Speaking at a public meeting during his two-day visit to Kuppam, his longtime Assembly constituency in Chittoor district, on Wednesday, the CM spoke about his government's balanced approach to welfare and development. 'Development and welfare are two eyes for me. Revenue must be used for the benefit of the poor, but without neglecting development which will in turn enhance the state's revenues,' he said.
Naidu strongly criticised the previous administration for what he described as severe financial mismanagement, claiming it had left the state burdened with Rs 10 lakh crore in debt and had misused central funds, disrupting important welfare schemes.
He stated that his government was working to lead Andhra Pradesh from a state of ruin toward meaningful development. 'We are guiding the state, which was driven into ruin, towards development. I have come to you as part of the first step in good governance,' he added.
The Chief Minister reaffirmed his commitment to transform Kuppam into a model constituency for the entire nation. He outlined key projects and developmental initiatives underway in the area.
He pointed out at the completion of the Handri-Neeva Sujala Sravanthi project, which was undertaken at a cost of Rs.3,890 crore, and assured the gathering that water would reach the last ayacut in Kuppam by the end of the year.
The Chief Minister further said: 'In Kuppam alone, we are carrying out works worth Rs.1,292 crore, and projects worth Rs.125 crore have already been completed'. He also noted that ensuring pothole-free roads across the state remains a top priority.
Naidu added that under the 'Swarna Kuppam' project, infrastructure in the constituency is being upgraded with the construction of concrete and bitumen roads. He highlighted efforts to boost local industry and market connectivity through the promotion of 'Brand Kuppam' and said that plans for a new airport, with Rs.850 crore allocated, were underway. Assuring the public that land acquisition would be fair and transparent, he promised generous compensation packages for those who part with their land.
Pushing forward his green energy agenda, Naidu said rooftop solar panels would be installed on every house in Kuppam under the PM Suryaghar Yojana. 'I will stand by you until every household has solar power, which would drastically reduce electricity costs and improve energy independence', he said.
Naidu urged the people to support leaders who truly stand by them, not those who engage in political violence. 'I don't believe in the politics of murder or death. I believe in politics of public good,' he said, defending himself against what he claimed were baseless allegations and politically motivated attacks.
On this occasion, Naidu launched various development projects while four MoUs with Aditya Birla Group, eRoyce motors, ACE International Limited and SVF Soya Pvt Ltd were signed in his presence. Also, he distributed welfare payments to the beneficiaries. Chittoor MP D Prasada Rao, MLC K Srikanth, Collector Sumit Kumar, KADA Project Director Vikas Marmat were also present.

Sebi proposes e-book platform for NPO fund raising on Social Stock Exchange
Capital markets regulator Sebi on Wednesday proposed a dedicated electronic book provider platform for fundraising by not-for-profit organisations (NPOs) through the Social Stock Exchange. The proposed framework aims to streamline the process for NPOs to issue Zero Coupon Zero Principal instruments and other permitted securities on the SSE by introducing a common bidding and settlement platform called the SSE Electronic Book Provider (SSE-EBP), the regulator stated in a consultation paper. Under the draft circular, NPOs intending to raise Rs 50 lakh or more in a single issue or via shelf issues will have to use this new platform. The SSE-EBP will be open to a wide range of participants including qualified institutional buyers, non-institutional and retail investors. However, foreign portfolio investors and foreign funds will not be allowed to participate, Sebi said. Also, the regulator said issuers will be required to submit detailed fundraising documents and term sheets ahead of the issue date, specifying project details, issue size, and other key terms. Further, investors will be able to place bids through an anonymous pooling system on working days between 9 am and 5 pm, on the working days of the recognised stock exchanges. Allotments will be made on a first-come-first-serve basis or pro-rata where applicable, the regulator said in the consultation paper. The issuer are required to submit a Draft Fund Raising Document (DFRD) and a term sheet outlining issue details such as size, bid terms, minimum lot size and mode of allotment. These details must be filed two working days before the issue date or five working days in case of a first-time issuer, it added. To ensure transparency and accountability, Sebi has laid down strict guidelines for KYC, disclosures, and escrow-based fund settlement. Any failure by successful bidders to make payment on time will lead to a 30-day debarment on the SSE-EBP platform. Similarly, issuers who withdraw from the issue without valid reasons may be barred from accessing the platform for 7 days. Exceptions include cases where the issue fails to garner at least 75 per cent subscription or where investors default on payments. The Securities and Exchange Board of India (Sebi) has invited public comments on the draft circular till July 24. The proposed mechanism is expected to improve investor confidence and promote capital mobilisation for social impact initiatives.

