Amir calls for more GCC-US investments
Kuwait leader thanks Saudi leaders, commends Kingdom's pivotal role
RIYADH: His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah participated in the Gulf-US Summit held on Wednesday in the Saudi capital, Riyadh, alongside leaders of the Gulf Cooperation Council (GCC), US President Donald Trump and GCC Secretary General Jasem Al-Budaiwi. The high-level summit addressed regional and international developments, underscoring joint efforts to bolster security and stability, advance sustainable development and further reinforce the strategic partnership between the GCC and the United States.
In his address to the summit, His Highness the Amir expressed his deep satisfaction with the convening of the gathering, extending his appreciation to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al-Saud and Crown Prince and Prime Minister Mohammad Bin Salman Al-Saud for the warm hospitality and exceptional organization of the event.
His Highness emphasized Kuwait's firm commitment to strengthening cooperation with the United States, particularly in the economic sphere. He expressed hope that the summit would serve as a pivotal platform to address pressing regional issues and proposed the establishment of a Gulf-American forum for cultural and educational dialogue. Such an initiative, he said, would support joint research, empower youth and promote the values of tolerance, openness and mutual understanding.
His Highness also commended the GCC states' support for Kuwait's chairmanship of the Council, noting their unified stance in enhancing Gulf solidarity and deepening the strategic alliance with the United States. 'I extend sincere thanks to President Donald Trump for his continued commitment to engaging with GCC leaders in support of our shared vision for peace, security and prosperity,' he said. Recalling the US-led coalition's historic role in liberating Kuwait in 1990, His Highness affirmed that the enduring partnership between the GCC and the US has evolved into a comprehensive alliance spanning security, economic and development fields.
Highlighting investment as a cornerstone of the GCC-US relationship, His Highness called for joint initiatives in smart infrastructure, innovation, entrepreneurship and support for small and medium enterprises. He voiced optimism for expanding Kuwait's investment cooperation with the United States as a key strategic partner. Against the backdrop of ongoing international challenges, His Highness reaffirmed the GCC's united position in safeguarding the region's security and sovereignty, stressing the importance of collective efforts to meet the aspirations of the peoples of the region.
On the humanitarian front, His Highness underscored the need for coordinated Gulf-US development aid to ensure sustainable relief for conflict-stricken communities. He reiterated Kuwait's unwavering commitment to humanitarian action and international cooperation. Turning to regional issues, His Highness voiced hope that the summit would mark a new chapter in addressing Middle East challenges, including the Palestinian cause. He reiterated Kuwait's support for a just and comprehensive solution based on international legitimacy and the Arab Peace Initiative, aiming to establish an independent Palestinian state with East Jerusalem as its capital. On Syria, His Highness called for intensified international efforts to uphold the country's unity, sovereignty, and stability. He welcomed the recent decision by President Trump to lift sanctions on Syria as a positive step. He also commended Oman's mediation in securing a ceasefire in Yemen, noting its significance for ensuring maritime security.
Addressing broader global conflicts, His Highness the Amir praised US diplomatic efforts aimed at resolving the Russia-Ukraine war and reducing tensions between India and Pakistan. He reaffirmed the GCC's belief in shared responsibility for regional stability, describing the US-Gulf partnership as a vital pillar of that objective. 'We look forward to this summit being a step toward building a more stable, balanced, and integrated regional order based on international law, mutual respect, and shared interests,' His Highness said in conclusion, expressing gratitude to Saudi Arabia and President Trump for their key roles in the summit's success.
Following the summit, His Highness the Amir sent a cable of thanks to King Salman, commending the Kingdom's pivotal regional and international role and the deep-rooted relations between the two nations. He also sent a similar message to Crown Prince Mohammad Bin Salman, lauding Saudi Arabia's efforts in hosting the event and expressing hope that the summit's outcomes would advance mutual cooperation.
