Foreign aid looks good now that it's gone
[CAMBRIDGE] 'Don't it always seem to go, that you don't know what you've got 'til it's gone.' When Joni Mitchell sang that line in 1970, she was lamenting the destruction of the environment, but the sentiment applies to many issues. Today, we can add official development assistance (ODA) to the list.
For some 80 years, the United States spent more on humanitarian assistance, economic development programmes, and other types of foreign aid than any other government. In the 2023 fiscal year, the US government disbursed US$72 billion, with much more coming from private non-governmental organisations and individual citizens.
But the US does not spend the most as a share of its income: by that measure, the US contributes just 0.24 per cent – a quarter of what northern European countries give – putting it in 24th place globally. Moreover, foreign aid accounts for just 1 per cent of total US government spending – a far cry from the 25 per cent many Americans believe the US allocates.
Many Americans, including some prominent scholars, believe that foreign aid has a negligible impact, with some, such as Dambisa Moyo and William Easterly, arguing that it does more harm than good. Critics highlight examples of misguided aid programmes falling prey to mismanagement, government overreach, or corruption, including Vietnam in the 1960s, Zaire in the 1980s, and Afghanistan in the 2000s. While some economists, such as Paul Collier, insist that foreign aid is useful – especially when certain conditions are met – the dominant message seems to be that foreign aid is suspect.
But now foreign aid is gone, or at least going fast. Soon after US President Donald Trump returned to the White House, his administration – and, in particular, his unelected billionaire crony Elon Musk – began frantically dismantling the US Agency for International Development (USAid). Almost immediately, reports began flooding in: what was being defunded were often life-saving, high-return projects.
Since George W Bush launched the President's Emergency Plan for Aids Relief in 2003, the programme has saved millions of lives from HIV and Aids, especially in Africa. The former president's Malaria Initiative has prevented two billion cases of malaria over the last 20 years, and halved the mortality rate.

Gavi, the Vaccine Alliance, which receives US government support, has vaccinated more than a billion children against measles, diphtheria, tetanus, whooping cough, and other potentially fatal diseases, preventing an estimated 19 million deaths. Polio has been eliminated in all but two countries, and smallpox has been eliminated everywhere. These efforts have contributed to a steep decline in child mortality globally: today, 4 per cent of children die before their fifth birthday, compared to 40 per cent a century ago.
Foreign aid also enabled the development and diffusion of improved crop varieties, as well as synthetic fertilisers, new pesticides, and modern irrigation, in the second half of the 20th century. This so-called Green Revolution in agriculture doubled cereal crop yields in Asia; enabled many countries, such as India, to become self-sufficient in food; and raised incomes in many developing economies. This contributed to a reduction in infant mortality by two to five percentage points, from a baseline of 18 per cent, in the developing world.
The US Marshall Plan achieved spectacular success in helping European economies recover from World War II, and in laying the groundwork for 80 years of relative global peace and prosperity. More recently, foreign aid has played a pivotal role in enabling Ukraine to withstand the worst attack on a European country's sovereign territory in the postwar era.
The US reaps massive benefits from the aid it provides. One need only recall the Covid-19 pandemic to see that participation in global health initiatives is not pure charity, especially when it comes to infectious diseases such as Ebola, HIV/Aids, and TB.
More fundamentally, international assistance – including for causes such as disaster relief and support for human rights and democracy – has been a pillar of US soft power. And that soft power has been at least as important as military might – which costs far more to maintain – in sustaining US global leadership since the Cold War. But now the Trump administration is assiduously undermining it – to China's benefit, no doubt.
The effect of foreign aid on economic growth is difficult to quantify, because so many other causal factors are involved. Moreover, much of US aid is designed to advance political or military objectives. The top recipients of US foreign aid, after Ukraine, are Israel, Jordan, and Egypt.
Nonetheless, we know that reduced morbidity and mortality, and improved nutrition, can boost an economy's performance. It thus stands to reason that foreign aid is a contributor to development, even if not the most important one. The US undoubtedly benefits from having more developed, higher-performing trading and commercial partners.
Why, then, has the pessimistic view of foreign aid dominated public discourse for so long? One explanation is that the pessimistic view of everything – especially what governments do – has prevailed for years. A 2018 survey showed that a substantial majority of people in rich countries believed that the child-mortality rate in poor countries had either risen or stayed the same over the previous 20 years; in fact, child mortality had been halved. And a whopping 80 per cent of people in rich countries believed that the share of people in extreme poverty had either plateaued or risen, even though it fell steeply from 1990 to 2013. If people are so wrong about these trends, how can they possibly know about the role foreign aid played in driving them?
