Maha police issues circular for protection of cattle traders

Mumbai: Following talks with cattle traders protesting increasing attacks from cow vigilantes, Maharashtra police have issued a circular saying only police will have powers to take action against illegal or unauthorised transportation of animals.
The order specifies that it is illegal for private individuals to stop and check vehicles carrying cattle.
The circular by special inspector general (law and order) Manoj Kumar Sharma came after a meeting where deputy CM and NCP chief

issued instructions to stop gau-rakshaks (cow vigilantes) from checking livestock vehicles and harassing transporters and those involved in livestock business.
A week ago, a delegation of the Federation of Maharashtra Muslims and the Qureshi community, which is traditionally associated with the meat trade, called on Pawar alleging harassment and torture, mainly in rural areas.
They spoke of cases foisted on them. They said this had impacted the trade in livestock and animal products. Those who attended the meeting included former minister Nawab Malik, his daughter and MLA Sana Malik and prominent members of the Qureshi community besides DGP Rashmi Shukla and Mumbai police commissioner Deven Bharti.

Extortion is on the rise, vehicles carrying buffalo are being seized illegally without any authority. As per legal provisions, transportation of buffalo is in accordance with the provisions of law,'' Malik said. The state has amended the Maharashtra Animal Preservation Act (1976) to ban the slaughter of cow progeny but the trade and slaughter of buffalo is permitted with regulations. The Qureshi community is "a part of Maharashtra's agriculture-based economy" and "no injustice will be allowed to be done to the traders of this community and the farmers who transport animals," the deputy CM had said in a statement after the meeting.

Six booths were set up, numbered 65-70, but an error occurred at Booth 69, where their vote counts got swapped. "Of the 3,767 votes polled, I secured 1,051 while Kuldeep got 1,000. At Booth 69, 254 of my votes were wrongly credited to him, triggering the dispute," Mohit said. Mohit moved Panipat tribunal, which ordered another recount, but Kuldeep again got a stay. In July 2024, Mohit approached SC, which on July 31 ordered a fresh count. The recount was conducted on Aug 11 on SC premises in the presence of both parties. "Justice was delayed but it was served well. The entire village is happy," Mohit said.

Kochi: A fresh controversy erupted after a Class V student at Cochin Public School, Thrikkakara, was allegedly forced to run multiple rounds on the school ground and was confined to a dark room for arriving late. Following complaints from parents and student organizations, general education minister V Sivankutty stated that the school had no right to take such action and sought a report from deputy directorate of education (DDE), Ernakulam, on the incident. The child's parent Rasheed Pareed told TOI that his son received the punishment for being late to school by two minutes on Thursday morning. The parent alleged he was asked to run a few times on the ground and was also asked to sit in a dark room until the parent arrived. "When I complained to school officials, they said it is the norm at the school and asked us to transfer the child from the school to another school if needed," said Pareed. The parent said such punishments routinely happen at the school and the incident affected the child's morale to continue going to the school. "He says he is not interested anymore in going to the school," said Pareed. "No teacher or management has the right to treat a child in such a manner. If a child arrives late, they can be advised not to repeat it, but locking them in a dark room in a way that affects their mental state is unacceptable," he said. Announcing an investigation, Sivankutty added that govt was taking strong measures in such matters, which led to a decline in such incidents. He suggested that lack of proper teacher training might be a contributing factor and said govt would consider training teachers in all streams. Soon after the minister's response, DDE officials inspected the school and issued notices warning that NOC would be revoked if such practices are repeated at the school. The officials said they will also send a detailed report of investigation to director general of education on Thursday. Repeated attempts by TOI to contact the school went unanswered. 1 2 Nagpur: In a move contradicting earlier directives, deputy commissioner of police (traffic) Lohit Matani on Thursday ordered traffic personnel to film rash and negligent drivers on city roads and use the footage to register FIRs under Section 279 of the Bharatiya Nyaya Sanhita. The instruction is aimed at curbing speeding, wrong-side driving, triple-seat riding, and driving by minors. Barely a month ago, CP Ravinder Singal, during the launch of Operation U-Turn on July 10, barred traffic cops from using mobile phones to capture violations. State ADGP (Traffic) Kulwant Kumar Sarangal had also earlier directed police across Maharashtra to refrain from using personal devices for such purposes. Matani has directed every traffic cop to register at least 10 such cases daily, aiming for 100 actions citywide, to instill discipline on the roads. "Video evidence is critical. For minors driving vehicles, FIRs will be filed under Section 199A of the Motor Vehicles Act, which carries penalties of up to 25,000 and three years' imprisonment. Parents or guardians in whose name the vehicle is registered will also face charges. Matani also stressed strict action against drivers using the wrong side, speeding, and triple-seat riding. "These are different forms of rash driving. We must enforce the law consistently to bring discipline," he said. Emphasising that technology like CCTVs and e-challans can assist only "in 10% traffic regulation", Matani said the "90% contribution" comes from officers' presence at designated points. He warned that surprise checks would be conducted, and absence from assigned duty spots would invite action. The DCP further ordered an immediate response to congestion points and continuous patrolling by traffic inspectors. "If you delay by even 15 minutes, the situation worsens. Be there immediately to clear jams," he said. The aggressive enforcement comes amid concerns over rising accidents in both daytime and evening hours.
