Gmada to acquire 2,600 acres of land across Mohali to curb mushrooming of unauthorised colonies

: In a significant push towards curbing the mushrooming of illegal and unauthorised colonies, the
Greater Mohali Area Development Authority
(Gmada) is set to acquire land across the city. The
Punjab
govt has approved the acquisition of nearly 2,600 acres of land across various sectors for commercial, institutional, industrial, and residential use.
The decision was taken during a meeting of the executive committee of Gmada here Friday. It was chaired by state chief secretary KAP Sinha.
As per the plan, 236 acres will be acquired in Sector 87 for commercial purposes, 313 acres in Sector 84 for institutional projects, and 321 acres in sectors 101 to 103 for industrial use. The biggest chunk — 1,800 acres — will be acquired in sectors 120 to 124 along the PR-7 road for residential development.
The acquisition is expected to begin within a month, pending final approval from chief minister Bhagwant Singh Mann, who also heads the Punjab Urban Planning and Development Authority.
A senior Gmada official confirmed that with this move, no Change of Land Use (CLU) permissions will be granted to private developers in the targeted areas. "This will ensure regulated development and curb the unchecked spread of unauthorised colonies," he explained.
Particularly in sectors 120 to 123, several unauthorised colonies have mushroomed across nearly 50 acres in villages like Daun, Raipur, Behlolpur, Barmajra, Tarauli, and Jhampur. These were carved out of agricultural land without CLU approvals or the required official clearances.
The chief administrator has directed officials to submit a report within two days to fix responsibility for such violations. Authorities have also been instructed to use Google satellite imagery to identify illegal constructions and take immediate legal action.
The move is seen as a firm step towards enforcing urban planning norms and preventing haphazard growth in one of Punjab's fastest developing regions.

Under this policy, Rs 1.20 lakh will be given to the officers who recover more than one kilogram of heroin. Mann said that the recruitment and promotions in the Punjab Police have been streamlined to enhance the manpower in force. "The government had created 1,600 new police posts to address promotion issues and strengthen the force," he said. Mann said that, for the first time, an anti-drug syllabus has been introduced in the schools of the state to make students aware of the scourge of drugs, adding that mega PTMs have been organised in the schools in which 20 lakh parents and students have participated. He said that previous governments patronised drug mafias, causing widespread addiction, adding that his government has launched a crackdown against drugs in the form of Yudh Nasheyan Virudh 'War Against Drugs'. Mann said that the drug supply network has almost been dismantled, drug dealers are being dealt with strictly, and bulldozers have razed their properties, adding that leaders involved in the drug trade have been sent to jail, defence committees have been formed in towns and villages and youth. He said that it is a matter of immense pride and satisfaction that this crusade has been transformed into a mass movement, and villages are passing resolutions declaring themselves drug-free. He said that an anti-drone system has been deployed along the 553-km Punjab-Pakistan border, adding that Punjab has become the first state to take this initiative. He said that Punjab was leading the country in casualties due to road accidents, after which the Sadak Surakhya Force was formed in the state. He said that the Road Safety Force (SSF) has significantly reduced road accidents by 48 per cent as per a study of the Government of India, adding that they have provided 144 modern vehicles. To recognise the sacrifices by the brave soldiers and cops who sacrificed their lives to protect the unity and integrity of the nation, the state government provides financial assistance of one crore rupees to their families. He said that the state government has fulfilled many guarantees during the last three and a half years.

The Punjab Cabinet, led by Chief Minister Bhagwant Singh Mann, Thursday approved an amendment to the Punjab Cooperative Societies Act, 1961 and the withdrawal of stamp duty and registration fee exemptions for certain classes of cooperative societies. Currently, the Act provides exemptions from compulsory registration, originally intended to facilitate the development of cooperative institutions. However, this provision enabled property transactions, particularly in urban housing societies, to take place without formal registration or the payment of stamp duty and registration fees, said the spokesperson. With this amendment, residents who buy apartments/flats from original allottees or subsequent buyers will now have to pay stamp duty while getting their property registered with the revenue department of the government from now on. The situation has encouraged unregistered possession, benami transactions, and other legally risky arrangements. Therefore, an amendment to Section 37 of the Act has been made by adding Clauses 2 and 3. These clauses stipulate that the State Government may, through a notification in the Official Gazette, direct that the exemption under sub-section (1), or any part thereof, shall not apply to certain classes of cooperative societies or specified categories of instruments. Upon the issuance of such a notification, the instruments so notified shall be deemed to fall within the scope of clauses (b) and (c) of sub-section (1) of Section 17 of the Indian Registration Act, 1908, and will accordingly be subject to compulsory registration under that Ac. Panchayat development secretary post To enhance the development of rural areas through proper execution and supervision, the Cabinet also approved the creation of the post of Panchayat Development Secretary by merging the cadres of Panchayat Secretaries and Gram Sevaks (Village Development Officers). Subsequently, a state cadre will be constituted for these posts to accelerate rural development across Punjab. For existing Panchayat Secretaries, a dying cadre will be created, who will be placed based on their self-declaration letters and as per their seniority, following the existing Gram Sevaks in the seniority list.
