
Johor lorry operators seek delay in speed limiter enforcement
Johor Trucking Association president Chai Pei Yoon (pic) said enforcement should be postponed to next year due to unclear guidelines and cost concerns.
'With less than two months to go until the Oct 1 enforcement date, we are unsure whether local suppliers have enough time to import the devices.
'There is also no standard operating procedure (SOP) from the Road Transport Department (JPJ) or appointed third-party installers at the moment, so operators may end up paying arbitrary installation fees,' she said when interviewed.
The SLD is an automatic system that uses the vehicle's Electronic Control Unit (ECU) to electronically limit a vehicle's speed. It regulates speed without shutting off the engine, enhancing operational safety.
Chai noted that many heavy vehicles in the country are more than 10 years old and still use the traditional diesel system instead of the ECU.
She said as such, they would have to rely on third-party installations.
She said that European trucks, including second-hand or reconditioned ones, usually come with SLD installation certificates, whereas Japanese manufacturers do not.
'Local suppliers say they do not have the necessary certificates to install SLDs on Japanese trucks, which is another challenge for us.
'While we support the move to improve road safety and reduce fatal accidents involving heavy vehicles, we are struggling to meet the Oct 1 deadline,' Chai said, adding that a longer grace period and an SOP are needed.
'We hope enforcement can be pushed to Jan 1 to ensure full compliance and prevent lorry operators from receiving summonses due to unclear guidelines.'
She said the association recently met with industry players and would request for a meeting with Transport Minister Anthony Loke to discuss the operators' concerns and suggestions.
On July 29, Loke told Parliament that the SLD system, which is mandatory in Singapore and European countries, was a crucial step in controlling the speed of heavy vehicles and reducing the risk of fatal accidents, especially involving buses and lorries.
Loke said SLD enforcement will be carried in three phases – Phase 1, starting Oct 1, involves verifying SLD functionality for all commercial vehicles manufactured after Jan 1, 2015.

IPOH: The developer of Ipoh Sentral has been instructed to prioritise completing a recreational park before commencing commercial projects. Transport Minister Anthony Loke Siew Fook emphasised this as part of the project's first phase, expected within a year. 'We want developers to prioritise the public first, which is our condition,' Loke said during the groundbreaking ceremony. The government aims to launch 30 TODs in five years, with Ipoh Sentral being the first. Spanning 27 hectares, the RM6.2 billion project will feature a modern transport hub. Phase 1 includes a 6.31-acre green space, while Phase 2 involves mixed development over 20 years. Loke reiterated the importance of public-centric development for Perak's community. Ipoh Sentral: City's new transport future
IPOH: Prime Minister Datuk Seri Anwar Ibrahim today officiated the groundbreaking of the Ipoh Sentral project, a landmark transit-oriented development (TOD) set to transform the city into a modern, sustainable hub with enhanced connectivity. With an estimated gross development value (GDV) of RM6.25 billion, Ipoh Sentral combines elements of transportation, urban planning and sustainability in a single innovative initiative that promises to reshape city living in Perak. Spanning some 27 hectares, the development will be rolled out in two phases over the next 20 years, beginning in 2025, under a partnership between Country Annexe Sdn Bhd (CASB) — a wholly-owned subsidiary of Malaysian Resources Corporation Bhd (MRCB) — and Ipoh Sentral Sdn Bhd (ISSB). A core feature of the project is its ambition to become a vibrant mixed-use transit hub, integrating residential, commercial and public spaces to create a sustainable urban environment while reducing traffic congestion through efficient transport planning. Transport Minister Anthony Loke said the project, located next to the Ipoh Railway Station, represented a key initiative by the Railway Assets Corporation (RAC) to optimise railway land for high-value developments that also bring positive impact to the local community. "It will be a modern transport hub linking multiple travel modes, supported by business, commercial and residential centres that will undoubtedly raise the quality of life for the people. "This development concept is aligned with the Malaysia Madani aspiration and the National Transport Master Plan, as well as the 13th Malaysia Plan (RMK13), which positions TOD as a key driver of urban growth," he said at the ceremony. Loke added that beyond serving as a transport gateway, the railway network had the potential to redefine Ipoh's landscape into a dynamic modern transit hub that blends mobility, mixed-use development and sustainability. "This approach encourages sustainable lifestyles, reduces traffic congestion, centralises development around stations and transport hubs, and reinforces public transport as a preferred choice for the people," he said. Phase One of the project will focus on preserving 2.5ha of green space, including landscaping upgrades and a recreational park, while Phase Two will see mixed-use development across 24.4ha. "This plan will not only add economic and transport value but also stimulate tourism by positioning Ipoh as a modern, well-connected and accessible city," he added. Loke said the Transport Ministry had also outlined plans to strengthen services in tandem with the project, including the extension of the Northern Komuter Line from Butterworth to Ipoh in September 2023. The government has further approved the procurement of 12 new three-car electric train sets worth RM283 million to replace ageing units, in line with growing passenger demand. "Since the Butterworth–Ipoh line extension, average daily ridership has risen by 29 per cent, from 12,668 passengers in 2023 to more than 16,000 in 2024. "Each of the new train sets can accommodate 470 passengers at any one time, with at least 170 seats per train," he said.

Recreational park key for Ipoh Sentral project, says Loke
IPOH: The development of a recreational park is a key condition for the Ipoh Sentral project, says Anthony Loke. The Transport Minister said it was vital for local folk to experience and benefit from the park first before the project progresses. Loke said the park was the first phase of the project and expected it to be completed between six to 12 months. "It is important for local residents to experience the benefits of the project first-hand. "What is the meaning of the development if the local community cannot feel its impact?," he said in his opening speech during the groundbreaking ceremony of Phase 1 of the Ipoh Sentral project near the Ipoh Railway Station here on Saturday (Aug 16). "The recreational park is vital as it aligns with the aspirations of the Malaysia Madani concept," he added. The project, which will be developed behind the railway station, costs about RM6.26bil and will be divided into two phases. The first phase involves the preservation of a 2.55ha of green space, including landscape upgrades and the recreational park. The second phase will cover a 24.7ha mixed-use development, which is expected to take about 20 years to complete. Also present were Prime Minister Datuk Seri Anwar Ibrahim and Perak Mentri Besar Datuk Seri Saarani Mohamad.
