While this remains a challenge across the country, Mesquite ISD is seeing steady gains in literacy achievement.
Mesquite ISD's fourth-grade students have surpassed their 2019 scores, signaling a promising recovery. Eighth-grade reading scores are also showing progress, now just one point away from pre-pandemic levels.
Over the past years, the way reading is taught has fundamentally shifted from balanced literacy to structured literacy—a philosophical change that emphasizes explicit, systematic instruction in phonics, fluency, and comprehension. This shift has led many school districts across the nation, including Mesquite ISD, to adopt new instructional materials, retrain teachers, and reassess how student reading abilities are measured.
At Mesquite ISD, every kindergarten through fourth-grade reading language arts teacher has completed or is actively working toward completing the Texas Reading Academy, a state-mandated program designed to strengthen early literacy instruction. This initiative provides educators with research-based strategies and best practices to enhance young learners' reading skills, ensuring they receive high-quality, evidence-backed instruction.
Mesquite ISD's Focus on Early Childhood Literacy Initiatives
Mesquite ISD recognizes that literacy development begins long before students enter pre-K and has implemented early childhood programs to support families in fostering strong language and literacy skills from birth.
LENA Start is a 10-week program for babies up to three years old, helping parents track and support their child's language development. By equipping families with the right tools and knowledge, the program ensures that children have a strong foundation for literacy when they enter school.
In addition, the district hosts Read Play Talk monthly storytime sessions in every elementary school library through its Little Readers Book Club, where families can engage in shared reading experiences, learn strategies for supporting literacy at home, and take home a free book.
To further increase accessibility, the Read Play Talk Bus brings books and resources directly to families. This mobile literacy hub visits schools, parks, and community events, teaching parents to incorporate reading into their daily routines.

Applications for millions of dollars in federal childcare funding are delayed, threatening the education of college students with young kids. There are many differences between Carmina Garcia and Mahogany Ann-Fowler. One attends a community college; the other goes to a regional university. Garcia lives in Arizona; Ann-Fowler is based in Pennsylvania. Garcia studies nursing; Ann-Fowler wants to be an architect. But two key similarities have them in tough situations. Both are moms of young kids. And both are unsure what they'll do in the fall if a federal childcare program they've come to rely on disappears about a month into the semester, as their colleges have warned. On the heels of the U.S. Department of Education cutting its workforce in half in March, grant applications for at least a half-dozen federal programs for colleges have been delayed, according to experts. One of those affected is the Child Care Access Means Parents in School, or CCAMPIS, grant. For decades, the grant has helped parenting students at colleges across the country. Created by Congress in 1998, it awards money to higher education institutions to support or establish campus-based childcare services. In addition to hiring staff to watch infants and toddlers, the grant also helps colleges develop before- and after-school programs for older kids while offering childcare subsidies and advising. In fiscal year 2023, the grant provided more than $83 million to hundreds of colleges, federal data shows. The average award to each school was more than $317,000. The need for such services is evident and ongoing: One in five undergraduate students has a child, according to government data, and research consistently shows that students with children are less likely than their non-parenting peers to complete their degrees on time – or at all. Garcia, a 29-year-old with three kids between the ages of 1 and 4, said the childcare program at Pima Community College allowed her to return to school. "I don't know how I could've done it any other way," she said. "If I wouldn't have found this, I don't think that I would be pursuing the education that I'm pursuing." Come Sept. 30, Pima's program will be gone. Phil Burdick, a spokesperson for the college, said the decision was made due to the Education Department's delays in releasing grant money. The CCAMPIS funding at Indiana University of Pennsylvania, where Ann-Fowler goes to school, is also set to end on that date. IUP spokesperson Michelle Fryling said the university is "unsure of any personnel changes related to the end of this grant." That uncertainty is already causing parenting students to scramble. Unless something changes, Ann-Fowler and Garcia will lose their childcare support just after the fall semester begins at their colleges. Spokespeople for the Education Department did not respond to questions about the delay in the grant applications. Experts puzzled over grant delays Though the grant cycles for colleges' CCAMPIS programs differ, the funding at many schools will dry up in September. In the past, applications for those schools to renew their grants would have opened in late May and closed by July. This year, the Education Department never opened those applications. "We're still very much on the edge of our seats," said James Hermes, the associate vice president of government relations at the American Association of Community Colleges. Exactly what's causing the delay is still puzzling students, colleges and experts. Some suspect the issue is staffing. President Donald Trump laid off hundreds of Education Department personnel in March and pushed hundreds more to retire or take buyouts. Other onlookers, including Eddy Conroy, a senior policy manager on the higher education team at the left-leaning think tank New America, wonder whether the CCAMPIS program might be a casualty of the Trump administration's next effort to claw back funding already budgeted by Congress. The president's budget proposal, released in May, suggested zeroing out funding for CCAMPIS altogether. 