Ties upgrade with Kabul after due diligence: Dar
Deputy Prime Minister and Foreign Minister Ishaq Dar on Thursday said Pakistan would upgrade ties with the Afghan Taliban government after due diligence and consultations with all stakeholders.
"All stakeholders would be taken on board. We will do due diligence and discuss all pros and cons," Dar told reporters when asked about China's announcement about Pakistan and Afghanistan's move to upgrade their diplomatic ties.
The Chinese foreign ministry on Wednesday said Pakistan and Afghanistan expressed their willingness to upgrade their ties and agreed in principle to exchange Ambassadors.
The statement was issued after Chinese Foreign Minister Wang Yi hosted Foreign Minister Dar and Afghan Interim Foreign Minister Amir Khan Muttaqi in Beijing in an informal meeting.
The trilateral meeting was not planned earlier as it was believed to have been arranged at the last moment in view of the changing geopolitical scenario.
A Pakistani official said the informal trilateral meeting was meant to deliver a clear message to India, which was trying to reach out to the Taliban government in order to advance its geostrategic interests.
Dar told reporters that Pakistan, China and Afghanistan reached an agreement to collectively fight terrorism.
He said during the three-way talks it was agreed to "collectively eliminate terrorism" from their soils, including groups such as the East Turkestan Islamic Movement (ETIM), the Tehreek-e-Taliban Pakistan (TTP), the Baloch Liberation Army (BLA), and the Majeed Brigade.
"Terrorism will not be allowed to stay in these countries. Obviously, it will take time," Dar added. When asked about the use of Afghan soil, the foreign minister made it clear that any attack that was supervised by the interim government was not acceptable. However, he said there was a possibility that groups might be working without the knowledge of the Afghan government.
He said his recent visit to Kabul was productive, adding that the Afghan government had taken certain steps to rein in terrorists without providing specific details.
Dar did not rule out the possibility of the upgrade in ties with Kabul but added that the Afghan government will have to ensure that its soil was not used by terrorist groups.
"We cannot change our neighbours. In China, discussions were held on diplomatic ties, trade, and other matters. We made it clear that the Afghan soil must not be used for terrorism against Pakistan," he said.
"Afghan refugees are being brought in under a single-document policy. Afghan refugees will be given a one-year multiple-entry visa to Pakistan, with a fee of $100," he added
Dar termed his visit to China "extremely successful" saying China expressed support for Pakistan's sovereignty and territorial integrity.
"It was a special visit to China at the invitation of my Chinese counterpart. On Tuesday, important meetings were held with Chinese delegations. On Wednesday, I participated in the trilateral meeting of the foreign ministers of Pakistan, China, and Afghanistan. During the trilateral meeting, discussions were held on Afghan refugees, regional developments, and trade. The agreements made during the April 19 visit to Kabul have already been implemented in Pakistan."
"Discussions were held on launching the CPEC Phase II with China. China is ready to begin CPEC-II with this government," he stated.
He added that Beijing agreed to extend the China-Pakistan Economic Corridor (CPEC) to Afghanistan, suggesting that a proposed highway connecting Peshawar with Kabul and a trans-Afghan railway project linking Central and South Asia could also be developed under the next stage of the CPEC, which is a multibillion-dollar extension of China's global Belt and Road Initiative.

The easing of tensions between China and India has gathered pace while New Delhi's relationship with Washington is strained by growing trade disputes. China and India had already been working to improve relations following the deadly clash between their troops in the disputed Galwan Valley in June 2020. Wang's last visit to India was a brief working trip on March 25, 2022, just weeks after Russia's invasion of Ukraine. Backchannel talks since late last year have yielded more incremental progress. Both armies completed disengagement at multiple friction points along the Line of Actual Control, and New Delhi reopened visa slots for Chinese nationals earlier this year, while Beijing resumed access to Tibet for Indian pilgrims. Both countries have also announced plans to resume direct flights.

Locals in Balochistan helping identify terrorists: DG ISPR
The chief military spokesperson said on Saturday that residents in Balochistan are increasingly providing information on terrorists and their facilitators, a move he called critical to the success of counterterrorism operations in the restive province. Lt Gen Ahmed Sharif, Director General of the Inter-Services Public Relations (ISPR), told students in a special session of the army's internship programme that intelligence-based operations (IBOs) rely heavily on local cooperation. "We don't conduct sweeping operations unless locals support us by identifying threats. Military presence alone doesn't secure an area – local ownership is the key," he said in a candid discussion with the students, where he addressed questions surrounding military operations, regional concerns, and national unity. "If a citizen provides shelter to terrorists or keeps explosives in his house, he will have to face the consequences," Lt Gen Sharif said while dispelling the impression that military operations target communities. "The entire region or village cannot be punished for the terrorism of one person," he added. "Our operations are not about displacing communities or punishing entire regions. We only move against confirmed terrorists based on solid intelligence." He said security forces were working to expose not only terrorists but also their facilitators and supporters. "The people of Balochistan are standing up against terrorism and pointing out those who harbour or facilitate terrorists," Lt Gen Sharif added. Balochistan, which borders Iran and Afghanistan, has been plagued by a decades-long Baloch separatist insurgency as well as attacks by religious extremists. The province has seen frequent assaults on security forces, government installations, and Chinese-backed projects. The military spokesperson praised the people of Balochistan for what he described as growing resistance to terrorist groups, saying many were "helpless and fed up with the terrorists." He cited the examples of young Baloch professionals, including female deputy commissioners, as signs of progress. He specially mentioned Dr Samad Yar Jang, a Cambridge-trained scientist, and Shahzaib Rind, Pakistani Wushu and Kickboxing champion, known for his success in Karate Combat. He added that Baloch women now serve in senior administrative positions, such as deputy commissioners, which he said symbolise progress and empowerment. The talented and educated Baloch youth has become the masters of its destiny, he added. "There's a common misconception that Baloch youth are disconnected from Pakistan. In reality, they understand the bond between their province and the nation very well," the military spokesperson said. Lt Gen Sharif also paid tribute to Major Muhammad Anwar Kakar, an officer martyred in a bomb attack in Balochistan. Major Kakar Shaheed, a brave son of the soil, had previously played a key role in repelling an attack on the PC Hotel in Gwadar in 2019, he added. "From officers to civilians, sacrifices are being made every day to keep Pakistan secure." Referring to the ideological roots of Pakistan, Lt Gen Sharif said that Pakistan was created on the basis of "Kalima" not on ethnic or linguistic lines. "The Prophet Muhammad (PBUH) has taught us that no race or ethnicity is superior to another. That's the foundation of our country," he added. He also pointed out the diverse ethnic makeup of Balochistan, saying that more than 30% of its population comprises Pashtuns, and many Baloch tribes live outside the province in Sindh and South Punjab. "Pakistan is not just a country; it's an idea rooted in unity, faith, and purpose," he added.

Ishaq Dar arrives in United Kingdom
Foreign Minister Ishaq Dar on Saturday arrived in the United Kingdom for a series of diplomatic meetings with British and Commonwealth leaders scheduled from August 17 to 19. In London, Dar will hold meetings with the Deputy Prime Minister Angela Rayner, Parliamentary Under-Secretary of State for Pakistan Hamish Falconer, in addition to attending a breakfast meeting with the Commonwealth Secretary-General Shirley Ayorkor Botchwey. He will also inaugurate a Punjab Land Record Authority's project, piloted at the Pakistan High Commission, London.
