Startup Ecosystem Index Reveal About Morocco?
Doha – Morocco's startup ecosystem has catapulted forward on the international stage. The country now ranks 88th globally, climbing four spots from the previous year's 92nd position, with a score of 0.687 in the 2025 StartupBlink Global Startup Ecosystem Index.
The North African country recorded the highest growth rate in its region at 23.1%, trailing only Egypt (65th globally) and Tunisia (82nd).
The comprehensive report, which evaluates 1,473 cities and 118 countries worldwide, positions Morocco as the third-strongest startup ecosystem in Northern Africa. This improvement reflects the country's growing appeal as a stable and affordable base for entrepreneurs targeting North African markets.
At the continental level, Morocco ranks 9th in Africa, ahead of Senegal but behind South Africa, Kenya, Nigeria, Cape Verde, Ghana, and Namibia. Globally, the top five positions are held by the United States, the United Kingdom, Israel, Singapore, and Canada.
Top-ranking Moroccan cities
Casablanca remains the undisputed center of Morocco's startup activity. The city jumped 42 positions to rank 317th globally, with an impressive growth rate exceeding 40% — the highest among Moroccan cities and throughout Northern Africa. Its total score is more than 6.5 times larger than second-ranked Rabat.
Rabat also showed strong performance, climbing seven spots to 811th globally with over 20% growth. Beyond these leading centers, the StartupBlink Index also tracks other Moroccan cities: Marrakech (1060th) showed positive momentum with 12% growth, while Tangier made its debut in the rankings at position 1151.
Conversely, Agadir's position appears precarious, as it experienced negative growth and risks falling out of the global top 1,000.
A robust ecosystem
The StartupBlink data reveals Morocco's startup funding reached $176.9 million in 2024. The country ranks 71st globally in the Ecommerce & Retail sector and has produced three startups backed by prestigious accelerator Y Combinator.
The ecosystem has celebrated several success stories, including acquisitions of startups like DabaDoc, Moteur, and WaystoCap. In 2023, B2B food distribution platform Terraa secured $1.5 million in pre-seed funding — the largest of its kind in Morocco — led by FoodLabs with participation from multiple venture capital firms.
Furthermore, the report highlights how Chari, a B2B e-commerce platform, reached a landmark moment in 2022 with a $100 million valuation during a bridge funding round — cementing its status as a standout force in Morocco's evolving startup ecosystem.
The Index findings correspond with tangible government action to foster entrepreneurship, including targeted tax exemptions for startups and the Maroc PME program supporting small and medium enterprises. In 2022, authorities launched MoroccoTech, a national brand promoting the digital sector and positioning Morocco as an international digital hub.
Fueling Morocco's startup-driven future
Subsequently, the Digital Morocco 2030 strategy was introduced with an allocation of approximately $24 million to support local startups and facilitate their international expansion.
The country hosts GITEX Africa, the region's largest tech event, attracting startups, investors, coders, and academics. Many Moroccan youth are becoming high-quality freelancers, gaining expertise from international clients — a knowledge base that could fuel the next generation of Moroccan startups.
The analysis identifies several active capital sources for Moroccan entrepreneurs, including UM6P Ventures and Maroc Numeric Fund. Specifically, UM6P Ventures operates two funds targeting pre-seed and seed-stage startups across various sectors.
The Innov Invest Fund, established in collaboration with the World Bank and European Union, aims to enhance financing access for SMEs and startups. Moreover, Impact Lab in Casablanca serves as a cornerstone hub supporting social and environmental startups.
Nevertheless, the report acknowledges persistent obstacles. The ecosystem faces economic and social challenges, including limited access to education and healthcare, gender inequality, and inadequate startup funding and legislation.

