Chandigarh chief secy reviews status of solid and liquid waste mgmt compliance
During the meeting, chief secretary was briefed about the status of waste water generation and its treatment. Performance of all the sewage treatment plants (STPs) was reviewed and it was informed that Chandigarh has a capacity of approx 255 megalitres per day (MLD) against the generation of approx 232 MLD. MC commissioner Amit Kumar explained the steps taken by the civic body to ensure performance of the STPs to meet the norms and to check the discharge of untreated water into choes.
It was informed that approx 500 TPD waste is being generated in Chandigarh, which the MC collects through door-to-door collection in specially compartmentalised vehicles, and the same is being processed by the civic body completely. Arrangements are being made to speed up the bio-remediation work and to complete the same before the monsoon. It was informed that Leachate, which is being generated in a landfill site, is being treated through two nos. of Leachate Treatment Plants (LTP).
Chief secretary directed that all the works should be completed as per the timeline given to NGT and concerned departments should ensure that no untreated waste water is released into choes/drains and no solid waste should be dumped anywhere in Chandigarh, including the choes, failing which action would be initiated against the concerned official. MC should ensure complete segregation of waste and in case of non-compliance fine should be imposed on defaulters. It should also be ensured that no burning of waste should take place anywhere in Chandigarh.
The meeting was attended by Mandip Singh Brar, secretary environment and local government; Diprava Lakra, finance secretary; Saurabh Kumar, director environment; Amit Kumar, MC commissioner; Anoop Soni, Conservator of Forests.

In the understaffed NGT, Centre appoints 2 judicial members and 4 new expert members
The Union Environment Ministry has issued an order appointing two judicial members and four expert members to the National Green Tribunal (NGT), which is currently functioning below its sanctioned strength. The Centre's order, dated August 11, also ended with immediate effect the extended tenure of two judicial members – Justice Sudhir Agarwal and Justice Sthalekar, and two expert members, K Satyagopal and Arun Kumar Verma. Justice Sudhir Kumar Jain, former judge, Delhi High Court, and presently a member of the National Consumer Disputes Redressal Commission (NCDRC); and Justice Umesh Chandra Sharma, former judge of Allahabad High Court and currently a member of the Armed Forces Tribunal, Chandigarh, are the two new judicial members. Out of the four new expert members, two are Indian Forest Service Officers – Sudhir Kumar Chaturvedi, retired principal chief conservator of forest, Gujarat, and Ishwar Singh, retired principal chief conservator of forest, Delhi. The other two are Sujit Kumar Bajpayee, currently a member of the Commission for Air Quality Management and former joint secretary, Environment Ministry, and Prashant Gargava, former member secretary, Central Pollution Control Board. It has not been specified when the new judicial and expert members will take charge, and their exact place of assignment is also not clear. S Vineeta, Registrar General, NGT, was not available for a comment on the appointments. Section 4(1) of the NGT Act, 2010, states that the Tribunal shall consist of not less than 10 but a maximum of 20 full-time judicial members and the same number of expert members. Until the Centre's latest order, NGT had only five expert members and six judicial members. Now, a strength of six judicial members will continue, and there will be seven expert members. The NGT has five benches – Principal bench (Delhi), Eastern zone (Kolkata), Western Zone (Pune), Southern Zone (Chennai) and Central Zone (Bhopal). Since Monday, August 12, chairperson Justice Prakash Shrivastava has been virtually hearing cases listed before the Kolkata bench, along with expert member Senthil Vel. The Supreme Court has, in previous orders, granted tenure extension to three judicial members and two expert members of NGT, given the vacancies and continuing search and selection process. On January 16, 2023, a bench headed by former Chief Justice DY Chandrachud ordered that Justice Sheo Kumar Singh, judicial member of the Bhopal bench of NGT, will continue until the selection process for new judicial members is completed. Justice Singh's tenure in Bhopal will end immediately after a newly appointed judicial member assumes charge. Similarly, on April 3, a bench of Justice Surya Kant and Justice Nongmeikapam Kotiswar Singh ordered the extension of tenure for two judicial members and two expert members of the NGT. This allowed judicial members Justice Agarwal and Justice Sthalekar, and expert members K Satyagopal and Verma to continue. All were due to retire in April. Under the NGT Act and as per appointment norms, a judicial member is appointed for five years or till he attains the age of 67 years, whichever is earlier. Justice Singh was due to demit office in 2023; however, he was granted an extension and was also briefly acting chairperson of the NGT until the present chairperson, Justice Prakash Shrivastava, was appointed. A judicial member should be a former judge of the High Court, or a district or additional district judge for 10 years or an advocate with substantial experience in environmental litigation matters before NGT, HC, or SC. Meanwhile, expert members are supposed to have a degree or a Master's in science with 25 years of experience in the relevant field, and five years of practical experience in the field of environment and forests in a reputed national institution. Former state or Central Government officials are eligible for this role.

Ludhiana Cong councillor alleges illegal shifting of vending zone, fund misuse.
Ludhiana: Congress councillor from Ward No. 94 Bhupinder Kaur has complained against illegal shifting of the vending zone project from west constituency to north constituency. She has written to the ministry of housing and urban affairs, in which she has alleged that officials were misusing funds. Activists have already raised their voices against this project. The councillor, in her letter to the ministry and other officials concerned, stated that the unlawful shifting of the Smart City project of zone-D of the MC, amounting to Rs 1.2 crore, had been moved to zone-A. The work orders for this project were issued on Sept 21, 2022, but the project was illegally moved to zone-A. This appears to be a misuse of Smart City funds by the MC, she added. She claimed that the vending zone project was not needed at its new location as a vegetable market was already situated nearby. She shared that the project was being undertaken to provide undue benefit to someone so that they might open an illegal slaughterhouse there. BJP questions MP Tewari's contribution to Chandigarh
BJP Chandigarh general secretary Sanjeev Rana on Tuesday accused Chandigarh's member of Parliament Manish Tewari of failing to contribute meaningfully to the city's development and governance. Rana alleged that MP Tewari had shown 'zero contribution' to Chandigarh's progress, neither initiating development projects nor facilitating coordination between the municipal corporation (MC) and the administration. Rana also accused MP Tewari of frequently criticising development projects related to the city. (HT photo for representation) He claimed that the MP had a 0% attendance record at MC meetings and had made no significant effort to address the MC's ongoing financial crisis with central authorities. 'Tewari has become a 'weekend MP'—visible only on weekends for photo opportunities,' Rana said. He urged MP Tewari to spend more time in the city to understand ground realities. Rana also accused MP Tewari of frequently criticising development projects related to the city, including the railway station upgrade and Swachh Survekshan ranking, without offering constructive solutions. He also blamed last year's Congress-AAP alliance mayor for the MC's 'financial mess' and questioned Tewari's continued alliance with AAP.