Upon his departure, His Highness the Amir and the accompanying delegation were seen off in Riyadh with official honors and were received upon arrival in Kuwait by His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, Acting Prime Minister Sheikh Fahad Yousef Saud Al-Sabah, and senior officials. His Highness was accompanied by Minister of Defense and Acting Minister of Interior Sheikh Abdullah Ali Al-Sabah, Minister of Foreign Affairs Abdullah Al-Yahya and senior members of the official delegation. — KUNA

Russian strike kills 5 in Ukraine after Trump calls Putin
KYIV, Ukraine, June 5, (AP): At least five people, including a one-year-old child, were killed in a Russian drone strike on the northern Ukrainian city of Pryluky overnight, regional governor Viacheslav Chaus said Thursday. The attack came just hours after Donald Trump spoke with Russian President Vladimir Putin. According to Trump, Putin "very strongly' said that Russia will retaliate for Ukraine's weekend drone attacks on Russian military airfields. Six more people were wounded in the attack and have been hospitalized, Chaus said. According to him, six Shahed-type drones struck residential areas of Pryluky early Thursday morning, causing severe damage to residential buildings. Hours later, seventeen people were wounded in a Russian drone strike on the eastern Ukrainian city of Kharkiv early Thursday, including children, a pregnant woman, and a 93-year-old woman, regional head Oleh Syniehubov wrote on Telegram. At around 1:05 a.m., Shahed-type drones struck two apartment buildings in the city's Slobidskyi district, causing fires and destroying several private vehicles. "By launching attacks while people sleep in their homes, the enemy once again confirms its tactic of insidious terror,' Syniehubov wrote on Telegram.

Kuwait targets exam fraud, frivolous lawsuits with new reforms
KUWAIT CITY, June 5: The Kuwaiti Council of Ministers, chaired by His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, convened its weekly session on Wednesday at Bayan Palace, reviewing significant local, regional, and international developments while approving major legal and institutional reforms. At the outset, the Cabinet extended Eid Al-Adha greetings to His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, and the people and residents of Kuwait. It also congratulated the Crown Prince on the first anniversary of assuming office, praising his national achievements and leadership. As part of its legislative agenda, the Cabinet approved two draft decree-laws. The first introduces Articles 259 bis and 259 bis (A) to Penal Code No. 16 of 1960, criminalizing acts related to cheating and manipulation in intermediate and secondary school exams. Violations are punishable by imprisonment of up to seven years and fines ranging from KD 1,000 to KD 10,000. The second draft law amends Judicial Fees Law No. 17 of 1973, aiming to discourage frivolous lawsuits and promote alternative dispute resolution methods such as arbitration and conciliation. These measures seek to preserve the integrity of the educational system and improve the effectiveness of the judiciary. The Cabinet commended the recent speech delivered by His Highness the Crown Prince at the Second GCC–ASEAN Summit in Kuala Lumpur, where he represented His Highness the Amir in his capacity as President of the Gulf Cooperation Council. In his address, His Highness emphasized the importance of strengthening multilateral cooperation and building strategic partnerships rooted in mutual respect, sustainable development, and integration. Highlighting the combined economic strength of the GCC and ASEAN — with a total GDP nearing USD 6 trillion — His Highness called for enhanced cooperation in fields such as artificial intelligence, cybersecurity, and food security, especially through sustainable agricultural investment. The Cabinet also praised the Crown Prince's participation in the GCC–ASEAN–China Tripartite Summit, where he welcomed the launch of the 2023–2027 strategic dialogue action plan. The plan outlines collaboration across sectors including renewable energy, education, health, technology, and scientific research. The Cabinet reviewed the results of the Crown Prince's official visit to Japan from May 28 to 31. During the visit, His Highness met with Emperor Naruhito, Crown Prince Fumihito, and Prime Minister Shigeru Ishiba to discuss elevating bilateral ties to a strategic partnership. Both parties emphasized the need for intensified international efforts to ensure Syria's sovereignty, security, and stability. Additionally, the Cabinet reviewed high-level visits from the leaders of Qatar and the United Arab Emirates. Talks with Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al-Thani and UAE Deputy Prime Minister Sheikh Mansour bin Zayed Al Nahyan highlighted the strength of fraternal relations. These meetings led to the signing of several memoranda of understanding in sectors such as energy, advanced technology, education, law, health, investment, and cybersecurity. The Council received a presentation from Minister of Electricity, Water, and Renewable Energy Dr. Subaih Abdulaziz Al-Mukhaizeem, who outlined progress on several strategic infrastructure projects. These include the Shagaya and Abdaliyah Renewable Energy Projects, Az-Zour North Phases II and III, Khairan and Nuwaiseeb Phase I, and the Subiya Plant expansion phases. Combined, these projects will add 14,050 megawatts of electricity and 228 million gallons of daily water production. The Cabinet commended the ministry's efforts and stressed the importance of addressing implementation challenges to meet the nation's growing energy demands. The session concluded with the Cabinet approving several items on the agenda and referring others to specialized ministerial committees for further review and action. Through these comprehensive discussions and decisions, the Cabinet reaffirmed its commitment to national development, regional cooperation, and institutional integrity.
