BISP to launch retail-based payment model from today

ISLAMABAD: The Benazir Income Support Programme (BISP) is set to launch its new retail-based payment model from Monday (today) to protect the beneficiaries from severe heat wave conditions, marking a major shift from the traditional campsite-based disbursement mechanism.
This transition aims to ensure safer, more dignified, and accessible payment services for beneficiaries, especially in light of the ongoing heatwave across several regions.
In preparation for the disbursement of the Quarter 4 tranche, Additional Secretary BISP Dr. Tahir Noor visited District Khanewal Sunday.
The purpose of the visit was to assess field readiness, review arrangements, and engage with district teams and representatives of partner banks to ensure seamless execution of the new payment system.
Dr. Tahir Noor underscored that the retail model is being introduced to provide beneficiaries with an improved experience through convenient access points, biometric verification, and a more transparent process that includes printed receipts.
He reiterated BISP's commitment to ensuring that cash transfers are made in a manner that upholds the dignity, ease, and respect of every beneficiary.
He directed partner banks to ensure the full functionality of all retail outlets. This includes the presence of trained staff, the availability of biometric devices, reliable network connectivity, and the visible display of awareness material to guide beneficiaries at each payment point.
Dr Noor also instructed BISP field teams to conduct clear and timely communication campaigns so that all beneficiaries are informed well in advance about the new disbursement procedures.
Earlier in the week, Dr. Tahir Noor visited Multan and Bahawalpur as part of his broader South Punjab oversight tour. During these visits, he reviewed field preparations and engaged in coordination meetings with regional BISP officials and representatives of partner financial institutions.
He emphasized the importance of strong coordination among all stakeholders, including BISP field staff, partner banks, local administrations, and the beneficiaries themselves.
He stressed that the singular focus of all teams should be the delivery of full cash grants to the intended recipients while ensuring their comfort and respect throughout the process.
The new retail payment model will formally go into effect from June 16.
Beneficiaries are advised to visit only their designated retail outlets with their original CNICs. They must collect their full payments along with printed receipts.
In case of any issues or complaints, beneficiaries are encouraged to contact their respective Tehsil BISP office or call the BISP helpline at 0800-26477.
This transformation in the payment mechanism represents a significant step forward in BISP's mission to deliver citizen-centric and transparent service delivery to Pakistan's most vulnerable communities.

ISLAMABAD: Federal Minister for Privatisation Abdul Aleem Khan said that the federal government has decided to privatise 24 state-owned enterprises (SOEs) in three phases in five years. In written reply to a question to the National Assembly, the minister presented the detailed privatisation roadmap before the House on Thursday. He said that the plan outlines that 10 entities will be privatised in the first year, followed by 13 more over the next one to three years. He said that the privatisation of one remaining entity is expected to take between three to five years. He said that the first phase will include the privatisation of Pakistan International Airlines (PIA), Roosevelt Hotel, the Zarai Taraqiati Bank Limited (ZTBL), PIA-IL (Roosevelt Hotel, New York), First Women Bank Limited (FWBL), House Building Finance Corporation, Pakistan Engineering Company (PECO), Sindh Engineering Limited (SEL), Islamabad Electric Supply Company Limited (IESCO), and Faisalabad Electric Supply Company Limited (FESCO). Govt aims to privatise up to 50 SOEs in next 3-4 years: minister Minister Khan further revealed that in the second phase, 13entities will be privatise including the Utility Stores Corporation and four generation companies (GENCOs), Gujranwala Electric Power Company Limited (GEPCO), Pakistan Re-Insurance Co Ltd (PRCL), State Life Insurance Corporation (SLIC), Jamshoro Power Company Ltd, Central Power Generation Co ltd (CPGCL), Northern Power Generation Co Ltd (NPGCL). Lakhra Power Generation Co ltd (LPGCL), Lahore Electric Supply Company Limited (LESCO), Multan Electric Power Compnay Limited (MEPCO), Hazara Electric Supply Company Limited (HAZECO), Hyderabad Electric Supply Company Limited (HESCO), Peshawar Electric Supply Company Limited (PECSO and Sukkur Electric Power Company Limited (SEPCO) for privatisation. The minister said that the move is part of the government's broader economic reform agenda aimed at improving efficiency and reducing the financial burden of loss-making public enterprises. In written reply to a question, Minister for Finance and Revenue Senator Muhammad Aurangzeb said that inflation averaged at 4.5 per cent for FY2025 which is substantial drop from 23.4 per cent during FY2024. He said that the recent inflation for July FY2026 was stood at 4.1 per cent compared to 11.1 per cent same month last year. He said that the government has a comprehensive plan to tackle inflation and stabilise the prices of essential goods by taking administrative, policy and relief. He said that in budget 2025-26, government has increased its support for low-income families by expanding funding for social welfare programmes. He said that a total of Rs 716 billion has been allocated for the Benazir Income Support Programme (BISP), reflecting a 21 percent increase compared to the previous year. Govt admits inflation outpaced wage growth