Of course, foreign aid has its flaws and limitations, including instances of inefficiency, mismanagement, or unintended side effects. But whatever the limitations of foreign aid in the past, it is clear that Trump's destructive approach is making things far worse. PROJECT SYNDICATE

South Koreans vote for president in hope of restoring stability after martial law crisis
[SEOUL] South Koreans were voting for a new president on Tuesday to cap six months of turmoil triggered by a shock martial law briefly imposed by former leader Yoon Suk Yeol that marred the country's reputation as a vibrant, if at times chaotic, democracy. The new leader will face the challenge of rallying a society deeply scarred by the attempt at military rule and an export-heavy economy reeling from unpredictable protectionist moves by the United States, a major trading partner and a security ally. Turnout is expected to be high with polls open between 6 am (2100 GMT Monday) until 8 pm following early voting when more than a third of the 44.39 million eligible voters cast their ballots. As of 11 am, 8.1 million people, or just over 18 per cent of the electorate, had voted at 14,295 polling stations around the country, according to the National Election Commission. Leading candidates ended three weeks of official campaigning late on Monday, crisscrossing the country before converging on Seoul for final rallies, as they vowed to put months of turmoil behind them and breathe new life into an ailing economy. Both liberal frontrunner Lee Jae Myung and his conservative rival Kim Moon Soo have pledged change for the country, saying a political system and economic model set up during its rise as a budding democracy and industrial power are no longer fit for purpose. Overshadowing any social policy initiatives, however, is Yoon's botched attempt to impose martial law that has loomed large over the poll. Lee has called the election 'judgment day' against Kim and his People Power Party accusing them of having condoned the martial law attempt by not fighting harder to thwart it and even trying to save Yoon's presidency. Kim was Yoon's labour minister when the former president declared martial law on December 3. The conservative Kim, on the other hand, has branded Lee a 'dictator' and his Democratic Party a 'monster,' warning if the former human rights lawyer becomes president, nothing will stop them from working together to amend laws simply because they do not like them. Chinese firms warn EU procurement curb could hurt trade ties
[BEIJING] A Chinese business lobby group warned that EU actions to curb access of the country's medical device makers to government contracts in the bloc will hurt trade ties. The China Chamber of Commerce to the EU expressed 'profound disappointment' over the EU's use of a trade tool to limit Chinese companies' participation in public procurements, according to a Monday (Jun 2) statement from the Chinese group. 'Its targeted application against Chinese enterprises sends a troubling signal-not only adding new complexity to China-EU economic and trade relations, but also contradicting the EU's stated principles of openness, fairness, and non-discrimination in market access,' said the organisation, whose members include the Bank of China, Cosco Shipping Holdings and BYD. The dispute threatens to add another irritant to relations just as Beijing seeks to shore up ties with the EU, positioning itself as a more reliable partner as US President Donald Trump alienates the bloc over issues from tariffs to defence. Chinese Commerce Minister Wang Wentao is due to meet with EU trade officials early this month in Paris, where he may address the bloc's trade grievances including a lack of fair access to China's own procurement market. European leaders will travel to Beijing for a summit next month with their Chinese counterparts. The EU curb represented the first use of its International Procurement Instrument, a 2022 law that's meant to promote reciprocity in access to public procurement markets. It allows the EU's executive arm to impose various restrictions on firms seeking to participate in procurements, ranging from score adjustments in tenders to an outright ban from contracts. The EU launched an investigation into China's procurement of medical devices last April, with the probe finding in January that Beijing discriminated against foreign firms. Consultations failed to find alternative solutions, Bloomberg previously reported. The Chinese commerce chamber argued that market reciprocity must be based on 'an accurate understanding of historical and practical realities'. 'For years, European medical device companies have enjoyed significant access to the Chinese market, playing a key role in supporting the modernisation of China's healthcare system and achieving substantial growth,' it said. Asia: Markets rise as traders eye possible Trump-Xi talks
[HONG KONG] Asian stocks rallied on Tuesday as investors kept tabs on developments in the China-US trade war amid speculation the countries' leaders will hold talks soon. After a period of relative calm on the tariff front, Donald Trump at the weekend accused Beijing of violating last month's deal to slash huge tit-for-tat levies and threatened to double tolls on steel and aluminium. The moves jolted Asian markets on Monday, but hopes that the US president will speak with Chinese counterpart Xi Jinping - possibly this week - has given investors some hope for a positive outcome. Meanwhile, oil prices extended Monday's surge on a weak dollar and Ukraine's strike on Russian bombers parked deep inside the country that stoked geopolitical concerns as well as stuttering US-Iran nuclear talks. Trump has expressed confidence that a talk with Xi could ease trade tensions, even after his latest volley against the Asian superpower threatened their weeks-old tariff truce. 'They violated a big part of the agreement we made,' he said on Friday. 'But I'm sure that I'll speak to President Xi, and hopefully we'll work that out.' Still, National Australia Bank's Rodrigo Catril remained nervous after Trump's latest salvos. 'The lift in tariffs is creating another layer of uncertainty and tension,' he wrote in a commentary. 'European articles suggest the lift in tariffs doesn't bode well for negotiations with the region (and) UK steelmakers call Trump doubling tariffs 'another body blow',' he added. 'The steel and aluminium tariffs also apply to Canada, so they will likely elicit some form of retaliation from there and while US-China trade negotiations are deteriorating due to rare earth, student visas and tech restrictions, steel tariffs will also affect China.' Separately, US Commerce Secretary Howard Lutnick on Monday voiced optimism for a trade deal with India 'in the not too distant future', adding that he was 'very optimistic'. And Japanese trade point man Ryosei Akazawa is eyeing another trip to Washington for more negotiations amid speculation of a deal as early as this month. Also in focus is Trump's signature 'big, beautiful bill' that is headlined by tax cuts slated to add up to US$3 trillion to the nation's debt. Senators have started weeks of what is certain to be fierce debate over the mammoth policy package, which partially covers an extension of Trump's 2017 tax relief through budget cuts projected to strip health care from millions of low-income Americans. Oil prices extended Monday's surge that saw West Texas Intermediate briefly jump five percent on concerns about an escalation of the Russia-Ukraine conflict and suggestions Washington could hit Moscow with stricter sanctions. That compounded news that the Opec+ producers' grouping had agreed a smaller-than-expected increase in crude production.
