Crop seed quality bill to protect farmers tabled next year
The bill aims to protect farmers by ensuring they receive high-quality seeds and have a proper channel to address complaints if substandard seeds are supplied.
Currently, the drafting process is in the engagement phase, where feedback from industry stakeholders is being collected to refine the legislation.
Nor Sam Alwi highlighted the absence of a specific law to penalise sellers of poor-quality seeds, making this bill a crucial step in safeguarding farmers' interests.
Agriculture and Food Security Minister Datuk Seri Mohamad Sabu, who attended the Plant Subsector Development Symposium 2025, reassured farmers that the proposed law is designed to protect them rather than impose undue pressure.
He emphasised the government's commitment to preventing farmers from falling victim to fake or low-quality seeds.
The bill is part of broader efforts to modernise agricultural regulations and enhance transparency in seed distribution.
Once enacted, it will provide a legal framework to hold suppliers accountable, ensuring farmers receive seeds that meet quality standards. – Bernama

Government may reconsider overseas travel ban for PTPTN loan defaulters
KUALA LUMPUR: The government is considering revisiting its policy of barring National Higher Education Fund Corporation (PTPTN) borrowers from travelling abroad if they default on repayments. Deputy Higher Education Minister Datuk Mustapha Sakmud revealed this potential review when responding to queries in Parliament about reinstating travel bans for persistent defaulters who can afford to pay but refuse. 'We may review it, but for now, there is still no consideration to impose restrictions on borrowers,' he said during today's Dewan Rakyat session. Mustapha shared that PTPTN had approved loans for 3.1 million borrowers from the B40 group and Sumbangan Tunai Rahmah recipients as of July, with total disbursements reaching RM59.44 billion. He confirmed that applications for loan exemptions for first-class degree holders would open on the PTPTN website starting 1 September. 'I would also like to inform this honourable House that the first-class exemption scheme began in 2001, and to date, a total of 133,159 students have benefited, involving an estimated value of RM2.9 billion,' he said. – Bernama

Mitra laptop scheme made prudent use of funds, says Ramanan
KUALA LUMPUR: The move by the Malaysian Indian Transformation Unit (Mitra) to distribute refurbished laptops to national type Tamil primary schools (SJKT) was based on the funds available, says Datuk Seri R. Ramanan (pic) . The Deputy Entrepreneur Development and Cooperatives Minister said providing new laptops would incur greater costs and affect the implementation of other programmes. Furthermore, Mitra's monitoring found that the initiative had benefitted pupils, teachers and school administrators. "Why give second-hand laptops? This is Mitra; we are not the Education Ministry, Communications Ministry or Digital Ministry. We have to do what is (within our means). "If we give new laptops, we will be using up a huge amount of funds, and if we use up these funds, how are we going to carry out other programmes?' he told a press conference in Parliament on Tuesday (Aug 19). He was commenting on allegations by certain quarters that the laptops provided under Mitra were refurbished and of no use to pupils. Ramanan, who is also a former Mitra chairman, said the laptops provided were supplied by Google through a corporate social responsibility (CSR) programme. So far, 6,000 units have been distributed to 520 SJKTs, he added. "All of them come with a warranty, and surveys ... show school administrators and teachers reporting positive impact from the programme. The supplier has resolved all complaints submitted by schools from time to time,' he said. The laptop assistance programme was launched in 2023 to help SJKT students be better prepared to meet current learning needs and to reduce the digital divide between rural and urban schools. On criticism from some quarters questioning Mitra's Aviation Training Programme with Westar Aviation, Ramanan said 75 out of 100 participants are undergoing on-the-job training, including aircraft maintenance, while the remaining 25 participants will begin training in September. "If you want the list of names, I will provide it, because when all the programmes were announced in Parliament the other day, maybe some people were dissatisfied. Never mind, I'll take responsibility so that we can put this to rest,' he said. At a separate press conference, Mitra Special Task Force Committee chairman P. Prabakaran said the committee welcomed the Prime Minister's announcement for the Indian community today. However, he also expressed hope that irresponsible quarters would stop spreading false information and provoking the Indian community. Datuk Seri Anwar Ibrahim told the Dewan Rakyat during Prime Minister's Question Time that almost RM1bil had been allocated for the Indian community under the Sumbangan Tunai Rahmah (STR) initiative. KUALA LUMPUR: The ASEAN-US Summit in October presents a crucial opportunity for Southeast Asian nations to demand American action against Israel's atrocities in Gaza, according to Malaysia's foreign minister. Datuk Seri Mohamad Hasan confirmed US President Donald Trump's attendance would enable direct communication of ASEAN's collective stance on Palestinian rights during the meeting. 'All ASEAN member states can convey their position rejecting Israel's atrocities directly, as we did during recent talks with the US Secretary of State,' he told Parliament during debates on the 13th Malaysia Plan. Prime Minister Datuk Seri Anwar Ibrahim will highlight Washington's responsibility as a global power to resolve the Gaza crisis during his opening address as ASEAN chair. Mohamad stressed Malaysia's invitation to Trump should not be politicised, noting the importance of maintaining bilateral US-Malaysia relations despite disagreements over Palestine. The minister revealed Malaysia has channelled USD 17 million in public donations through the Humanitarian Trust Fund for Palestine, primarily for medical supplies via the Palestinian Red Crescent Society. An additional USD 500,000 was allocated to UNRWA and the Red Crescent during last month's special session of ASEAN foreign ministers.
