Special needs Tabika centre in every state by 2026: Zahid

LAHAD DATU: Malaysia will soon establish its first special needs Tabika centre specifically designed for autistic children, said Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi. The Community Development Department (Kemas) will spearhead the initiative, with Melaka becoming the pilot state for the Tabika Tunas Istimewa programme for autism development. 'This initiative is part of Kemas' strategic efforts to expand inclusive education access for autistic children, helping them become independent and lead better quality lives,' said Ahmad Zahid, who is also Rural and Regional Development Minister, during the Sentuhan Kasih Desa Madani event at Tabika Kemas Kampung Sapagaya. It reinforces the government's commitment to inclusive and quality early childhood education, particularly for rural communities. The Melaka State Government has allocated RM300,000 for the project. Three pilot centres will launch simultaneously in Masjid Tanah (Tabika Ayer Hitam), Melaka Tengah (Tabika Hang Jebat A) and Jasin (Tabika Merlimau Barat 2).
Advertisement By 2026, the programme will expand nationwide with at least one special needs Tabika in every state. Kemas is also expanding its Tabika Pre-Tahfiz programme, which strengthens Quranic education at preschool level. The programme attracted 55,269 children in 2024 and aims to establish 4,000 new classes serving 60,000 children in 2025. The target is to produce 140,000 young huffaz by 2026, with 60 per cent of children memorising at least 20 chapters from Juz Amma by the end of the 2024 school session. Kemas welcomes the 13th Malaysia Plan initiatives to build, repair and upgrade educational facilities for Tabika centres nationwide. The department is also prepared to implement the announced policy making preschool education mandatory from age five. Currently, Kemas operates 10,567 Tabika classes and 547 Taska, serving over 200,000 preschool children under the guidance of nearly 11,000 trained educators. Prime Minister Datuk Seri Anwar Ibrahim reaffirmed the federal government's unwavering commitment to defending Sabah's rights and Malaysia's territorial sovereignty, declaring that Putrajaya is prepared to take the matter to international courts if necessary. 'Sabah is an integral part of Malaysia. We will not allow even an inch of our land or sea to be encroached upon. 'Whether in Spanish courts or any other international forum, we will fight to the maximum to defend Sabah's rights,' Anwar said. He stressed that the government has already committed tens of millions of ringgit, possibly up to RM100 million, toward legal efforts to safeguard the country's territorial integrity, following ongoing foreign claims on Sabah. Underscoring his administration's commitment to the Malaysia Agreement 1963 (MA63), Anwar said the federal government is working closely with Sabah to meet long-standing development demands, ensure strong state-federal relations and deliver on key infrastructure promises. Among the milestones highlighted was the doubling of the interim special grant for Sabah from RM300 million to RM600 million, and the RM10 billion allocation to complete the long-delayed Pan Borneo Highway. 'The project was delayed under the previous government. It may not be completed yet, but the funding has been approved and work is progressing,' Anwar noted. He also announced significant steps to empower Sabah in managing its own utilities, including full authority over electricity supply and RM3.54 billion in subsidies through 2030. To address chronic water issues, Anwar said RM300 million has been approved, alongside the transfer of smaller-scale infrastructure projects (under RM50 million) to the state's control. 'Our commitment is not just legal or political, it is developmental and structural. Sabah's future is Malaysia's future,' he concluded.

KUALA LUMPUR: A member of Parliament has called for reform of the Inland Revenue Board (IRB), proposing that it be established as an independent statutory body accountable to Parliament rather than remain under the control of the Finance Ministry. Datuk Seri Dr Wee Ka Siong (PH–Ayer Hitam) said such reform is necessary to ensure a clear separation that prevents any influence from political interests or fiscal pressures faced by the government. "IRB must not be seen as a political tool and should follow the dictates of the executive, regardless of who is in power. "It should no longer operate directly under the Finance Minister, as it has done previously and continues to do now. "So, I propose that IRB be established as an independent statutory body under the oversight of Parliament," he told the Dewan Rakyat during the 13th Malaysia Plan debate here today. Wee cited examples of the Internal Revenue Service in the United States, which is monitored directly by Congress, and the UK's His Majesty's Revenue and Customs, which operates independently from ministerial instruction. He said these agencies have their own board of directors, and decisions related to audits or investigations cannot be directed by the government. Meanwhile, Wee said there has been a growing number of complaints from small and medium enterprises, who claimed that tax refunds have been delayed. "This creates the perception that the government is borrowing the people's money without interest," he said. He cited a recent case in which a taxpayer had applied for a RM13,000 refund, only to receive a response from IRB offering RM650, with the remaining amount to be paid over four years. "This shows why the power to determine tax interpretation, appeals and approvals for reliefs must be placed under an independent authority, one that is not subject to the influence of those currently in power," he said.
