Outsourcing employees question govt's sincerity amid rash of new appointments

Hyderabad: Outsourcing employees in various government departments are questioning the sincerity of the administration's stated aim to eliminate middlemen, as the recent appointment of thousands of new outsourcing staff has raised eyebrows. This comes even as many existing outsourcing employees face uncertain futures due to accumulating pending salaries and non-renewal of contracts. Employees are astonished by the government's dual approach of terminating some outsourcing services while simultaneously making new appointments in other departments.
On July 19, as part of the establishment of the Irrigation and Command Area Development Department, the government granted permission to engage 2,494 various categories of services on an outsourcing basis, along with 61 housekeeping and security services, all through a third-party service provider. These employees will operate under the administrative control of the Department's Engineer-in-chief. As per the Government Order (GO) issued by Sandeep Kumar Sultania, Principal Secretary, these employees will be engaged for a period of one year, or until regular posts are filled, or until the actual need ceases, whichever occurs earlier.
This decision has surprised many, particularly amidst the ongoing impact of salary delays affecting several employees in different departments and hundreds losing their jobs due to non-renewal of contracts this year. Outsourcing employees have questioned the necessity of continuing to engage these agencies, especially since the government had promised to constitute a dedicated corporation. 'We are losing close to Rs 5,000 per month as commission to these agencies. This is a clear case of exploitation. We hope Chief Minister A Revanth Reddy understands the grievance of the outsourcing employee,' emphasised employees.
A significant protest was recently organised by outsourcing employees near Indira Park in Hyderabad, led by a Telangana JAC committee of outsourcing employees, demanding that the government resolve their issues. Their key demands include regularisation of services, scrapping the contract/outsourced employment system, proper pay scales and benefits, ex gratia for families of deceased employees, addressing agency exploitation, and the formation of a dedicated recruitment corporation.
Earlier, the state government had formed a committee to review staffing across government bodies and offered hope for outsourced employees. The government is reportedly drafting proposals for a dedicated recruitment corporation to manage this ad-hoc staff. A Cabinet Sub-Committee is also studying the concerns raised by outsourcing employees, and the government has assured safeguarding their rights.

Mumbai: The Hinduja family-promoted IndusInd Bank's Board of Directors on Wednesday approved raising up to Rs 30,000 crore through a combination of debt and equity and allowed the promoters to nominate two board directors, as it seeks to restore confidence in its operations after the recent Rs 2,000 crore accounting lapse. The lender will raise Rs 20,000 crore through debt securities in any permitted mode on a private placement basis, or its equivalent amount in permitted foreign currencies. It will also augment the capital base via the issue of securities, including American Depository Receipts, Global Depository Receipts, and Qualified Institutional Placement, amounting to Rs 10,000 crore. The bank said after the approval of the RBI, it will make amendments in its Articles of Association to give its promoters, the Hinduja family, the right to appoint two non-executive, non-independent Directors on the bank's board. The UK-based Hinduja family, which can now nominate up to two directors on IndusInd's board, did not previously have any representation on the board. Earlier this year, IndusInd Bank made a disclosure of accounting lapses in its derivatives portfolio. The bank appointed external agencies to assess the financial impact, which was later revealed to be around Rs 2,000 crore, and to find the root cause of the accounting errors. The bank's net worth took a big hit as the misaccounting of internal derivative trades was exposed. Taking moral responsibility for the lapses, the bank's CEO, Sumath Kathpalia, resigned in April, just a day after its former deputy CEO, Arun Khurana, left the bank. The Mumbai-based private lender reported a net loss of Rs 2,328 crore for the January-March period as accounting issues and stress in the microfinance portfolio led to the balance sheet taking a hit. IndusInd's Net Interest Income (NII) or core income declined by 43.4 per cent from the same quarter last year to Rs 3,048 crore. The asset quality of the bank deteriorated on a sequential basis, with Gross NPAs rising to 3.13 per cent of total loans from 2.25 per cent in the preceding October-December quarter, while net NPAs for the quarter stood at 0.95 per cent, up from 0.68 per cent in the previous quarter.

The Indian government's efforts to promote exports and make India a global manufacturing hub appear to be bearing fruit, as India's mobile phone exports surged 127 per cent to reach Rs 2 lakh crore in a decade, the Ministry of State for Electronics and IT informed Parliament on Wednesday. In a written reply to Lok Sabha, the Union Minster Jitin Prasada said the export of mobile phones jumped 127 per cent from India from Rs 1500 crore in 2014-15 to Rs 2 lakh crore in 2024-25. Minister said that the production linked incentive (PLI) scheme, which was meant mainly for mobile phone manufacturing, attracted a total investment of Rs 12,390 crore. 'The PLI Scheme for LSEM has already attracted a cumulative investment of INR 12,390 crore, led to a cumulative production of Rs 8,44,752 crore with exports of Rs 4,65,809 crore and generated additional employment of 1,30,330 (direct jobs) till Jun'25," the minister said. Minister further informed Parliament that the country's mobile import demand decreased by 0.02 per cent in 2024-25, from an outstanding 75 per cent in 2014-15. 'PLI Scheme for Large Scale Electronics Manufacturing has significantly impacted the mobile manufacturing sector in India particularly in transforming India from a net importer to a net exporter of mobile phones. Bharat is now the second largest mobile manufacturing country in the world," the minister said. Minister Prasada informed that the PLI Scheme 2.0 for IT hardware has so far attracted a total investment of Rs 717.13 crore, resulting in cumulative production worth Rs 12,195.84 crore and the creation of 5,056 direct jobs as of June 2025. He further stated that India received USD 4,071 million in foreign direct investment (FDI) in the electronics manufacturing sector over the past five years, starting from FY 2020-21. Of this, USD 2,802 million came from companies benefiting under the Ministry of Electronics and IT's PLI scheme. Last Updated: Foreign companies would have to give an undertaking that their operations in Pakistan or China, if any, shall be 'suitably firewalled from the contract/operations with India' The government is placing a big global order for nearly 10,000 kg of colour security pigment used to print banknotes, but it has specified that the company should have no Pakistani or Chinese link whatsoever. Counterfeiting of banknotes is a major concern for India. Nearly 2.6 lakh counterfeit notes of the Rs 500 denomination were detected in India between 2021 and 2024. Safeguards are hence being specified regarding the colour security ink, which is to be procured from abroad. Foreign companies vying for this big contract would have to give an undertaking that their operations in Pakistan or China, if any, shall be 'suitably firewalled from the contract/operations with India", as per a document reviewed by News18. The company will also have to ensure that no employee who has previously worked or been posted in Pakistan or China in any capacity is engaged for the Indian project. Also, no Pakistani or Chinese national or person of Pakistani/Chinese origin can be engaged by the company for the Indian project. The company will not post any employee who has worked for India operations in Pakistan or China. It is incumbent upon the company not to reveal the specifications, etc, of the colour shifting pigment in Indian banknotes to any third party. The company also cannot supply India-specific colour shifting pigment to any other third party or country and will be responsible for maintaining secrecy, security, and exclusivity in case a contract is awarded. This colour shifting pigment is used to manufacture colour shift intaglio security ink suitable for printing of Indian banknotes. This forms a key security feature in the Indian banknotes to make counterfeiting difficult. The company is also supposed to inform if there is any change in the board of directors/key personnel and in the ultimate beneficial ownership of 10% and above.
