No coercive action should be taken against owners of 10-year-old diesel vehicles and 15-year-old petrol vehicles in Delhi-National Capital Region, the Supreme Court said, giving a breather to such owners.A three-judge bench comprising Chief Justice BR Gavai and Justices Vinod K Chandran and NV Anjaria also sought response from the Centre and others on the Delhi government 's application seeking lifting of ban on 10-year-old diesel vehicles and 15-year-old petrol vehicles in Delhi National Capital Region.While challenging the blanket ban on such vehicles, the Delhi government said that the restrictions lacked scientific backing and a blanket age-based ban is outdated, pointing to Bharat Stage VI (BS VI) emission norms introduced in April 2020, which cut particulate matter emissions by up to 80% and nitrogen oxides by 70% compared to BS IV vehicles.It separately also sought review of the SC's 2018 order that banned 10-year-old diesel and 15-year-old petrol vehicles in Delhi-NCR. 'If the 2018 order continues, roadworthy, non-polluting BS-VI vehicles may be forced off the roads in a few years without scientific justification," the application stated.Terming the ban as arbitrary, Solicitor General Tushar Mehta, appearing for Delhi government, said that the ban on these vehicles need to be stayed as the police authorities will be under the obligation to start seizure of the vehicles.He said that those who owned vehicles for personal use were required to sell them after their required time, but the same vehicle used for commercial activity could continue even after 10 and 15 years for diesel and petrol vehicles, respectively.The Delhi government in its review petition also stated that a comprehensive policy was required to tackle pollution in Delhi NCR, which gives vehicle fitness based on actual emission levels of individual vehicles as per scientific method, rather than a blanket ban on overage vehicles. It sought a comprehensive study by the central government and the Commission for Air Quality Management in the National Capital Region and adjoining areas to assess the actual environmental benefits of age-based restrictions versus emission-based criteria.It also highlighted that other major pollution sources, like stubble burning, construction dust, and industrial emissions, also need to be considered.In 2015, the National Green Tribunal had directed that older vehicles should no longer be allowed to ply in Delhi National Capital Region. In 2018, the apex court upheld the tribunal's order. Thereafter, in July, the Delhi government came with a directive that end-of-life vehicles will not be supplied fuel at petroleum outlets. However, the direction was put on hold after a public backlash.

Hyderabad: Close on the heels of the Union government declaring in Parliament that Telangana's debts in 10 years were Rs 3.5 lakh crore, Chief Minister A Revanth Reddy has shredded the Centre's official figures on the mounting debt burden on the state, saying: "The previous government left us with mounting debts and arrears of Rs 8,21,652 crore when the people's government assumed power. Out of this, Rs. 6,71,757 crore are debts. Rs 40,154 crore dues are related to the payments of the employees and other schemes. Rs 1,09,740 crore dues are related to SC, ST sub plan, Singareni (Collieries), electricity and other departments," Reddy said. From the total debts, the state government has completed the debt service of Rs 2,20,676 crore, which included Rs 1,32,498 crore principal amount and Rs 88,178 crore interest amount till the date, he said. Speaking after unfurling the National Flag at the historical Golconda Fort here on Friday to mark the Independence Day, he amplified that, despite facing financial burden, his government was working hard to take the state forward from zero to the top level. Revanth Reddy demanded the Centre to approve the BC quota bills passed by the state legislature. He said the state Assembly has passed two bills to provide 42 per cent quota to Backward Classes in local bodies, education and jobs and sent them for presidential assent. "On this occasion, I once again demand the central government to take a quick decision on the pending bills," he said. The Socio-Economic Caste Survey and SC classification conducted in the state were courageous decisions of the state government in the history of India, he underlined. The Chief Minister took a broadside at the previous Bharat Rashtra Samithi government on the unbridled encroachment on lakes, ponds and other water bodies in Hyderabad. "In the previous government, people were not serious about the encroachment on lands, ponds and canals due to lack of a credible system. So far, the Hyderabad Disaster Management and Asset Protection Agency (HYDRAA) has protected 13 parks and 20 lakes from encroachments. Amberpet Bathukamma Kunta has been restored. The HYDRAA protected government lands worth Rs 30 ,000 crore. Today, the common people are praising HYDRAA. "The opposition parties are using HYDRAA as a weapon for political gains. My appeal to people is to think and compare the past with the current situation when the Hyderabad City received heavy rains". The opposition was trying to create unrest by showing HYDRAA as a failed system, he said. "Today, cities like Bangaluru, Mumbai and Chennai are facing flood problems. Hyderabad should not witness such a plight. To make Hyderabad a safe destination for living, HYDRAA was brought about to curb the encroachment of tanks," he said. Referring to Telangana Rising 2047 document, the Chief Minister said that the document promises a permanent solution to Hyderabad's flooding problem with the Musi Rejuvenation Project. The document also showed how India's Future City, being built to international standards, will be a gateway to the modern world. 'Telangana Rising – 2047 is a plan to radically transform the image of Telangana with the construction of the Gandhi Sarovar project at Bapu Ghat, greenfield highways, dry ports, second phase Metro Rail, radial roads between the Outer and Regional Ring Roads, Warangal and Adilabad airports, Hyderabad-Nagpur, Hyderabad-Bangalore, and Hyderabad-Vijayawada industrial corridors. The Supreme Court's directive to the Election Commission to be transparent on the Special Intensive Revision (SIR) of electoral rolls in Bihar is significant and welcome. The Court asked the EC to publish detailed district-wise lists of the 65 lakh voters whose names had been omitted from the draft electoral roll published on August 1. These lists must specify the precise reason for each deletion, be it death, migration, or duplication, and be both physically available at local administrative offices and searchable online. The Court mandated that news of these deletions be widely publicised in Bihar through both vernacular and English newspapers, as well as electronic and social media. Amid the confusion and apprehensions unleashed by the SIR exercise in Bihar, the Court's intervention is reassuring. The SC order recognises the complexity of the exercise, both in scale and due to its constricted timelines in the poll-bound state. At the same time, it sends a message that the EC's conduct is being watched. For Bihar's migrant workers, Dalits, small farmers, daily wagers and poor, the demand for relatively difficult to procure documents from those who do not feature in the 2003 electoral roll, is an onerous one. As this newspaper has highlighted in a series of ground reports, the shifting of the burden of proof on to the vulnerable voter in what has morphed into a citizenship test has sparked widespread fears of disenfranchisement. The EC's refusal to accept the Court's suggestion to consider Aadhaar, Voter ID and ration card as proof underlines the challenge. But the Court's insistence on full transparency on the deletions in the face of the EC's resistance is heartening. The SC has not stayed or stopped the SIR process in Bihar, recognising the EC's constitutional mandate and authority, but it has instituted a check: 'The powers (to do so) are prima facie traceable, so we do not wish to interdict… but your manner has to be reasonable, has to give certain comfort to citizens. Should not strain a person to become eligible,' it said. Article 324 of the Constitution gives the EC the powers of superintendence, direction and control of elections. However, it cannot hide behind that Article and those powers and view transparency as an inconvenience. The EC's conduct of the SIR in Bihar sets a template — the exercise will be conducted across states. Going ahead, the SC's intervention draws some much-needed red lines.
