UPEIDA starts process to get environmental compliance reports every 6 months

The Uttar Pradesh Expressway Industrial Development Authority (UPEIDA) has introduced a system to prepare environmental compliance reports every six months by laboratories accredited under the Environmental Protection Act and certified by the National Accreditation Board for Testing and Calibration Laboratories (NABL).
The accredited labs will not only monitor environmental parameters, but also prepare reports in the prescribed format and upload them online to ensure transparency and promote sustainable industrial development. The initiative has been implemented for projects under the Defence Industrial Corridor and the Industrial Manufacturing and Logistics Cluster (IMLC).
According to UPEIDA, the process will soon begin at sites that have received environmental clearances. The move will ensure adherence to environmental norms, while also boosting investor confidence in the state's commitment to responsible development.
UPEIDA has received environmental clearance in the districts of Aligarh, Kanpur Nagar, Lucknow, Chitrakoot, and Jhansi, where land acquisition and development work for the Defence Industrial Corridor is currently underway. From now on, environmental parameters in these areas will be regularly monitored. Every six months, the accredited labs will conduct sampling, field inspections, and collect inputs from officials concerned to prepare detailed compliance reports.
The report will contain details of the status of major environmental components such as air, water, noise and soil. The reports will also be submitted online to the authorities responsible for environmental clearance, including the State Level Environmental Impact Assessment Authority (SEIAA) and the Union Ministry of Environment.
Meanwhile, the environmental clearance for Agra and Unnao is in its final stages. Once approved, development work will begin as well in these districts, it is learnt.
The government said the system adopted by UPEIDA is set to become a model for industries being developed under the Industrial Corridor across the state. This step will play a key role in positioning the state as an environmentally responsible industrial hub, while simultaneously boosting employment, investment, and economic activity, it added.

As the Uttar Pradesh government is getting ready for the fifth Ground Breaking Ceremony (GBC-5) proposed in November, it is flooded with requests from investors for allotment of land in Greater Noida, while large chunks of land in Bundelkhand region are available. The government aims to roll out projects worth ₹ 5 lakh crore, with the figure likely to reach ₹ 10 lakh crore by the time of the event at the fifth GBC, said state industrial minister Nand Gopal Gupta 'Nandi. (HT file) In the last four GBCs, Greater Noida has turned out to be a favourite destination for investors. This preference is not without reason. Due to proximity to New Delhi and now the upcoming Jewar airport, it is the first choice for investors. 'To tackle this issue, the government has earmarked Greater Noida region for Data Centre and IT companies. In the GBC-5, the government wants to give a push to the Bundelkhand region where large chunks of land are available,' a senior state government official said. 'In the forthcoming GBC, regions that have attracted less investment will be in focus . The government wants to bring more investment into the Bundelkhand region which is among six nodes of the Defence Industrial Corridor,' the official added. In the GBC-5, the government is also likely to introduce new concessions for entrepreneurs setting up their units in B-category towns across the state. 'Investors need to look beyond Greater Noida. For this, more concessions will be given to them in this fifth ground breaking ceremony proposed in November if they set their units in small towns across the state,' state industrial development minister Nand Gopal Gupta 'Nandi' said. 'Bundelkhand is one such region where the government wants to focus on the pharma sector and solar power plants as these sectors need large chunks of land. In this region, land is easily available,' the minister added. 'The government aims to roll out projects worth ₹5 lakh crore, with the figure likely to reach ₹10 lakh crore by the time of the event at the fifth GBC,' he said. 'The GBC-5 is set to be another major milestone in turning investment proposals into reality,' he added. Uttar Pradesh has hosted two investor summits to date. The first, held in 2018, attracted investment proposals worth ₹4.28 lakh crore, while the second, in 2023, set a record with proposals of ₹33.50 lakh crore. To ensure these proposals are implemented efficiently, the government has been conducting GBCs as a key mechanism for fast-tracking projects. For the GBC-5, the Invest UP has started listing out projects that have reached the production stage. According to Invest UP, more than 8,000 projects out of 16,000 have already begun commercial operations, while the rest are at various stages of implementation.

Noting that education too has become a 'flourishing industry' now, the Supreme Court on Tuesday struck down the exemption granted to construction projects related to industrial sheds, schools, colleges, and hostels from obtaining prior environmental clearance under the Environmental Impact Assessment (EIA) Notification, 2006. A bench of CJI B R Gavai and Justice Vinod Chandran quashed the part of the Ministry of Environment, Forests and Climate Change notification of January 29, 2025, granting the exemption. The bench said: 'We see no reason behind the exemption…If any construction activity of an area more than 20,000 sqm is carried out, it will naturally have an effect on the environment, even if the building is for educational purpose. We see no reason to discriminate the other buildings…We are of the view that the exemption of applicability of the 2006 notification to the projects and activities qua industrial sheds, schools, colleges, hostels, and educational institutions does not appear to be in tune with the purpose of the Environmental Protection Act.' The decision came on a plea by NGO Vanashakti.

Senior IAS officer Shashi Prakash Goyal's appointment as the new Uttar Pradesh chief secretary on Thursday is likely to pave the way for a reshuffle in the state bureaucracy as well as in the Chief Minister's Office. Shashi Prakash Goyal assumed charge as the Uttar Pradesh chief secretary on July 31. (HT) Goyal was additional chief secretary in the CM's Office prior to his elevation to the state's top bureaucratic post. He also held charge of the civil aviation, estate, protocol departments and was additional resident commissioner. After Goyal took over as the chief secretary, the charge of the civil aviation, estate, protocol departments and additional resident commissioner has been given to Sanjay Prasad, principal secretary to the chief minister. Prasad also holds charge of the home and information departments. 'There will be a need for a full-time officer at the top level in the CM office to handle the daily affairs and to coordinate between various departments. Sanjay Prasad is considered a trusted officer of chief minister Yogi Adityanath. If he continues in the CM office, then another officer will be posted in the home department or there will be a new officer in the CM office at the senior level if Prasad continues in the home department,' a state government officer said. The chief secretary also holds charge of important posts like the infrastructure and industrial development commissioner, chairman of PICUP and CEO UPEIDA. Earlier, when Durga Shankar Mishra was the chief secretary, the then additional chief secretary Manoj Kumar Singh was the IIDC as he was tasked with organisation of the Global Investors Summit and Ground Breaking Ceremonies. It remains to be seen if Goyal continues as IIDC and CEO UPEIDA or another officer is given the charge of the two departments at a time when the state government has started preparing for the Ground Breaking Ceremony likely to be held in October- November. Additional chief secretary, finance, Deepak Kumar has charge of multiple departments, including agriculture production commissioner, secondary education and basic education. There is a buzz in the bureaucracy that Kumar may be relieved of the charge of some departments. Recently, chief minister Yogi Adityanath had reviewed the working of various departments and divisions. He had expressed displeasure over the working of officers heading various departments after public representatives complained to him. 'The non-performing officers and those who failed to comply with the government orders will be transferred,' a state government officer said. The transfer of district magistrates and divisional commissioners is also in the offing. On Monday (July 28), the state government transferred 23 IAS officers, including 10 district magistrates.
