Mohali: Court to the rescue, asks officials to clear waterlogging promptly

The Permanent Lok Adalat has issued notices to the Kharar municipal council, Punjab Urban Planning and Development Authority (PUDA) and the Punjab local government department over severe waterlogging and sewage overflow in Shivalik City, Sector 127. Noting that stagnant water could lead to outbreaks of malaria, dengue and other infections, the court directed authorities to pump out the accumulated water immediately. (HT photo for representation) The court has directed the departments to file a status report by August 19. The action comes on a petition filed by residents and shopkeepers through advocate KS Rathore, alleging that despite Shivalik City being a PUDA-approved township, its drainage infrastructure is in a shambles. Photographs submitted to the court show roads submerged in rainwater mixed with sewage, posing serious health hazards and making daily life difficult, especially for children and the elderly. Noting that stagnant water could lead to outbreaks of malaria, dengue and other infections, the court directed authorities to pump out the accumulated water immediately — a task it said could be completed in a day or two using temporary measures. The complainants have made the executive officer, MC Kharar; chief administrator, PUDA; and principal secretary, local government department, respondents in the case, hoping judicial pressure will finally force authorities to act.

Farmlands in Mohali villages to be rezoned for residential use, land prices to go up

The Punjab Directorate of Town and Country Planning has initiated the process for reclassifying several agricultural zones in Mohali into residential zones, setting the stage for a surge in land prices. The master plan of villages will be revised accordingly, according to an official notification issued on Thursday. Villages, including Bathlana, Saneta, Raipur Kalan, and Dheri, located along the Landran-Banur Road, are expected to be reclassified from agricultural to residential zones. The move comes in response to persistent demands from the panchayats and residents of these areas. The senior town planner has urged the public to submit objections and suggestions to the proposed changes. Once the one-month public objection window closes, the revised zoning plans will be finalised and implemented, the notification stated. The department has uploaded the detailed sketches, drawings, and other planning documents on the Punjab Urban Planning and Development Authority (PUDA) website, allowing the public to view the proposed changes in the master plan. The objections or suggestions can be submitted either online or by visiting the offices of the chief administrator of Greater Mohali Area Development Authority (GMADA), Deputy Commissioner Mohali, State Town Planner, PUDA, and the District Town Planner for more information. Land prices witness a sharp rise As soon as the rezoning process was initiated, land prices in the affected villages spiked significantly. For example, in Saneta village, the price of one acre of land jumped from Rs 4 crore last month to over Rs 5 crore now. With the objection phase underway, further price hikes are anticipated in the coming weeks. Notably, Raipur Kalan village already houses a private residential project, EMAAR Hills 109.

Gmada to acquire 2,600 acres of land across Mohali to curb mushrooming of unauthorised colonies

MOHALI : In a significant push towards curbing the mushrooming of illegal and unauthorised colonies, the Greater Mohali Area Development Authority (Gmada) is set to acquire land across the city. The Punjab govt has approved the acquisition of nearly 2,600 acres of land across various sectors for commercial, institutional, industrial, and residential use. The decision was taken during a meeting of the executive committee of Gmada here Friday. It was chaired by state chief secretary KAP Sinha. As per the plan, 236 acres will be acquired in Sector 87 for commercial purposes, 313 acres in Sector 84 for institutional projects, and 321 acres in sectors 101 to 103 for industrial use. The biggest chunk — 1,800 acres — will be acquired in sectors 120 to 124 along the PR-7 road for residential development. The acquisition is expected to begin within a month, pending final approval from chief minister Bhagwant Singh Mann, who also heads the Punjab Urban Planning and Development Authority. A senior Gmada official confirmed that with this move, no Change of Land Use (CLU) permissions will be granted to private developers in the targeted areas. "This will ensure regulated development and curb the unchecked spread of unauthorised colonies," he explained. Particularly in sectors 120 to 123, several unauthorised colonies have mushroomed across nearly 50 acres in villages like Daun, Raipur, Behlolpur, Barmajra, Tarauli, and Jhampur. These were carved out of agricultural land without CLU approvals or the required official clearances. The chief administrator has directed officials to submit a report within two days to fix responsibility for such violations. Authorities have also been instructed to use Google satellite imagery to identify illegal constructions and take immediate legal action. The move is seen as a firm step towards enforcing urban planning norms and preventing haphazard growth in one of Punjab's fastest developing regions.

Amritsar-Kolkata Industrial Corridor project: Farmers fume as cheques for land compensation bounce

Patiala Farmers are agitated in Patiala after compensation cheques issued by the Punjab Urban Planning and Development Authority (PUDA) for land acquired under the Amritsar-Kolkata Industrial Corridor (AKIC) project bounced multiple times. The AKIC is a major development initiative, with a significant portion of it passing through Punjab. Specifically, an integrated manufacturing cluster (IMC) is being developed in Rajpura-Patiala, as part of the AKIC. This IMC aims to attract investment and create jobs in sectors like e-mobility, food processing, and more. The cheques, issued in March as a payment for nearly 61 acres of land acquired across five villages, have now bounced three times, leaving the affected farmers angry and financially distressed. Despite PUDA having already taken possession of the land, compensation remains elusive. Randhir Singh, a farmer from Pabra village, voiced his frustration: 'The cheque given to me by PUDA has bounced three times. I even tried to deposit it again yesterday — it was rejected once more. This is nothing short of harassment. First, they took our land, and now they refuse to pay us.' He added that his attempts to contact officials have been ignored. Labh Singh, another aggrieved farmer, echoed the similar sentiment: 'My cheque bounced too. The government has our land. What are we supposed to do now? Where do we go?' Farmer leader Gurdhiyan Singh from BKU (Ekta Bhateri Kalan) condemned the situation, calling it 'outright harassment'. 'We will meet the Patiala deputy commissioner. The government must act quickly to disburse the compensation and take strict action against those responsible,' he said. When contacted, PUDA land acquisition collector Sanjeev Kumar attributed the issue to a 'technical glitch at the bank's end'. 'There is no shortage of funds. The issue is being looked into and will be resolved soon,' he said.
