LS Speaker Birla embarks on visit to Brazil for Brics Parliamentary Forum
Lok Sabha Speaker Om Birla on Sunday embarked on a visit to Brazil to participate in the 11th Brics Parliamentary Forum where he is scheduled to present his views on reform of multi-lateral peace and security architecture.
Birla is leading the Indian parliamentary delegation for the Brics Parliamentary Forum which will be held from June 3-5 at Brasilia. The Forum will be attended by presiding officers of parliaments of Brics members and invited nations.
The theme for the Forum is 'The Role of Brics Parliaments in Building a More Inclusive and Sustainable, Global Governance'.
The Brics grouping comprises Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, United Arab Emirates, Ethiopia, Indonesia and Iran.
Presiding officers from Belarus, Bolivia, Kazakhstan, Cuba, Nigeria, Malaysia, Thailand, Uganda and Uzbekistan too have been invited to participate in the forum meetings along with the President of the Inter-Parliamentary Union (IPU), Tulia Ackson.
The Lok Sabha Speaker will address the forum on 'Inter-Parliamentary Cooperation for Responsible and Inclusive Artificial Intelligence' and 'Brics Parliaments United for the Reform of the Multilateral Peace and Security Architecture'.
The Indian parliamentary delegation will also participate in the proceedings during the plenary sessions on the sub-themes of 'Brics Parliamentary Action in Search of New Paths for Economic Development; 'Towards Stronger and More Durable Brics Inter-Parliamentary Cooperation'; 'Brics Inter-Parliamentary Alliance for Global Health'; and 'Brics Inter-Parliamentary Dialogue on Climate and Sustainability'.
The delegation comprises Rajya Sabha Deputy Chairman Harivansh, Rajya Sabha member Surendra Singh Nagar, Lok Sabha members Vijay Baghel, Vivek Thakur and Shabari Byreddy.
Lok Sabha Secretary General Utpal Kumar Singh and Rajya Sabha Secretary General P C Mody are also part of the delegation.
The Lok Sabha Speaker is also likely to hold bilateral meetings with the presiding officers of participating parliaments on the sidelines of this forum.

Delhi assembly to table 100-day report; rules of procedure set for overhaul
Delhi assembly Speaker Vijender Gupta on Monday said he will present a 100-day report on Friday, outlining the legislative and administrative work undertaken since the 8th Assembly was constituted on February 24, 2025. The report aims to highlight the Assembly's functioning and key developments during this period. Gupta also announced the initiation of the process to amend the assembly's Rules of Procedure and Conduct of Business (1997), which govern the House's functioning. The amendments aim to align the rules with practices followed in Parliament, particularly the Lok Sabha and Rajya Sabha. 'The existing rules have gaps that have been exploited by vested interests to disrupt proceedings,' said Gupta. Gupta further cited Rule 280 — which allows MLAs to raise urgent public matters — as one such provision needing revision. 'During the last session, 10 opposition members raised the same issue under Rule 280 despite rules permitting only one such matter per MLA. We had to fall back on Rajya Sabha procedures to resolve the disruption,' he added. 'The best practices from the Lok Sabha and Rajya Sabha will be studied and incorporated to ensure effectiveness and alignment with national standards,' said Gupta. In response to the criticism of Rule 280, Aam Aadmi Party released a statement labelling Gupta's comment as 'strange.' 'It is strange that a person who used every opportunity during last 10 years to disrupt Delhi Legislative Assembly is pointing fingers at others. Mr Vijender Gupta is the same person who embarrassed his whole party, who stood on the desk of Legislative Assembly during its session. Mr Gupta should use his office to fulfill his promise to Bus Marshals about permanent jobs,' the statement read. The rules committee, chaired by the speaker, will hold its first meeting on June 5 to review draft amendments. The reforms will also introduce gender-neutral language, replacing masculine terms like 'he' in official documentation. 'The last amendment to the rules was in 2017. This review will simplify language and bring gender inclusivity,' Gupta noted. To be sure, Section 33 of the Government of the National Capital Territory of Delhi Act, 1991 grants the power to the Delhi assembly to frame its own Rules of Procedure and Conduct of Business. The approval of the House is required for the amendments to be incorporated in the rules. Two new committees — the committee on welfare of senior citizens and the committee on welfare of transgenders — have been constituted, and rules for their functioning will also be framed. Rules for other panels, such as the committee on peace and harmony and the Committee on MCD, will be drafted during this exercise, Gupta said. The upcoming 100-day report will highlight key initiatives: tabling six CAG reports, initiating an audit paras monitoring system, beginning the heritage site project with IGNCA, and setting up a 500-kW solar plant for self-reliant energy use. Gupta said the Assembly conducted two full sessions — a break from the earlier trend of just one session annually — and held 12 sittings totalling 46 hours and 16 minutes, the highest in 25 years.