'States, localities, and colleges, not the Federal government, are best suited to determine whether to support the activities authorized under this program," said the proposal, which Congress is considering ahead of a government shutdown deadline (which is also Sept. 30, the day the childcare grant money disappears). But the White House has demonstrated an unusual comfort level with flouting the normal budgeting process. In July, the U.S. Senate rubber-stamped $9 billion in reductions to foreign aid and public broadcasting after Congress had already set aside money for those programs. Russell Vought, the head of the White House Office of Management and Budget, has indicated that education funding might be the next area of focus for Trump's cuts. "Is this a capacity issue?" wondered Conroy of New America. "Or is this a backdoor way to illegally impound funds that have been appropriated?" Hannah Fuller, a 22-year-old student at the University of Wisconsin-Milwaukee who's been a CCAMPIS recipient for three years, said her school is still figuring out how it'll handle the situation. She was told to start applying for state childcare support programs instead. If she needs to look elsewhere for childcare in the fall, she may have to find a second job on the weekends. (She's already a full-time paralegal and attends classes on the side.) But in that scenario, she doesn't know when she'd spend quality time with her 4-year-old son. "He would never see me," she said. One college turns to donors While many schools are warning of cuts or sitting in limbo, one college in a small Massachusetts town has found a way to get ahead of the funding volatility. When grant applications didn't open on their typical timeline, Ann Reynolds, the CCAMPIS advisor at Mount Wachusett Community College in Gardner, devised a Plan B. She went to the board members of the school's foundation and urged them to intervene. She asked for $94,000 to cover two years, ensuring all of her currently enrolled CCAMPIS students would have support through graduation. The board said yes. Still, Reynolds is "preparing for the best case scenario" (that the grant applications open soon). "We may not get it," she said. Alyson Koerts Meijer, a student at Mount Wachusett who relies on a daycare program run by Reynolds, said she's seen how CCAMPIS has benefitted her classmates. Though she doesn't participate directly in the program herself, she's been advocating for it because she knows firsthand how hard it is to get a college education while raising a young child. She wishes politicians could see that, too. "They don't see the people," she said. "They just see the dollar signs." Banning phones won't turn back the clock on childhood. It will just widen the gap between the kids who have and the kids who don't. Dear parents, every August, we buy the pencils, we pack the lunches and we tell ourselves we're ready. But as another school year begins, I want to ask you to take a breath – and look past the headlines. Because if you believe what you're hearing, the biggest threat to our kids' future is in their pockets. Banning phones in schools, they say, will cure anxiety, raise test scores, restore childhood. I understand the instinct – I'm a father myself. But I've also been a teacher, a principal, a senior education advisor to former New York City Mayor Bill de Blasio who oversaw the country's largest school system – and now the president of an education company. And I'm telling you: this is a distraction. Of course we don't want kids using their phones throughout the school day without purpose and intentionality. But the real crisis isn't in your kid's hand. It's in their reading scores. Right now, one third of American eighth graders can't read at the National Assessment of Educational Progress "basic" testing benchmark. In some districts, the numbers are even worse. This isn't a new problem – it's just one we keep refusing to face head-on. Instead, we reach for easy fixes, fueled by nostalgia and fear. But banning phones won't turn back the clock on childhood. It will just widen the gap between the kids who have and the kids who don't. Opinion: My 4-year-old asked for a smartphone. Here's what I did next as a parent. Here's what I've seen in the classroom: when you take away cell phones, you don't create equity – you erase it. In underfunded schools, smartphones are calculators, translators, research tools and sometimes the only reliable internet connection a student has. For multilingual learners, for kids without Wi-Fi at home, that device is a lifeline. When we ban it, we're not protecting them – we're pulling up the ladder. Not all screens are created equal Let's be honest. The anxious generation isn't our kids – it's us. We're the ones struggling to navigate a changing world, grasping for control. But our children don't need us to fear the future. They need us to prepare them for it. That means leaning into digital literacy, not running from it. It means investing in the tools and teaching that help kids learn how to use technology wisely. And it means addressing the root of the problem – not the symptom – by giving every child access to the kind of reading instruction, books and support they need to thrive. In 2024, a report released by the Center on Reinventing Public Education (CRPE), a research group at Arizona State University stated that the average American student is "less than halfway to full academic recovery," from the impact of the pandemic. The Report's Key Findings Average school