THIRUVANANTHAPURAM: The rise in stray dog attacks and rabies deaths have yet again reignited debates over the state's handling of the stray dog menace. Inefficiency of the local self-government institutions (LSGI) in utilising funds for implementing projects for stray dog management is cited as one of the main reasons for the rise in the attacks.
As per official data, over the past two years, the LSGIs spent only Rs 13.59 crore out of the total allocation of Rs 98.93 crore. Over 1.65 lakh people have been bitten by stray dogs in Kerala in the past five months, leading to 17 deaths. The other day, Kerala State Human Rights Commission pulled up the state government demanding an action plan for managing stray dogs.
Meanwhile, the LSGD is blaming the Central law for poor management of stray dogs. However, a social media post by bureaucrat N Prasanth in response to the Facebook post by LSG Minister M B Rajesh has further sparked debate. Prasanth countered Rajesh's argument, stating that the state had broader legislative options.
Prasanth told TNIE that animal welfare is a subject in the Concurrent List of the Constitution, enabling states to pass context-specific laws. Citing Tamil Nadu's legislation on Jallikattu and Kerala's own 1968 law banning animal sacrifice, he said that Kerala could enact a specific law -- such as a Kerala Public Safety and Aggressive Animals Regulation Act -- to regulate or remove violent stray animals.
With mounting pressure, a meeting has been called by LSGD and animal husbandry department on July 16 to discuss solutions for the crisis. Minister Rajesh told TNIE that the state has sought legal advice multiple times to address the stray dog menace and there is no such provisions to bring a legal framework to kill aggressive dogs.
'There is a Supreme Court ruling and as per existing laws, the state can only sterilise and vaccinate stray dogs. The law also restricts killing of rabid dogs and as per rule, a rabid dog should be left to die. If it was legally possible, the state would have done it already. If there is a possibility for a legal framework, we will definitely do it. This law is applicable for every state in the country and none of the other states has come up with such a law for culling dogs,' said Rajesh.

New Delhi, A Delhi court has set aside an order of a magistrate directing some accused people to stand in the court with their hands raised for the entire day after finding them guilty of contempt of court. It said, "Non-furnishing of bail bonds by the accused persons cannot be termed as a contemptuous act by any stretch of imagination." "The act of accused persons of not furnishing bail bonds does not fall within the scope and ambit of Section 228 of the IPC, and can in no manner be taken as intentional insult or interruption to public servant in judicial proceedings," the court said. It said the magistrate did not afford any opportunity to the accused persons to show cause as to why they should not be proceeded against, and that, without hearing them, the accused people were asked to stand in the court till the rising of the court with their hands straight in the air. "This kind of sentence is not contemplated in law," the court said, adding, Article 21 of the Constitution conferred fundamental rights of personal liberty, which could be curtailed only by a procedure established by law. "The object of law is to ensure that basic human rights are not violated. The judges are duty-bound to safeguard basic and natural rights meant for a dignified existence of individuals," the court said. "Every person appearing before the court has the inalienable right to live with dignity and is entitled to equal respect. It is the duty of the court to ensure that no person can be detained without proper legal justification or without following due process of law," the court added. It said the magistrate completely failed in his duty and responsibility to conduct judicial proceedings legally and properly. "The order convicting the accused persons under Section 228 IPC and sentencing them to stand with their hands in the air till the rising of the court is not sustainable. The magistrate is advised to properly read and understand the legal provisions before using his discretionary power," the court said, setting aside the order. Earlier, on July 15, Judicial Magistrate Saurabh Goyal, who was hearing a 2018 complaint case, which was at the stage of pre-charge evidence, had passed the order. He said, "Despite waiting and calling the matter twice from 10 am till 11.40 am, the bail bonds were not furnished by the accused persons. For wasting the time of the court, which is in contempt of the order duly promulgated