The Trinamool Congress on Monday said that the remarks by Union Home Minister Amit Shah that West Bengal Chief Minister and party chairperson had opposed 'Operation Sindoor' was 'factually incorrect and politically motivated'. On June 1, the Home Minister Amit Shah had accused the Trinamool Congress chairperson of opposing 'Operation Sindoor' to 'appease the Muslim vote bank'. Ms. Banerjee had expressed support for India's response to the Pahalgam terror attack, stating that she stood 'shoulder-to-shoulder' with the Union government in the fight against terrorism. She had nominated her nephew and Diamond Harbour MP Abhishek Banerjee to be part of one of the all party delegations visiting foreign countries and highlighting the country's stand against terrorism. A war of words between the Trinamool Congress and the Bharatiya Janata Party over the issue started on May 29, when Prime Minister Narendra Modi at a public rally targeted the Trinamool Congress government on several counts including the recruitment scam and the communal riots at Murshidabad. The Chief Minister launched a scathing attack on the Prime Minister and accused him of politicising 'Operation Sindoor'. Three days after the Prime Minister's rally the Home Minister also targeted the Trinamool Congress government on similar fronts but accused the Chief Minister of opposing ' Operation Sindoor'.

What powers do Delhi Assembly committees have? New rules set to define
The powers of Delhi Legislative Assembly Committees, which have been a sore point between the BJP and the AAP of late, will be 'defined' in the Rules of Procedure of the House, Speaker Vijender Gupta said Monday. Gupta also said that the language of the rules will be made gender neutral, since they only refer to members as 'he' at present. Another change is expected in the rules for Special Mention during Assembly sessions. Leader of Opposition Atishi had raised the issue regarding the powers of Assembly committees after the amendment to the Government of National Capital Territory of Delhi Act in 2021, which curtails the power of these committees to look into day-to-day administration and administrative decisions. In a letter to Gupta, Atishi had said that the Public Accounts Committee does not have the power to look into the CAG reports because of the amendment. On Monday, Gupta said that the amendment did not affect the power of the Committees, and these will be defined in the new rules. 'The previous government misused committees. The amendments in the Act and how they impact the working of Committees will also be clarified in the rules,' he said. Talking about the other changes, Gupta said, 'Rules are being reviewed to be brought at par with rules in Lok Sabha and Rajya Sabha. They will be made to follow best practices. The process has started, and the draft is ready. The first meeting of the Rules Committee will be held on June 5.' Speaking about the Special Mention, Gupta said that the rules are defined. 'It talks only about raising matters that are points of order. It is being used very casually at present. We will bring it in line with norms in Rajya Sabha,' he said. Deputy Speaker Mohan Singh Bisht added that for issues raised under Special Mention, officials would sometimes not respond. 'Now it will be ensured that questions are answered. If answers were wrong, there was no accountability. Next time onward, if questions are not answered by officials, they will be held accountable,' he said. Gupta, meanwhile, also said that a report of 100 days of the House will be released on June 6.
