Why these two agri industries are wary about India-US trade deal

Even as India and the United States work towards finalising a bilateral trade deal – ahead of a looming July 9 deadline for the reimposition of President Donald Trump's so-called reciprocal tariffs – at least two major domestic agricultural-based industries are worried about the possible concessions that a deal might entail.
The sugar industry, for one, is against allowing imports of ethanol for use in blending with petrol. The mills aren't also very keen on import of genetically modified (GM) maize/corn as a feedstock for fuel ethanol. The US is the world's top producer as well as exporter of both maize and fuel ethanol.
The second is the soyabean processing industry. The Indore-based Soybean Processors Association of India (SOPA) has vehemently opposed imports of soyabean. The US is the second biggest producer and exporter of this leguminous oilseed after Brazil. Both countries mostly grow GM soyabean.
Given the US' high stakes in these commodities – and the geopolitical imperative to find a sizeable alternative market to China – there's significant pressure on India to remove restrictions on their imports.
But any such opening up in the India-US trade deal could encounter resistance from the two well-established agro-processing industries.
What sugar millers fear
The ethanol-blended petrol programme has been a success story of the Narendra Modi-led government.
Chart 1 shows that the average blending of ethanol in petrol sold by oil marketing companies (OMC) has risen from just 1.5% in 2013-14 to 14.6% in 2023-24. In the current supply year, from November 2024 till May 2025, the cumulative all-India average blending ratio was 18.8%, close to the target of 20% by 2025-26.
But the industry's concerns are over the feedstock used for ethanol production.
Till 2017-18, the entire ethanol for blending in petrol came from molasses, the leftover dark syrup after extraction of sugar crystals from cane juice. From 2018-19, the mills-cum-distilleries also began using cereal grains (mainly broken or old rice unfit for human consumption) as feedstock. Since 2023-24, the ethanol supplies from grain-based feedstock, particularly maize, has overtaken that from sugarcane molasses and whole juice (Chart 2).
For the 2024-25 supply year, a total 1,047.9 crore litres of ethanol have been contracted or made available to OMCs. Out of that, 710.4 crore litres or nearly 68% is from grain-based feedstock, including 483.9 crore litres from maize, 119 crore litres from the Food Corporation of India's surplus rice and 107.5 crore litres from damaged/broken grains. Only the balance 337.5 crore litres are from molasses (144.7 crore litres) and sugarcane juice (192.8 crore litres).
'As it is, sugarcane is being marginalised as a feedstock. It would be worse with imports of maize or even ethanol itself,' says a miller from Uttar Pradesh.
According to him, the industry was already facing the prospect of stagnant, if not declining, domestic sugar consumption: 'Our future isn't sugar, but energy. Today, it is 20% ethanol-blended petrol. Tomorrow, it may be 5% blending in diesel or ethanol being converted through additional processing into sustainable aviation fuel producing lower carbon emissions compared to petroleum jet fuel'.
Ethanol from sugarcane, the miller claims, will not create any major 'fuel versus food and feed' dilemma. 'Sugar consumption won't increase much in India, unlike milk, egg and chicken that need maize as the key feed ingredient. The diversion of maize for biofuel will cause huge demand-supply imbalances and shortage of grain for livestock and poultry,' he adds.
The US exported a record 1,914 million gallons (724.5 crore litres) of ethanol, valued at $4.3 billion, in 2024. India was its third largest market (after Canada and the United Kingdom), at 187 million gallons (70.8 crore litres) worth $441.3 million. India permits import of ethanol only under licence for industrial (non-fuel) purposes and restricted to 'actual users': Imports can be for manufacture of alcohol-based chemicals, but not for blending in petrol or diesel.
A recent NITI Aayog working paper has suggested that India import GM maize as a feedstock for ethanol production. The protein-rich byproduct from it – DDGS or distiller's dried grains with solubles – may be entirely exported without getting consumed as a GM feed ingredient within the country.
'US corn is cheaper and can be used to meet India's biofuel targets without disrupting local food and feed markets,' the paper – authored by NITI Aayog member, Ramesh Chand, and senior adviser, Raka Saxena – has stated.
The NITI Aayog paper has also called for exploring the option of importing soyabean, with the oil extracted from it being sold in the domestic market and the residual de-oiled cake or meal (which contains GM protein matter) exported to other countries.
SOPA's executive director, DN Pathak, counters this proposal. 'Most of our solvent extraction plants are in the interiors (especially Madhya Pradesh and Maharashtra) where the crop is grown. It's not feasible for them to bring imported soyabean from the ports, process it and then take back the meal for exports. The freight cost economics will simply not work. And what will happen to the 7 million-odd farmers cultivating soyabean here?,' he asks.
