The African Development Bank approves a grant of over $5 million to strengthen public-private partnerships in The Gambia, Guinea-Bissau, Madagascar and Togo

The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved a grant of $5.3 million to implement the Project to Strengthen the Public-Private Partnership Environment for the Promotion of Private Investment in The Gambia, Guinea-Bissau, Madagascar and Togo.
The project, approved in Abidjan on 27 June 2025, will be financed by the Bank's Transition Support Facility (under Pillar III: support for critical capacity building and technical assistance interventions). Created in 2008, the Facility provides additional concessional resources to countries in fragile and conflict situations.
The project aims to strengthen the public–private partnership (PPP) environment in four countries, with the goal of catalysing private investment.
It is structured around three components:
1. Strengthening the PPP environment – This component seeks to create a more coherent and attractive framework for the private sector, operationalise the institutional setup for PPPs, and build the capacity of stakeholders. The aim is to equip contracting authorities to structure and negotiate more balanced contracts.
2. Enhancing private sector participation – Focusing particularly on local businesses, this component will provide a practical case study for PPP stakeholders. It will familiarise them with the different stages of a project cycle, using the tools developed under the first component.
3. Establishing an effective project management unit – This will ensure a stable, well-managed implementation environment, enabling strategic and operational oversight by the authorities. It will also ensure the project's achievements are capitalised upon and its results made visible.
'The project will enable the African Development Bank to build on its ongoing efforts to strengthen the business environment and promote the private sector in the four countries through previous operations. It aligns with the three pillars of the strategic framework for public–private partnerships, contributing to its operationalisation,' said Solomon Quaynor, Vice President of the African Development Bank Group for the Private Sector, Infrastructure and Industrialisation.

Riyadh – The Ministry of Sport (MoS), in collaboration with the National Center for Privatization & PPP (NCP) and Riyadh Region Municipality, is pleased to announce the launch of the Expression of Interest (EOI) and Request for Qualification (RFQ) phase for the Prince Faisal bin Fahad Sports (PFBF) Sports City. This Public-Private Partnership (PPP) project will be delivered under a Design, Build, Finance, Operate, Maintain (DBFOM) model with a (20 – 30) year contract term. PFBF Sports City project presents an opportunity to develop a stadium north of King Abdullah Park in Al-Malaz, adjacent to the current facility. This new stadium will feature a seating capacity of approximately 47,000 spectators. Once completed, it is expected to host major domestic and international football events, including the 2034 FIFA World Cup. The project also includes developing the plan for PFBF Sports City, including the existing stadium. The project reflects the successful cooperation between the public sector, represented by MoS, NCP, and Riyadh Region Municipality. It also strengthens the distinguished partnership between government entities and the private sector by developing PFBF Sports City and preparing it to host major sporting and diverse cultural events, while ensuring commercial sustainability and increasing revenues. This aligns with joint efforts to drive economic growth and achieve national aspirations. Interested investors should submit their Statement of Qualification (SOQ) by October 13, 2025 at 3:00 PM, KSA time.

Mozambique's President Daniel Chapo has lauded Dr. Akinwumi Adesina for a decade of 'transforming ambition into outcomes' as President of the African Development Bank Group ( crediting his leadership with improving millions of lives across the continent. Opening Africa50 General Shareholders Meeting in Maputo on Wednesday, President Chapo thanked Adesina for his impact at both the Bank and as Board Chair of Africa50, an investment platform created by African governments and the Bank to close the continent's infrastructure funding gap. 'Your legacy is not just institutional but impacting the lives of Africans, and we thank you and wish you the most success for what the future has in store for you,' President Chapo said. Africa50 CEO, Alain Ebobissé, also paid tribute to Adesina, highlighting the success of the Alliance for Green Infrastructure in Africa (AGIA), which Adesina initiated with other partners to mobilize capital to catalyze up to $10 billion green infrastructure opportunities for private sector investment. A fireside chat, moderated by Nozipho Mbanjwa-Tshabalala, CEO of the Conversation Strategists, explored Adesina's legacy of institutional transformation, record-breaking achievements, and renewed global confidence in Africa's development prospects. In his comments, Adesina called for Africa's vision to be bold and collective, and translated into tangible results, particularly in providing critical infrastructure such as power generation as a foundation for growth. 'Economies that don't have power can never grow. It's a direct correlation with your GDP growth and access to electricity. You can't create jobs, you can't industrialize, and sadly, you are not going to industrialize and be competitive in the dark,' Adesina emphasised. Challenging perceptions of high investment risk in Africa, he cited Moody's data showing cumulative losses on Africa infrastructure investments of just 1.9 percent over 15 years -- lower than in other regions. 'Africa is not as risky as it is perceived -- You can invest in Africa, get great returns in Africa, and have great institutions like us that will always be there beside you, making sure your capital not only comes, your capital stays, your capital grows, and you can take your capital back.' On youth, Adesina stressed the need to turn Africa's 420 million young people into an economic asset. 'Everything we do needs to be focused on African youth -- If you don't create youth-based wealth, who is going to pay the taxes in the future?' A Decade of Unprecedented Growth and Impact Under Adesina's leadership, the African Development Bank broke records, including growing its capital from $93 billion in 2015 to $318 billion in 2024. This remarkable growth enabled the Bank's flagship "High 5s" initiatives to impact the lives of 565 million Africans across critical areas, including energy access, food security, industrialization, regional integration, and quality of life improvements. The Bank was ranked the best multilateral financing institution in the world for two consecutive years and maintained AAA credit ratings throughout his tenure, including during the COVID-19 pandemic.
