Initiate process of electing Lok Sabha deputy Speaker: Mallikarjun Kharge to PM Modi
Congress president Mallikarjun Kharge on Tuesday (June 10, 2025) wrote to Prime Minister Narendra Modi, urging him to initiate the process of electing a deputy Speaker of the Lok Sabha.
Keeping the position vacant "does not augur well for India's democratic polity and is also in violation of well laid out provisions of the Constitution," the Congress chief said.
"Dear Prime Minister, I am writing to bring to your kind attention the highly concerning matter in regard to the prevailing vis-í -vis the vacancy of the deputy speaker in the Lok Sabha.
"Article 93 of the Constitution of India mandates the election of both the speaker and the deputy speaker of the House of the People. Constitutionally, the deputy speaker is the second-highest presiding officer of the House after the speaker," he said.
Mr. Kharge said traditionally, the deputy Speaker has been elected in the second or third session of a newly constituted Lok Sabha.
The procedure for this election mirrors that of the speaker, with the only distinction being that the date for the deputy speaker's election is fixed by the speaker, as per Rule 8(1) of the Rules of Procedure and Conduct of Business in Lok Sabha, he noted.
In his letter to the Prime Minister, Mr. Kharge noted that from the first to the sixteenth Lok Sabha, every House has had a deputy speaker.
By and large, it has been a well-established convention to appoint the deputy speaker from among the members of the principal opposition party, he said.
"However, for the first time in independent India's history, this position has remained vacant for two consecutive Lok Sabha terms. No deputy speaker was elected during the seventeenth Lok Sabha, and this concerning precedent continues in the ongoing eighteenth Lok Sabha," Mr. Kharge said.
"This does not augur well for India's democratic polity and is also in violation of well laid out provisions of the Constitution," the Congress chief said.
"In view of the foregoing and in keeping with the esteemed traditions of the House and the democratic ethos of our Parliament, I request your good self to initiate the process of electing a deputy speaker of Lok Sabha without any further delay," he asserted Kharge's demand comes ahead of Parliament's Monsoon session of Parliament starting from July 21.

The appeals court has yet to rule on whether the tariffs are permissible under an emergency economic powers act that Trump cited to justify them, but it allowed the duties to remain in place while the appeals play out. The Trump administration quickly appealed the ruling, and the Federal Circuit in Washington put the lower court decision on hold the next day while it considered whether to impose a longer-term pause. The May 28 ruling came in a pair of lawsuits, one filed by the nonpartisan Liberty Justice Center on behalf of five small U.S. businesses that import goods from countries targeted by the duties, and the other by 12 U.S. states led by Oregon. Jeffrey Schwab, an attorney for the small businesses that sued, said Tuesday's federal appeals court decision was disappointing, but it did not mean that the Trump administration would win in the end. 'It's important to note that every court to rule on the merits so far has found these tariffs unlawful, and we have faith that this court will likewise see what is plain as day: that IEEPA does not allow the president to impose whatever tax he wants whenever he wants," Schwab said Tuesday. The White House and state of Oregon did not immediately respond to requests for comment after normal business hours on Tuesday. Trump has claimed broad authority to set tariffs under IEEPA. The 1977 law has historically been used to impose sanctions on enemies of the U.S. or freeze their assets. Trump is the first U.S. president to use it to impose tariffs. Trump has said that the tariffs imposed in February on Canada, China and Mexico were to fight illegal fentanyl trafficking at U.S. borders, denied by the three countries, and that the across-the-board tariffs on all U.S. trading partners imposed in April were a response to the U.S. trade deficit. Kapil Sibal alleges bias in handling of Justices Varma, Yadav cases
New Delhi: Independent MP and senior lawyer Kapil Sibal has alleged "discrimination" in the attitude of Rajya Sabha Chairman Jagdeep Dhankhar for citing information which is "in public domain" to write to the Chief Justice of India, through the RS Secretariat, to halt the (judiciary's) in-house proceedings against Justice Shekhar Kumar Yadav , who is facing charges of hate speech.