Indian processors crush 11-12 million tonnes (mt) of soyabean annually to produce 9-9.5 mt of meal. Out of that, 7-7.5 mt is domestically consumed as feed and food ingredient and the rest 2 mt or so exported. This is way below the 105-110 mt that China crushes every year. Much of that soyabean is imported to meet the feed requirement of its humungous swine herd and poultry flock: China is home to roughly half of the world's pig population and a fifth of its chickens.
'We don't have this kind of domestic market for soyabean meal. Also, if the GM meal cannot be sold within the country, the processing plants will have to be nearer to the ports for exports. The ones more likely to put up these are the international commodity trading giants such as AWL Agri Business (formerly Adani Wilmar), Archer Daniels Midland, Bunge, Cargill and Louis Dreyfus,' explained Pathak.
SOPA has also voiced concern at the Centre's decision, on May 30, to slash the effective import tariff on crude soyabean, palm and sunflower oil from 27.5% to 16.5%. That will further squeeze the margins of domestic processors, 'as they will have to compete with lower-priced imported oils, forcing them to operate below break-even capacity or shut down altogether'.
Soyabean is now trading in MP and Maharashtra's mandis at Rs 4,300-4,350 per quintal, as against its official minimum support price of Rs 5,328. A surge in imports, whether of oil or seed, can lead to farmers switching acreage to other crops.
These worries may to come to the fore, as the ongoing trade talks between India and US edge closer to fruition.

Persistent Systems Ltd named Jaideep Vijay Dhok as its chief operating officer for technology on Thursday, marking its third leadership change in as many weeks, to bolster its growth momentum. However, the country's ninth-largest information technology (IT) outsourcer is not the only one to have made leadership changes in the recent weeks. At least five of its peers earning less than $5 billion in annual revenue announced a dozen such leadership changes in total—ranking vertical heads and above—in less than 45 days. Analysts attribute these changes at mid-tier IT firms to their ambition to grow their business, with many of them luring top talent from their larger peers with proven skills and experience in scaling complex businesses. These new appointments and exits at the nation's mid-cap software services companies signal that they are looking to turbocharge growth at a time when generative artificial intelligence (GenAI) and macro uncertainties are prompting their clients to carefully reassess their spending plans. This is because maintaining IT budgets gets tough when primary business itself is getting hampered due to tariff-related turmoil. Sample this. Dhok, earlier the senior vice-president and general manager for banks and financial institutions at Persistent, replaced Dhanashree Bhat, who resigned for personal reasons. He assumes the new role from 12 August. Bhat joined Persistent from Tech Mahindra Ltd in December 2023. On 7 August, Persistent 'announced strategic leadership changes to scale its growth momentum and enhance its operational excellence." 'This change reflects the strength of the company's existing leadership, succession planning, long-term transformation priorities, and continued focus on seamless execution," said Persistent Systems in a press release on 7 August. As part of the rejig, Vinit Teredesai, who is the company's chief financial officer (CFO), is expected to take on the additional mantle of IT and ESG (environmental, social and governance), according to the company's press release. Dhok's elevation follows the retirement of Yogesh Patgaonkar as the company's chief people officer on 23 July. He was replaced by Rajiv Naithani, who was previously the senior vice president of the company for six months. Naithani assumed his role from the start of the month. However, Pune-based Persistent was not the only mid-sized IT outsourcer to reshuffle its top ranks in the last 45 days—five other peers have made similar changes. Gururaj Deshpande joined as chief delivery officer of larger peer LTIMindtree Ltd on 4 August. He is expected to handle the company's delivery centres and talent functions, and will report directly to chief executive officer (CEO) Venu Lambu, according to a company release. On 1 August, Coforge Ltd announced the exit of Gautam Samanta, president and executive director of the country's seventh-largest IT outsourcer, as he wished to pursue other opportunities. A day earlier, changes ensued at Hexaware Technologies Ltd, which made a comeback to the Indian stock exchanges this February. The Mumbai-headquartered IT service provider appointed Shantanu Baruah as president and global head of its healthcare and insurance vertical on 31 July. The former HCL executive vice-president replaced Milan Bhatt, who resigned in May. 