on the last date of hearing, the accused persons are hereby held guilty for contempt of court proceedings and are convicted for the offence under Section 228 of the IPC." "They are directed to stand in the court till the rising of this court with their hands straight in the air," the magistrate added. New Delhi: Since its launch in 2016, the Pradhan Mantri Fasal Bima Yojana (PMFBY) has insured 78.41 crore farmer applications up to June 30, 2025. During this period, around 22.67 crore farmers have received compensation amounting to Rs 1.83 lakh crore, highlighting the scheme's wide reach and impact in supporting farmers against crop loss, informed Ramnath Thakur, Minister of State for Agriculture and Farmers Welfare in a written reply to Rajya Sabha on August 1. Pradhan Mantri Fasal Bima Yojana on February 18, 2025 , completed nine years of its launch. Launched in 2016 by Prime Minister Narendra Modi, the scheme provides a comprehensive shield against crop losses caused by unforeseen natural hazards. This protection not only stabilises farmers' income but also encourages them to adopt new practices. Crop insurance is an important risk mitigation measure to protect farmers from natural calamities. Its purpose is to provide financial assistance to farmers suffering from crop loss/damage due to natural calamities such as hailstorm , drought , flood , cyclone , heavy and unseasonal rains , disease and pest attacks etc. MoS further apprised the house about the steps undertaken by the government to strengthen implementation of this scheme, according to Ministry of Agriculture & Farmers Welfare. Among the various steps, development of National Crop Insurance Portal (NCIP) as a single source of data ensuring subsidy payment, co-ordination, transparency, dissemination of information and delivery of services including direct online enrolment of farmers, uploading/obtaining individual insured famer's details for better monitoring and to ensure transfer of claim amount electronically to the individual farmer's Bank Account. In order to rigorously monitor claim disbursal process, a dedicated module namely 'Digiclaim Module' has been operationalized for payment of claims from Kharif 2022 onwards. It involves integration of National Crop Insurance Portal (NCIP) with Public Finance Management System (PFMS) and accounting system of Insurance Companies. Delinking of Central Government share of premium subsidy from that of State Governments has been implemented so that farmers can get proportionate claims relating to the Central Government share. Opening of ESCROW Account by the State Government concerned for deposit of their premium share in advance as per provisions of the scheme has been made mandatory w.e.f. Kharif 2025 season. Also, towards leveraging technology in implementation of the scheme, various steps like capturing of yield data/Crop Cutting Experiments (CCEs) data through CCE-Agri App & uploading it on the NCIP, allowing insurance companies to witness the conduct of CCEs, integration of State land records with NCIP etc. have already been taken to improve timely settlement of the claims to farmers. Provision of 12 per cent penalty on delay in payment of claims by insurance company is auto calculated on National Crop Insurance Portal (NCIP). MoS said that both Public Sector and Private Insurance Companies have been involved to increase the coverage of farmers especially non-loanee farmers and to bring more competition in crop insurance sector so as to provide the best services to farmers at competitive rates. Due to increased competition, actuarial/bidded premium rates have also decreased. As compared to erstwhile crop insurance schemes, coverage of farmer applications has increased from 371 lakhs in 2014-15 to 1510 lakhs in 2024-25. He added that the number of non-loanee farmer applications has also increased from 20 lakhs in 2014-15 to 522 lakhs in 2024-25.

"Every woman of the state is my sister. It is my pride and my honour. The Madhya Pradesh government is fully committed to ensuring that no sister faces hardship," Yadav asserted.'Best Lifestyle' currently employed 1500 women, and this number would soon go up to 4000, he said, adding that a new site had been allotted to the company, which will also have residential facilities for Syntex, another prominent firm in the region, employs 7000 women, all of whom are skilled workers producing high-quality garments that are exported to the United States of America, the CM said. Informing that the firm had exported 11 lakh units and aims to reach 20 lakh units soon, Yadav said, "I bow to the hardworking sisters who are the backbone of this progress. For me, my sisters are everything."