grades rose to a B on a 0-to-4 GPA scale, up from B- in 2023 and 2024. The percentage of students assigning their schools an A grade also jumped to 31 percent, up from 22 percent in 2023. Parents' grades for schools also improved, with 40 percent rating their child's school an A, marking a notable rise from 33 percent in the previous year. Gallup's findings also showed Black and Hispanic students posting the greatest year-over-year gains. The 2025 Gallup and Walton Family Foundation Student Report Card was based on a survey of 1,551 students and their parents, taken between May 16 and May 27. "We saw improvements across the student body, including many of the groups that have historically given their school lower marks, such as students who qualify for free or reduced-price lunch, Black and Hispanic students, and students with disabilities," Gallup's senior education researcher Zach Hrynowski told Newsweek in an email. The report cautioned that heightened positivity among students and parents had not yet translated into improved academic outcomes. Kevin G. Welner, a research professor at the School of Education & School of Law at the University of Colorado Boulder told Newsweek the report is unquestionably "good news." Hrynowski said: "While the improvements were broad, it's hard to pin down a single cause." The biggest improvements occurred in areas related to career-connected earning, and the next largest improvements came in students' excitement about what they are learning, he said. Welner said we can "only speculate" about why numbers are up, but pointed to post-COVID recovery as a potential reason. Christopher Lubienski, a Professor of Education Policy at Indiana University pointed to a number of reasons there could be an increase in satisfaction, noting that people with potentially high levels of discontent, such as homeschooled students, weren't sampled. He also added that "schools represent stability in an increasingly unstable world for a lot of students." "Considering the sample size, it could be just a statistical blip," Lubienski told Newsweek. "The bigger story here is the continued and maybe growing satisfaction across the board, but particularly for students from disadvantaged backgrounds." Frederick M. Hess, a senior fellow and the director of education policy studies at the American Enterprise Institute told Newsweek: "If you ask a student who doesn't do any homework, do you such as school, there's an excellent chance to tell you they such as school more than a kid who whose parents make them do homework." This is "not an ironclad rule by any means," he said, adding that there is reason to be concerned that student satisfaction isn't related to education or academic engagement. It could be they like school because "they can hang out and do social media together," Hess said. "I would never say positive results are a bad thing ... I think it's really important to be cautious." How Meaningful Are These Perception Shifts? So, what do these perception shifts mean in practice? Hrynowski noted "several indicators that would suggest this could be the first step toward improvements in long-term academic success." "From our three years of data, we clearly and consistently see that students who are more engaged in the classroom and give their schools higher marks also report better academic achievement and lower absenteeism," Hrynowski said. Matt Eicheldinger a New York Times bestselling author and Instagram and TikTok creator with a background in teaching, told Newsweek via email: "It can be easy to view these perception shifts as a valuable insight of the U.S. education system, but they should not be mistaken for definite indicators of the overall health of the system. "Satisfaction may reflect school climate, stronger relationships, and more inclusive environment, but true educational health is multifaceted." Eicheldinger added that we need to consider academic outcomes, access equality and teacher retention, as well as funding and long-term student success. "Without addressing these other systemic factors, increased satisfaction alone gives a misleading picture of progress," he said. Lubienski said the results show people still have faith in their schools, despite the challenges education has faced in recent years. "There is a constant barrage of criticism of our schools from some politicians, but people still like their schools," said Lubienski. Hrynowski also flagged some potential issues with achievement scores and said that they are "probably a bit of a lagging indicator." "Even if the school experience has improved meaningfully over the last year, it may still take a year or two for those gains to start showing up in test scores." Hrynowski added that stagnant test scores are down to things such as COVID learning loss. "A better experience over the past year doesn't guarantee that the damage of that learning loss has been fully mitigated—we may just be limiting the damage at this point," Hrynowski said. What Happens Next The report comes at a time of major change for America's education system. President Donald Trump has signed an executive order to dismantle the Department of Education that former President Jimmy Carter founded 45 years ago, which could change the face of education in America. AI also poses significant challenges. Lubienski said that though this is a relatively minor shift, it is a "hopeful sign," before adding that we need to attend to having well resourced schools, good teachers and world-class curriculums. Eicheldinger said this report could signal a turning point. "When students enjoy school and feel connected, engagement and learning often rise," he said. "But for lasting impact, that positive experience must be backed by meaningful changes, such as relevant curriculum and supportive environments. "Joy is a great start, but it needs structure to lead to long-term success," Eicheldinger added.