The government on Thursday admitted that inflation had significantly eroded the purchasing power of the average Pakistani. Minister of State for Finance and Revenue Bilal Azhar Kayani told the National Assembly that the government has adopted a multi-dimensional strategy to curb inflation, restore real wages to 2017 levels, and ease the financial burden on low-income citizens through targeted relief measures. Responding to a question raised by Dr Mahreen Razzaq Bhutto, he said, "We understand that this is one of the most pressing issues for citizens and a fundamental benchmark for assessing our economic policies." According to the written reply submitted to the House, the government stated that inflation had dropped substantially from 23.4% in FY2024 to 4.5% in FY2025. Inflation for July FY2026 stood at 4.1%, compared to 11.1% during the same month last year. The reply outlined key budgetary measures taken at the federal level, including a 10% ad-hoc salary increase for civil servants, a 7% pension rise, no new income taxes, and targeted subsidies for utility bills and the Benazir Income Support Programme (BISP), which has been expanded to Rs716 billion. The government also highlighted its efforts to improve labour productivity through skill development, vocational training, digitization, entrepreneurship promotion, investment in capital goods, and formalization of labor. "Formal firms tend to pay higher and more regular wages," the reply noted, adding that stronger employment elasticity tied to GDP growth would also support wage recovery. In her remarks, Dr Bhutto appreciated the remedial measures but questioned their practical impact on the ground. "Despite these steps, I see no meaningful improvement in real incomes. If the government claims real wages are improving, in which sectors is that visible? Eleven crore Pakistanis still live below the poverty line," she stated. She also criticized reliance on consumption-based taxes like fuel levies, arguing that such measures disproportionately affect the poorest citizens. Kayani, in his response, emphasized that inflation control is only one part of the broader strategy. "Real purchasing power improves when both inflation is contained and employment opportunities expand. With a stable macroeconomic environment, we've regained international confidence—rating agencies like Fitch, S&P, and Moody's have upgraded our outlook," he said. He further noted that the policy rate has declined from 22% as inflation came under control, enabling a revival in business activity. He pointed out that one crore families benefit from BISP and that those earning up to Rs 600,000 annually are exempt from income tax, easing the burden on low-income groups. Other members, including Mirza Ikhtiar Baig and Sahibzada Sibqhatullah, also questioned the government's plans regarding industrial competitiveness, utility store layoffs, and the long-standing issue of implementing minimum wage laws. Mirza Ikhtiar Baig urged the government to fulfill its promise of reducing electricity rates by 8 to 9 cents per unit to support textile exporters and revive industrial operations in Faisalabad and other hubs.

The Sindh cabinet on Thursday approved a string of key policy measures and development initiatives aimed at improving administrative efficiency, ensuring road safety, reforming education governance, and preserving the province's heritage. The cabinet meeting, presided over by Chief Minister Murad Ali Shah, granted in-principle approval to the Excise and Taxation Department's proposal for launching a new vehicle registration system linked to Computerised National Identity Cards (CNICs). Under the proposed model, personalised registration numbers will be assigned to vehicle owners rather than chassis numbers, allowing owners to retain their number plates even after selling their vehicles. Officials said the initiative, which aligns with international practices, would enhance tracking, facilitate tax compliance, and improve vehicle ownership records. The cabinet also approved the necessary legal amendments to implement the CNIC-based registration framework and directed the department to launch a pilot project before rolling it out across the province. The cabinet also approved the establishment of vehicle fitness centres for commercial vehicles across the province. The centres will be set up by Wah Industries Limited, with the first phase covering Karachi, Hyderabad and Sukkur. More centres will be established in other districts in subsequent phases. Legal amendments will be introduced to make fitness certification mandatory for commercial vehicles, while private vehicles will not be subject to the same requirement. The cabinet also gave nod of approval for a procedural mechanism for registering government vehicles with modified chassis or confiscated units, allowing federal and provincial agencies to register such vehicles under designated series. A committee headed by the excise minister will finalise the legal framework. The cabinet sanctioned a fresh resurvey of 3,371 historical buildings across the province, many of which are said to be in poor condition. An amount of Rs20 million has been allocated for the initiative. Expert committees will be formed to assess the status of each site and recommend necessary restoration and conservation measures. The cabinet also okayed an amendment to the rules governing educational boards, allowing officers of BS-19 and BS-20 to be appointed as chairpersons. Earlier, only BS-21 officers were eligible for the position. The move aims to ease recruitment bottlenecks and improve administrative efficiency in the education sector.