Textile: Valerius Morocco's New $10.27 Million Plant to Create 1,640 Jobs
Doha – Valerius Morocco inaugurated its new clothing manufacturing facility in Salé on Thursday. The ceremony took place in the presence of Morocco's Minister of Industry and Commerce, Ryad Mezzour. The project represents a total investment of MAD 102.72 million ($10.27 million). It will generate 1,640 new direct and indirect jobs in the region. The establishment of this manufacturing unit stems from an investment agreement signed between Valerius Morocco and the Moroccan government on July 27, 2021. This agreement was formalized under the Industrial Development and Investment Fund (FDII). In Lisbon in 2023, Morocco and the Portuguese textile group Valerius Texteis signed a MAD 1 billion ($100 million) agreement for a textile recycling project expected to create 1,500 jobs. Speaking at the inauguration, Minister Mezzour talked about the strategic importance of the textile sector to the national economy. 'With 227,460 jobs and MAD 45.9 billion ($4.59 billion) in export turnover, the textile sector occupies a strategic place in the national economy,' he stated. The minister noted growing interest from foreign investors, particularly Portuguese companies looking toward Morocco. 'Our country represents a strategic choice for Portuguese textile manufacturers seeking co-production opportunities to strengthen their proximity supply chains,' Mezzour added. Hammani Amahzoune, General Manager of Valerius Morocco, emphasized the benefits of the partnership. 'This partnership allows us today to produce for major brands and companies, whether based in the United States or Europe,' he said. Integrating design and creativity to boost Moroccan textile's global standing According to Amahzoune, quality is a major asset for the company. He revealed that Valerius Morocco has invested in equipment of European and American origin to excel in quality and attract more orders. He also stressed the importance of continuous training of human resources, which has generated interest from major international textile brands. Valerius Morocco is a joint venture between Moroccan company SG3H and the Portuguese international industrial group Valerius Group. The partnership combines expertise in industrial manufacturing, design, creativity, R&D, and marketing within the textile sector. The project falls within the Fast-Fashion ecosystem. Through this initiative, Valerius Morocco aims to strengthen its position as a manufacturer of women's and children's clothing, focusing on finished products that integrate design and creativity. Minister Mezzour expressed hope that this collaboration signals a fruitful partnership between Moroccan and Portuguese textile industries. He anticipates that the relationship will extend to other initiatives, such as the use of recycled fibers and ecological dyeing processes to reduce carbon footprint. Valencia Economic Delegation to Visit Tangier in June
Doha – A high-level economic delegation from Spain's Valencia region will visit Tangier on June 2-3, aiming to strengthen bilateral economic and commercial ties with Morocco. The mission is organized by the Valencia Chamber of Commerce, the Tangier-Tetouan-Al Hoceima Chamber of Commerce, and Morocco's Consulate General in Valencia. Led by Marian Cano, Valencia's regional minister for Innovation and Industry, the delegation will include representatives from key sectors, including agri-food, textiles, tourism infrastructure, sports facilities, construction, transportation, and financial services. CaixaBank will be among the financial institutions represented. These Catalan investments will create over 700 direct jobs in Tangier, Tetouan, and Kenitra across several sectors, including automotive, waste management, industrial packaging, and construction materials. Sánchez Llibre announced that Catalan investments will continue flowing to Morocco, with another delegation of about twenty Catalan companies planning to visit within a year. UN to Establish 1st Tourism Office on Innovation for Africa in Rabat
A financial agreement for the establishment of the 1st UN Tourism Office on Innovation for Africa in Rabat was signed on Thursday in Madrid, on the sidelines of the 123rd session of the UN Tourism Executive Council. The agreement was initialed by Morocco's Minister of Tourism, Handicrafts and Social Economy Fatim-Zahra Ammor, and Secretary General of UN Tourism Zurab Pololikashvili, attended by the Kingdom's Ambassador to Spain Karima Benyaich. This marks a key step towards the effective operationalization of UN Tourism's first Thematic Office on Innovation for Africa in Rabat. The agreement tackles both parties' commitments, as well as the administrative arrangements granted to the Office, in accordance with article 5 of the Headquarters Agreement inked in January 2025 between the Moroccan Government and UN Tourism. This Office will work towards supporting UN Tourism's 2030 Agenda for Africa, to turn this productive sector into a vector for development on the continent, in line with the Royal Vision of His Majesty King Mohammed VI, in favor of joint African action. The Thematic Office is a major step forward for tourism promotion on the continent. Building on Morocco's leadership as an African hub for tourism and innovation, it will strengthen cooperation between African states and UN Tourism, bolstering the socio-economic transformation of African tourist destinations through innovative programs.