'There is a lot of talent demand for mid-caps. This is where the growth is anticipated and boards are seeking talent from experienced large-cap players to drive growth, avoid the bureaucracy of a large-cap, and make more money in the process," said R. Wang, founder of Constellation Research. Hexaware also reposed its faith in company veteran Kush Gupta, who was promoted as vertical head of Hexaware's hi-tech professional services on 6 July. While Baruah joins from the country's third-largest IT company HCL Technologies Ltd, Gupta has plied his trade in Hexaware for 24 years. Both were designated as senior managerial personnel of the company and both changes were done to strengthen domain leadership and scale vertical growth, according to the company's press releases. At L&T Technology Services Ltd (LTTS), M.T. Lakshmanan ceased to be the chief human resources officer (CHRO) as he was transferred back to Larsen & Toubro Ltd, the parent company which deputed him to LTTS. According to the company's 16 July press release, T. Shivram is the new CHRO of LTTS. He also came from the L&T Group. Kamini Shah resigned as Birlasoft CFO on 23 July citing personal reasons, and was replaced by Chandrasekar Thyagarajan, who joined from Greaves Electric Mobility for a second stint as CFO. There were elevations even in the non-client facing roles, as Shimona Chadha was named Persistent Systems' chief marketing officer on 3 July, whereas Sairam Vedam took up that role for Coforge last month. LTIMindtree, Coforge, Persistent Systems, Hexaware, LTTS and Birlasoft ended the April-June 2025 period with $1.15 billion, $442 million, $389.7 million, $382.1 million, $335.3 million and $150.7 million, respectively. Mid-caps have outpaced the country's five largest tech service providers—Tata Consultancy Services Ltd, Infosys Ltd, HCLTech, Wipro Ltd and Tech Mahindra—for two consecutive years, growing in double digits last year compared with 1-5% revenue growth at large-caps. Notably, Wipro and Tech Mahindra have reported a revenue decline in the last two years. In relation to large-caps, churn at the CXO and vertical head level has been more pronounced for the smaller peers. The last company to report this churn was Tech Mahindra, which saw 11 leadership changes in the past 15 months, and the movement count at the company's senior management swelled to at least 20 since March last year. Some analysts said the changes were AI-induced. 'The industry has hit a slowdown and it's now much harder to grow. AI looks to be disrupting the industry," said Peter Bendor-Samuel, founder of Everest Group, adding that mid-sized firms are looking at attracting leaders from larger firms 'as they believe that these executives understand how to scale." Automation has disrupted the country's $283-billion IT industry, as Fortune companies push tech service providers to deliver more at lower costs. This comes at a time when IT outsourcers are grappling with low demand and tariff volatility. A third expert said that mid-caps were struggling to find the right talent to build high-value customer relationships. 'Many of these managers lack strategic thinking skills and are far too P&L (profit and loss) focused, so when the business is struggling, they struggle to build the right client relationships to be effective," said Phil Fersht, chief executive of HFS Research. Fersht also echoed Bendor-Samuel's views, adding that 'more talent from the large providers is coming onto the job market so it's easier for the likes of Persistent, Coforge and Mphasis to upgrade their teams, hence the heavy turnover we are seeing."

TALAY's design for maritime and coastal missions makes it a killer and a valuable asset for naval operations. It has a wingspan of 9.84 feet and a total length of 9.19 feet. This makes the drone a compact yet powerful tool. Its low radar cross-section and stealth-focused design allow it to evade enemy detection and perform precise missions with high accuracy. Its foldable wings allow for quick deployment. What is the range and firepower of TALAY? TALAY can carry up to 66 pounds (30 kg) of payload, advanced sensors or munitions comparable to smaller conventional anti-ship missiles. It is powered by an electric engine and Li-Po battery. TALAY's endurance is about 3 hours, with an operational range of up to 200 km, a maximum take-off weight is 60 kg (132 lbs), and flight modes are functional during day and night. BENGALURU: Prime Minister Narendra Modi said the success of India's forces in Operation Sindhoor, which destroyed terrorist hideouts deep across the border, was due to India's technological prowess and the strength of the 'Make in India' initiative in defence. He said the success of the operation had shown a 'New India' to the world, emphasising India's strength in forcing Pakistan, which came to defend the terrorists, to its knees within hours. Modi added that Bengaluru and Karnataka had contributed significantly to the success of the operation. He was speaking at the foundation stone-laying ceremony of the Bengaluru Metro Phase-3 (Orange Line) project, worth over Rs 15,610 crore, in the city on Sunday. Addressing the audience after laying the foundation, Modi said, 'I am coming to Bengaluru for the first time after Operation Sindhoor. The success of the operation has shown a New India to the entire world. A major factor behind the victory of the operation is the indigenous technology and the might of Make in India in defence. There is a lot of contribution towards this from the youth of Bengaluru and Karnataka. I congratulate them for their contributions.' Earlier, amidst chants of 'Modi, Modi', the Prime Minister, who began his speech in Kannada, said that Bengaluru had become a symbol of New India and that it had 'philosophical knowledge' in its soul and 'tech knowledge' in its action.
