France announces agreement to give New Caledonia more autonomy
France and New Caledonia announced an agreement Saturday that would give the semiautonomous Pacific territory more freedoms but stops short of granting it independence, more than a year after violent and deadly protests there against French rule.
The agreement would create the "State of New Caledonia" within the French Republic, according to the 13-page document. The state would be enshrined in France's Constitution, and other nations would be allowed to recognize it.
"A State of New Caledonia within the Republic: It's a bet on trust," President Emmanuel Macron of France said on social media.
The agreement must be approved by both the French parliament and the people of New Caledonia, a collection of Pacific islands with a population of about 270,000.
It concludes a tense negotiation involving the French government and the territory's pro- and anti-independence groups.
Last year, there were protests and riots in New Caledonia over a proposed amendment to the French Constitution that some Indigenous Kanak people feared would dilute their voting power and hamper their aspiration for independence.
Seven people died in the riots, many more were injured, and businesses suffered hundreds of millions of dollars in losses.

France declared a state of emergency for the territory, which has large reserves of nickel and is a crucial foothold for France in a region where China is asserting its influence. Hundreds of armed French police officers were mobilized.
Macron denounced the protests at the time as an "insurrection movement" and called on pro- and anti-independence groups to negotiate an agreement that would be submitted for approval by a popular referendum in New Caledonia.
The agreement announced Saturday would create a New Caledonian nationality and allow for residents to hold dual French and New Caledonian nationality. French citizens who have lived in New Caledonia for 10 years would "acquire" New Caledonian nationality.
That provision appears to be addressing the discontent that led to the 2024 riots: the French government's backing of a constitutional amendment that would give voting rights to some people who had moved to the territory after 1998.
Voting had been put off for more than two decades after the French government agreed in the 1980s to hold an independence referendum, following armed conflict that claimed dozens of lives. Authorities also agreed to freeze the rolls so that new arrivals, who were thought to be more likely to support French rule, would not sway the vote.
Tensions have simmered for decades in the territory over long-standing social inequality and the prospect of independence.
France annexed New Caledonia in 1853 and populated it with white settlers. Indigenous Kanaks now make up about 40% of the population, while Europeans make up about a quarter.
The territory held three independence referendums from 2018 to 2021; all were voted down. Discontent bubbled in 2021 when Macron insisted on holding the third referendum despite pleas from Kanak leaders to delay it because of the coronavirus pandemic.
Many Kanak leaders called for a boycott of the vote and have since refused to accept the results, in which 97% of voters wanted the territory to stay in France but just 44% of the population voted.
Previous referendums passed with higher voter turnout but smaller margins.

In response to a query on arrests made between January 2024 and June 2025, Sharma said three bank-related fraud cases had led to the imprisonment of seven accused, from Raipur, Durg and Bilaspur. While the cybercrime debate dominated the session, Opposition Congress also raised the issue of completion of work and payments under PM Awas Yojana and MNREGA. Leader of Opposition Dr Charan Das Mahant questioned the state's handling of PM housing benefits, especially in cases where houses were allegedly marked complete despite missing toilets. He asked if the completion is considered and payments were done only upon construction of house, or MNREGA work or building of toilets. Deputy CM Vijay Sharma defended by attributing past delays to the previous government and claimed that under CM Vishnu Deo Sai, all pending payments had been cleared right from year 2011. In further exchanges, Mahant raised concerns about fund delays in MNREGA, citing specific districts like Jashpur and Bijapur. Sharma responded that all labour payments were made by June 30, but agreed to verify any discrepancies if provided with documentation, mainly in interior regions of Bijapur, where bank accounts might not be functional. Mahant reacted stating that he has got complaints about completed houses under PMAY, the payments were which were stalled by claiming they were incomplete and they were trying to 'fool' the govt. This was followed by noisy scenes as opposition members objected Sharma's reply. Contempt case: HC sends man to jail for three days
Kochi: High court on Wednesday sentenced P K Suresh Kumar of Alangad, Ernakulam, to undergo simple imprisonment for three days and to pay a fine of Rs 2,000 in a criminal contempt case relating to derogatory and scandalous remarks made against HC judges through social media. A bench of Justices V Raja Vijayaraghavan and Jobin Sebastian passed the order in a suo motu criminal contempt proceedings initiated against Kumar over a series of Facebook posts. The contemnor had previously been discharged in another suo motu contempt case after tendering an unconditional apology for similar conduct. However, shortly thereafter, he resumed posting contemptuous material from the same social media account. HC noted that Kumar, in his posts, alleged that judges on the devaswom bench were functioning under the influence of the 'Sangh Parivar' and external agencies, rendering judgments to appease such factions. In another post he alleged that a judge had publicly endorsed the Sangh Parivar to secure personal benefits. Rejecting this defence, the court observed that while fair and temperate criticism of judgments is permissible, comments based on distortion and aimed at vilifying the judiciary cannot be countenanced. The bench held that the posts, taken as a whole, were intended to undermine public confidence in the independence and integrity of the judiciary. The insinuation that judgments were rendered to secure personal advancement or at the behest of politically aligned advocates amounts to an allegation of judicial dishonesty, HC said. After finding Kumar guilty of contempt, the court considered his plea for leniency, citing his family responsibilities. Accordingly, he was sentenced to three days' simple imprisonment and a fine of Rs 2,000, payable to the secretary, Kerala State Legal Services Authority. Following the pronouncement of the sentence, Kumar requested a day's suspension of the sentence, but the bench declined the plea.