ED seize assets worth Rs 131.45 crore, luxury yacht in OctaFX forex scam probe
The Enforcement Directorate (ED) in Mumbai has provisionally attached assets worth approximately Rs 131.45 crore, including a luxury yacht and residential properties in Spain, in connection with its ongoing investigation against unauthorised forex trading platform OctaFX. The action was taken under the provisions of the Prevention of Money Laundering Act (PMLA), attached assets belong to Pavel Prozorov, identified as the mastermind behind OctaFX. The seized properties include a luxury yacht named 'Cherry,' an Italian model operating in the Western Mediterranean, along with a minijet boat, a luxury car, and two residential properties in The ED began its investigation following an FIR registered by Shivaji Nagar Police Station in Pune, which accused several individuals of defrauding investors by promising high returns through the OctaFX to the ED, OctaFX operated as an unauthorised forex broker in India and was promoted via IPL, social media platforms, and celebrities. The platform allegedly collected investor funds using mule accounts created in the names of fake e-commerce firms. These shell companies used manipulated KYCs and dummy directors to gain access to payment gateways by posing as legitimate merchants. The funds were then routed through unauthorised payment aggregators and escrow accounts to disguise the source and ownership of the investigation found that OctaFX manipulated trading outcomes to generate investor losses while syphoning the funds into e-wallets and bank accounts of fictitious entities. The platform frequently changed its URLs and login portals to hide its operations from probe further revealed that OctaFX generated proceeds of crime amounting to at least Rs 800 crore from its India operations within just nine months. The illicit funds were funnelled out of the country under the pretext of importing services to entities controlled by Prozorov in countries including Spain, Estonia, Russia, Hong Kong, Singapore, UAE, and the date, the ED has attached and seized assets worth over Rs 296 crore, including 19 properties in Spain linked to Prozorov. Despite state govt's push to diversification, paddy sowing area continues to expand
With the advancement of paddy sowing starting earlier as compared to previous years since the passing of the Punjab Preservation of Subsoil Water Act 2009, the paddy cultivation in Punjab has been completed on 22.47 lakh hectares till date, up from 18.09 lakh hectares during the same period last year — an increase of 4.38 lakh hectares. The Preservation of Subsoil Water Act aims at conserving groundwater by regulating the sowing and transplanting of paddy by restricting farmers from transplanting paddy before June 10. The sowing, which began on June 1 this year as against June 10 and later in previous years, will continue by the end of this month. Paddy farmers will start the sowing of Basmati (non-paddy rice varieties) crops from the second week of July. The latest data highlights that paddy acreage this year too will see an increase despite the state government's ongoing efforts to diversify from water-guzzling crops. Data accessed by The Indian Express shows that several districts have reported a substantial rise in paddy sowing. Bathinda, for instance, jumped from 1.20 lakh hectares last year to 1.81 lakh hectares this year — an increase of over 60,000 hectares. Sangrur, Patiala, and Muktsar also recorded substantial hikes of around 50,000 hectares, 31,000 hectares, and 21,000 hectares respectively. Experts say the increase in paddy is driven by assured procurement at Minimum Support Price (MSP), availability of irrigation, and farmers' reluctance to take risks with alternative crops. The sharp rise in acreage could also lead to further depletion of the state's groundwater reserves, a concern repeatedly raised by environmentalists and agricultural economists. A senior agriculture officer acknowledged the trend, saying, 'despite awareness drives and subsidies for alternative crops, the economics of paddy continues to draw farmers back, especially in the absence of a guaranteed market for alternatives like maize'. As the state stares at another year of dominant paddy cultivation, the push for crop diversification seems to be facing an uphill battle yet again. In contrast, the area under maize cultivation, which the government has been promoting as a water-saving alternative to paddy, has seen only 66,334 hectares this year till July 2, as against last year's around 80,000 hectares in the season. The sowing of maize still continues. The total maize area is around 3 per cent of the total paddy area, underlining the continued dominance of paddy in Punjab's cropping pattern. This year, the Punjab government has launched a pilot project to enhance the maize cultivation in six districts — Jalandhar, Kapurthala, Bathinda, Sangrur, Pathankot and Gurdaspur. Under this scheme, farmers who divert their land from paddy to kharif maize will get an incentive of Rs 17,500 per hectare (approximately Rs 7,085 per acre) as the government aims to divert around 12,000 hectares (29,640 acres) under paddy to maize cultivation in the current kharif season. Kharif maize, sown during the monsoon season, alongside paddy, relies primarily on rainfall and needs 3-5 times irrigation compared to 22-30 cycles by paddy depending upon long, medium and short durations paddy varieties. Experts term this shift 'critical' as Punjab's groundwater resources have been under relentless stress due to decades of intensive paddy farming but are disappointed that only little area is earmarked for diversification against the massive paddy area in the state. Interestingly, a few districts have shown a notable push in maize cultivation. Ropar (Rupnagar) saw the maize area leap from just 110 hectares on July 2, 2024, to 19,200 hectares by July 2, 2025. Pathankot increased its maize area from 2,210 hectares to 3,200 hectares during the same period. Gurdaspur also saw an improvement, with the area rising from 270 hectares to 700 hectares so far. However, seven districts in Punjab have yet to sow even a single acre under the crop till date. These districts include Barnala, Faridkot, Fazilka, Firozpur, Mansa, Muktsar, and Malerkotla. Notably, in Muktsar, maize cultivation had already reached around 5,500 hectares by this time last year.
